Greetings from the Management

Dear Stakeholders,

Indonesia is a large country and rich in natural resources. It has been mandated by the 1945 Constitution that our natural resources must be managed wisely for the good of the people in Indonesia. PT Indo Tambangraya Megah Tbk, is committed to become a good corporate citizen by implementing and promoting dual commitment principles.

Namely, we are committed in giving our best for the people of Indonesia and the surrounding communities through our contribution in providing affordable energy, contributing to the development of the nation and economic growth of the country, contributing in the implementation of good mining practices that prioritize aspects of the environment and surrounding communities, and contributing to community development and empowerment through CSR-CD activities. Besides all that, as corporate citizens we are also committed in providing the best for investors, suppliers and contractors who are involved in mining operations and are committed in providing our best for the employees who are important assets of the company.

Where in the end, this dual commitment is the creation of sustainability for both the company and the environment and also the surrounding community. This is why our theme in the sustainable community annual report of 2018 is “Dual Commitment in Creating Shared Value”.

We are aware that achieving sustainability cannot be done alone and implemented fastly. Close collaboration between stakeholders is needed. Therefore, through shared values that we implemented, we synergized with the stakeholders, together establish partnership in implementing the CSR-CD activities. Partnership has become one of the strategy in implementing the ITM CSR-CD, hoping it would give better result and wider range of impacts for the surround community.

For information, with our humility, throughout 2018, we have received corporate recognition from stakeholders through the awards we have received. Among them are at the national level, namely the Indonesian Sustainable Development Goals Award or ISDA and TOP CSR. For ISDA we received Gold award for 3 programs and Silver for 1 program. The 2018 annual sustainable community report is also an integral part of the sustainability report where PT Indo Tambangraya Megah Tbk has received recognition from the Natural Centre for Sustainability Reporting (NCSR) in Gold category.

Finally, we would like to thank all parties, including the Community Development Officer (CDO) who have made a positive contribution to the company so the company can achieve the target performance throughout 2018 without reducing the rights of the surrounding stakeholders.

PT Indo Tambangraya Megah Tbk (ITM) is active in the Community Development and Empowerment (PPM) Program in the surround mining area as an embodiment of corporate social responsibility (CSR). ITM conducted PPM programs in all of the mining operation areas, covering 7 mining concession locations consist of 3 provinces, 5 districts, 1 city, 10 sub-districts and 43 villages.

Community Empowerment Program

The Community Development and Empowerment Program (PPM) at PT Indo Tambangraya Megah Tbk (ITM) has its own program pillar, they are: Social Development, Economy Development, and Environment Protection. The realization is implemented by referring to the Decree of the Minister of Energy and Mineral Resources No. 1824 K/30/MEM/2018. In contrast to 2017 which only covers 6 CD program fields, in 2018 the PPM program was adjusted and developed to 8 PPM program fields. The total program field changes in 2018 is an adjustment with the ITM goals to contribute in creating economic independence and social improvement for communities around the ITM operational area. The PPM Programs are:

The Community Empowerment Program in Education The objective of this program is to improve the quality of education, open access of education for everyone, improve the education infrastructure, improve the quality of the teaching staff, build synergies between the quality of educational outcomes and the needs of the workforce. The program is expected to improve sustainable quality of human resources, so they will be able to contribute as a provision of human resources, they can also act to protect their surrounding environment and nature for human welfare.

The Community Empowerment Program in Health The program’s objective is to increase everyone’s awareness, willingness and ability to live healthy, through various efforts that are promotive, preventive, curative, and rehabilitative.

The Community Empowerment Program in Economic Development and Employment The program created alternative livelihood for the community, in the agricultural business, animal husbandry, fisheries, crafts; also support stimulant raw materials. The Community Empowerment Program in Income Generating and Small Business Development The program fosters businesses, small micro enterprises (SMEs), networks or resources, and marketing, and strengthens the handicraft business, automotive services and processed food. The goal is to develop an independent and sustainable local economy.

The Community Empowerment Program in Culture and Social Development The program is an effort to maintain social unity, preserve local cultural arts and develop a harmonious living between many elements of society, to inject cultural values to the younger generation, and maintain religious activities in the community, and the establishment of good relations between the company and the community.

The Community Empowerment Program in Sustainable Environment Management The program aim is to build public awareness about the need for environmental conservation, to be able to support and guarantee the needs of human life in the future.

The Community Empowerment Program in Community Institution Development The program’s goal is to strengthen the Role of the Community Consultation Committee (CCC) and Village-Owned Enterprises (Bumdes) or Cooperatives; so they can properly functioned in the community empowerment activities.

The Community Empowerment Program in Infrastructure The program is to provide adequate infrastructure to support the empowerment of the local economy, provide access to education facilities, health, and community service facilities so as to accelerate village development. The expectations of the stakeholders (government, media, NGOs, and especially the community) moved dynamically following the different operating phases of the company, from pre-construction to mine closure. The Implementation Process

The success of a Community Development and Empowerment (PPM) program at PT Indo Tambangraya Megah Tbk (ITM) is determined by the implementation process, such as follow:

Basically the process of implementing a PPM program activity follows the PDCA (Plan – Do - Control – Act) flow. However, the background for choosing a program may vary in each type of business and company. In planning the PPM program, PT Indo Tambangraya Megah Tbk (ITM) is always based on 2 main aspects, they are the strategical need of the company which represented by risks factor and the need of the community represented by social mapping data. We conducted these two aspects to perform a synergy between needs and value together between the company and the surrounding community. This way the company’s strategic agenda can be translated into PPM program based on social mapping. After the two aspects of the assessment are translated into a superior PPM program, the next step is based on the path above. We determine the ultimate goal of the PPM program that we are conducting and we determine the targets that are listed annually, medium term and long term. After that, to be able to control through monitoring and evaluation, then the form of output, impact and detail activities are being designed. In the end we can see a complete PPM program starting from the strategy and risks to overcome, the program’s final objectives, target program and indicators of its success. This is inline and needed in supporting the PROPER requirements (the assessment of the Company’s Work Rank) towards green and gold, as well as the need for the Indonesian CSR Award (ICA) agenda. Utilization of Funds

Based on KEPMEN ESDM No.1824, ITM allocated the funds for Community Development and Empowerment (PPM) program according to the mine age plan. Through this calculation, the amount of coal production towards the mine closure can be estimated to determine the proportion of the PPM budget. Thus, the previous PPM budget method that used budget realization from the yearly coal production, is no longer being used. Utilization of Funds

The utilization of funds from the Community Development and Empowerment Program (PPM) of PT Indo Tambangraya Megah (ITM) Tbk in 2018 reached to 25,396,897,158 IDR. Realization of these funds increased by 32% compared to 2017. PPM budget realization increased with the transition of activities from six programs to eight programs. The largest amount, 26% is used for the Culture and Social Development. Field changes that occurred in 2018 have been in line with the goals of ITM to contribute in creating economic independence and social improvement for communities around the operational area of ITM. The ITM PPM program is divided into 8 fields of empowerment programs, they are 1) education, 2) health, 3) real or occupational income level, 4) economic independence, 5) social and cultural fields, 6) environmental participation, 7 ) community institution, and 8) infrastructure sector.

ITM Cares – Disasters in Palu, Donggala, and Banten Throughout 2018, Indonesia received several problems in the form of natural disasters that happened in various regions, such as earthquake & tsunami disaster in Donggola (Sulawesi), and the tsunami in Lampung- Banten. Friday, September 28, 2018, is a day that cannot be forgotten for those who live in Palu & Donggala because they were shocked by earthquake & tsunami. At 17.02 WIB, an earthquake with magnitude 7.4 rocked the city, the epicenter of the earthquake was at a depth of 10 km, the distance was 27 km northeast of Donggala. Under the command of the Ministry of Energy and Mineral Resources Disaster Team, ITM Group (IMM, TCM, BEK, and TRUST) sent two Emergency Response Team to Palu, Central Sulawesi, to assist the process of rescuing and evacuating the victims on October 1-8, 2018. Deep grief also felt by the people who lived around Anyer Beach, Banten & Lampung. On December 22, 2018, the eruption of Mount Krakatau in Sunda Strait and the weather factor triggered and increase the wave heights and became a tsunami in the two regions. 3 days later, the ITM Group Emergency Response Team immediately moved to the location to provide assistance in the form of health services, logistics distribution, and also managed to help refugees to clean up the ruins and look for important documents. A small contribution from ITM Group is expected to bring big impact for those who needed and able to ease the burden of the victims affected by the disaster.

The island of Borneo with Dayak tribe as its original inhabitants has a unique architectural house form and it reflects their culture. Not only plays a part as a shelter, the development of civilization and culture has also contributed to the house’s form, structures, and spatial structure, and so the front face of the house are more complex, it contains messages and symbolic expressions with deep meanings, values, function, and roles. Lamin house is inhabited in groups based on the values of togetherness. This can be seen when traditional ceremonies are held, where all the residents are enthusiastically involved. As a form of traditional and cultural preservation of Bentian Dayak community in West Kutai District, PT Trubaindo Coal Mining continues the development of Bentian Lamin that has already face its problem since 2013. Until December 31, 2018, the lamin development has reached up to 50,22% and conducted by the locals. The size is quite large, 50 x 25 meters, in this Lamin House there will be 9 rooms representing 9 villages (Penarung, Dilang Puti, Suakong, Jelmu Sibak, Sambung, Randa Empas, Tende, Anan Jaya, and Tukuq), there is also 3 rooms for the Customary District Head and meeting hall. The Lamin house uses Ulin Wood for its poles and bengkirai for walls and floors. At the bottom part of the Lamin is made of cement floor, so that it can be used for other activities, or parking spot for vehicles. In addition to perserving adat & culture, the development of lamin is also able to revive tourism in Greater Bentian area by providing traditional dances, handicrafts, and other activities for the tourists to enjoy. With the support from all of the community elements in Bentian Besar Sub-District and West Kutai Districts, the construction or Bentian Lamin is targeted to be complete in Q4 2019 and can soon become a center for the preservation of Bentian Dayak Culture. The environmental participation activties aim to increase the awareness of the importance of protecting the surround environment. ITM has a flagship program in environmental management aspects, namely the Waste Care Program through the “Waste Bank”. The problem of the garbage in Bangun Rejo Village, Kutai Kartanegara encourages a subsidiary of PT Kitadin Embalut (KTD EMB) to implement a waste management program that has started since 2015. The waste management program is intended for mothers who are the parent’s representatives in PAUD ‘Kasih Bunda’. At the beginning of the formation, the ‘Kasih Bunda’ waste bank group consisted of 47 people. Until 2018, the waste bank program continues to grow and has garbage collection posts spread across 11 RTs. Now there are 415 people consisting of PKK mothers and the village’s recitation woman group have also been involved in the management of waste banks. The company seeks to provide facilities by building dry trash cans, garbage transportation equipment, and providing management guidance. With the increasing spirit of togetherness in managing waste, the community formed a new group in Separi Village called ‘Separi BERSERI’ (Clean, Healthy, Neat, and Beautiful).

In addition, there are several routine activities that has been conducted, they are: a. Participating in environmental days by providing plant seeds for a greener environment. b. Become a partner in the conservation of Kutai National Park. c. Planting coral reefs in Bontang Lestari, partnering with the Navy. In 2018, ITM has planted 500 dots of media and coral seedlings. d. Planting mangroves along the Bontang Lestari coastline as an effort to control abrasion and marine conservation.

Nature Conservation IMM cares for the natural conservation area, and has become a partner with the Kutai National Park (TNK) in maintaining a collaborative environment in improving the mangrove forest as the main potential, Bontang Mangrove Park (BMP), including contributing to physical development such as camp areas and door gates to TNK. The collaboration with the Head of National Park Office (TNK), Chairmand of APHI and HPI Bontang City is witnessed by the Mayor and Deputy Mayor of Bontang. By itself, IMM supports the vision and mission of Bontang City moving towards Green City. In line with what has been mentioned before, that infrastructure is part of national development, PT Indo Tambangraya Megah, Tbk and all of its subsidiaries (ITM Group) also contributed to the development of infrastructure in the mining operations area. Noticing the crucial role of this infrastructure program, the Ministry of Energy and Mineral Resources of the Republic of Indonesia has made the infrastructure program into one (of eight) areas of the Community Development and Implementation Program (PPM) through the Minister of Energy and Mineral Resources Decree no. 1824 K/ 30 / MEM/ 2018 concerning Guidelines for the Implementation of Community Development and Empowerment, which is also stated in the Government Regulation ESDM no. 25 of 2018 concerning the Concession of Mineral and Coal Mining Business. The results of the study of social mapping and community needs (need assessment) that has been conducted indicate that by improving infrastructure in the form of building and improving the quality of roads and bridges is a key factor to improve the level of human mobilization and commodity more efficiently. Clean Water Supply (Health Development)

The community’s need of clean water supply has increased, with that PT Indominco Mandiri (IMM) with its fostered group (Village – Owned Enterprises / Bumdes) to improve the access to clean water services in Santan Tengah Village. The program is a contribution to achieving the 6th SDGs (Clean Water and Proper Sanitation) implemented at the local area. The growth of the service since 2013 has gradually reached to house connection (SR) that reaches 40 houses with a population of 150 people through clean water houses and pipelines reaching 26 km in Santan Tengah Village. In 2017, has reached up to 350 houses with total community of 850 people, and in 2018 has reached up to 548 houses or 940 people. The management of clean water facilities is carried out by BumDes after UMM provided training in clean water and maintenance of good clean water infrastructure. Now, the maintenance of the equipment and operational costs has been self-financed by the BumDes as part of the water management so that the existing infrastructure can be maintained.

Environmentally Friendly Bokashi Fertilizer Business (Economic Development and Employment)

The role of organic fertilizer is very much needed by the company’s fostered villages, at PT Jorong Barutama greston (JBG) site, Jorong Sub-District, South Kalimantan. This fertilizer becomes the main star on the community’s and company’s farming activity. The central bokashi fertilizer fostered by JBG is located in Karang Rejo Village and now has produced environment friendly fertilizer made of rice husks by using composting method with aerobic and anaerobic starters. In 2018, the people that manages the organic fertilizer, The Sumber Makmur Farmer Group has been able to provide bokashi fertilizer about 14 tons a month or a total of 154 tons a year. The Fertilizer products are used for local resident’s agriculture activity and also for JBG used land reclamation and rehabilitation. The farmer’s awareness is improving, leaving fertilizer because of the existence of bokashi fertilizer center as a provider in the village and Jorong Sub-District.

Integrated Fisheries (Economic Development and Employment)

Integrated fishing has been carried out by PT Kitadin Embalut (KTD EMB) as an alternative to the community’s economy status. This program combines upstream and downstream (Hulu Hilir) in determining the development of fishery products. Sourced from the Master Plan (Strategic Plan), community development of EMB KTD is intended to grow in the area of Agriculture, Fisheries, and Animal Husbandry. In line with the government of Kutai Kartanegara District mission, that is Agriculture, Fisheries, Livestock, Tourism, and Mining Area. The program is a contribution of KTD EMB to the 2nd Sustainable Development Goals (SDGs) (Overcoming Hunger) by improving fisheries food productivity and concentrating on natural resource based on economic efforts around the mining area. From 2015 to 2018, assistance has been conducted on hulu hilir fisheries, integration of fish nursery models, fish enlargement, and fish marketing models. This assistance resulted in 3 farmer groups consisting of 93 fisheries farmers who worked together to manage the carp, catfish and tilapia fish in Embalut, Bangun Rejo, and Manunggal Jaya Villages. The program uses many variation of ponds, such as ponds based on soil, artificial ponds and floating net cages (KJA) of the Mahakam River. The fish market can reach up to 126 tons (in 2015), 134 tons (in 2016), 186 tons (in 2017), and 192 tons (in 2018). The role of the KTD EMB has increased the productivity of food security through integrated fisheries of various models. Fish production has been able to maintain food. And later can maintain community nutrition and increase community access to productive natural resources. The achievement of the EMB KTD received the Indonesian Sustainability Development Goals / SDGs Award (ISDA), the Gold Award ranking for the purpose of the 2nd SDGs (Overcoming Hunger) through increasing fisheries food security productivity.

Improving the Human Resources and owning Professional Competitive (Education) The role of PT Kitadin Tandung Mayang (KTD TDM) in improving human resources (HR) has created professionals who are capable of competitiveness in employment in the East Kutai region, Kutai Kartanegara, and Bontang. Youth community HR competency training by KTD TDM is based on the Master Plan (Strategic Plan) development of the KTD TDM community that fills the post-mining period in the field of education, especially the skills training of potential youth in national competitiveness. This strategy contributes to the mission of the Manpower and Transmigration Office, in the form of the goal of “overcoming unemployment” and “improving work skills and capacity”, and contributing to the achievement of the 4th Sustainable Development Goals (Quality Education) that are connected with employment opportunities. The implementation involved experts from United Tractor and work internships at the KTD TDM workshop and PT TRUST. The training was attended by young people selected from 10 (ten) villages assisted by the KTD EMB (Santan Ulu, Central Santan, Santan Ilir, Martadinata, Teluk Pandan, Lake Redan, Kandolo, Sukadamai, Sukarahmat, Bontang Lestari). Since 2015 until 2018 professional skills training has been carried out consisting of Heavy Equipment Operations Packages, Welding Kits and Basic Mechanical Packages which have graduated 52 young people. Even the skills mastered have made the alumni to work locally and nationally, thereby reducing the number of unemployed. A total of 36 skilled workers have become employees in several companies around East Kutai and Bontang. The achievement of the TDM KTD made the recipient of the Indonesian Sustainability Development Goals / SDGs Award (ISDA) ranked Silver Award for the 4th Sustainable Development Goals (SDGS) (quality education) that was connected with employment opportunities. The role of the KTD TDM in improving human resources has created professionals who are able to fill employment in East Kalimantan.

Improving Environmental Resources PT Indominco Mandiri (IMM)s concern in nature protection was implemented through Adiwiyata Character Improvement program at Teluk Pandan 1 Junior High School and the Mangrove Planting Program in The Biru Kersik Beach Coast. Each program is IMM’s role in achieving the 4th SDGs Goal (Quality Education) through Adiwiyata school (Environmental Friendly); and the 14th SDGs Aim (Ocean Ecosystem) through mangrove trees. In the Adiwiyata character activities, for the past 5 (five) years the school have conducted a series of activities including environment-based training attended by 200 children and 25 teachers, health and K3 campaigns for 100 students and 20 teachers, anti-drug screening support for 85 students, as well as strengthening the facilities for reforestation, composting, cleanliness and healthy attitudes of the school community. This effort has made Teluk Pandan 1 Junior High School as a pioneer of the environmental approach in building school accreditation and maintaining the native ecosystems of the closest national parks by planting endemic plants as a form of safeguarding biodiversity. Making Teluk Pandan 1 Junior High School won the title of the Regency and Provincial Adiwiyata School. Mangrove tree planting activities for the past 3 (three) years amounted to 25,000 mangroves, building mangrove monitoring huts, and involved the community in supplying the mangrove seedlings and tree planting movements. The success of the program has received recognition in the form of an Award at the Indonesian Sustainability Development Goals / SDGs Award (ISDA). IMM received a Gold Award in its 2 programs, namely for the 4th SDGs Purpose (“Quality Education”) through the Adiwiyata (Environmentally Friendly) school; and the aim of the 14th SDGs (‘Ocean Ecosystems’) through the efforts of mangrove trees.
