Action Opening Remarks

The Chairperson extended welcome to all Members and representatives of government departments attending the 9th Meeting of the Cultural and Leisure Services Committee (CLSC) of the Wan Chai District Council (WCDC). The Chairperson reported that Mr. SIN Yiu-shun, Senior Librarian (Wan Chai District) could not attend the meeting due to other commitments, and Mr. WAN Siu-ming, Mathew, Librarian (Lockhart Road Public Library) of LCSD attended on his behalf.

Item 1: Confirmation of Minutes of the 8th Meeting of CLSC of WCDC

2. The Secretary had not received any amendment proposal prior to the meeting, and Members of this meeting did not propose any other amendment; Mr. Anson LAM put forward a motion seconded by Mr. Joey LEE to confirm the captioned minutes.

6. The Secretariat had altogether received 7 funding applications for co-organising activities with CLSC. The Chairperson reminded Members to compile a declaration form “Declaration of Interests” and to withdraw from the meeting where necessary.

7. Ms. PO Fung-ping, Chairperson of Wan Chai District Arts, Cultural, Recreational and Sports Association Limited, introduced the captioned 3 papers.

8. In respect of Paper No. 24/2017, a Member enquired about the screening criteria, level of popularity and previous registration response of the programme. Ms. PO Fung-ping responded that the objective of the programme was to select and train the athletes representing Wan Chai to join the inter-regional tournaments. The coach would be responsible for the screening process. There was no age restriction for the candidates and reserved places were created. The response of registration was not as good as the training programmes for basketball and table tennis.

9. The Secretary requested the organiser to make clarification on the expenditure sub-item (G).

10. The meeting came into closed-door discussion. After discussion, CLSC approved the captioned 3 applications for DC funds and requested the organiser to update the budget details of Paper No. 24/2017and then re-submit it to Funding and General Affairs Committee (FGAC).

11. Mr. Song NG and Mr. Patrick LEE, Service Supervisors of St. James Settlement, introduced the captioned paper.

12. Miss Clarisse YEUNG enquired about the duration of co-operation between the organiser and Mr. Craig AU-YEUNG and the criteria for selecting artists. She also suggested inviting other artists for co-operation. Mr. Song NG responded that they had co-operated with Mr. Craig AU YEUNG for 5 years. Mr. AU YEUNG was invited to participate in the design of food map and food tasting through the Trade Development Council (TDC). In the future, they might discuss with TDC about inviting other artists to join in the project.

13. The Chairperson added that the project “Wan Chai à La Carte” had been carried out for over 10 years with the previous co-operation with Ms. Stella So and Mr. Craig AU-YEUNG. CLSC previously had proposed raising public participation (public voting) and the selection of restaurants by a panel of judges comprised of different sectors. Since the previous term of WCDC, the food map entailed an annual gourmet theme. However, when the current term of WCDC began to participate in the project, TDC had already commenced its co-operation programme with Mr. Craig AU-YEUNG. She concurred with CLSC’s suggestion in showing a liberal attitude in the choice of artists.

14. Miss Amy WONG of Wan Chai District Office suggested the organiser that

Action it should enhance voting and publicity through the internet. As the project targeted theWan Chai local gourmet culture, she suggested adding the stories behind the gourmet/restaurant on the map, not just the gourmet/restaurant itself. She also suggested requesting the district units to help distributing the maps.

15. Mr. Song NG responded that they would launch internet voting through QR code and internet voting forms, as well as distributing physical voting forms in restaurants. The food maps would be distributed in the centres of St. James Settlement, the Hong Kong House of Stories and the offices of District Councillors.

16. The Chairperson added that apart from distributing the food maps at TDC’s Food Expo each year, the maps would also be distributed through the groups and schools of the district. She commented that the organiser must strike a balance between the voting with physical ballot paper and the voting on internet. Other Members suggested the organiser distributing the food maps in the hotels of the district and increasing interactive elements in the internet voting platform. They also alerted the organiser that since the theme of this year was “young-line” restaurants, active internet voting would be expected.

17. The meeting came into closed-door discussion. Miss Clarisse YEUNG objected to the commissioning of the project to designated artists and disapproved of the said application.

18. The Secretary gave a supplementary account on the exemptions listed in Paper No. 27/2017.

19. After discussion, CLSC approved the above funding application for co-organising the event and its related exemptions.

21. In respect of Paper No. 28/2017, a Member requested the organiser to confirm the performing schedule; he/she also enquired about the detailed fees charged by the performers’ company as the charges for Cantonese opera singing and Cantonese opera excerpts singing in item (e) were different. Ms. LI Siu-man responded that the actual performance programmes could not be confirmed for the time being and they would send supplementary information about them later.

22. In respect of Paper No. 29/2017, a Member queried about the necessity for item (14) “transport expenditure” and (16) “expenditure for the opening ceremony”. The member also enquired about the details of item (6) “fees charged by performing groups”. Ms. AU Kaam-yi responded that out of the 23 performing groups, 10 were paid and situated at Wan Chai, and the remaining groups were outside Wan Chai totalling about 200 people, and they had previously reflected about the difficulty in making transport arrangement as the performances ended late at night. Therefore, for the performers’ safety reasons, they would arrange tourist buses for them this year. Ms. LI Siu-man added that the fee for the opening ceremony was higher because balloons were used.

24. After discussion, CLSC approved the above 2 funding applications for co-organising the event and their related exemptions. The organiser was asked to provide supplementary information for Paper No. 28/2017.

26. Members raised the following queries or comments - (i) A Member requested the organiser to confirm the price of the football used in the matches. (ii) Ms. Peggy LEE enquired about the setting up of the ceremony platform; and (iii) Miss Clarisse YEUNG queried about the necessity for items (c) to (h) relating to the opening ceremony, as she wished more resources would

Action be allocated to the athletes.

27. Mr. Lo Tin-sung responded as follows: (i) proposed setting up the ceremony platform at the spectator stand in order not to affect the ongoing matches; (ii) the platform for award presentation was meant to create an ambience that would attract more athletes to participate in the youth team matches; and (iii) if it was not feasible to set the award presentation platform at the spectator stand, the guests might sit on the rented folding chairs to watch the matches beside the football field.

28. The Chairperson added that different organisers required different things. With reference to similar events of the past, the organisers had rented extra folding chairs for the athletes to take rest with or for uses by the guests or working staff, depending on the anticipated popularity of an event.

29. The meeting came into closed-door discussion. Miss Clarisse YEUNG objected to the captioned funding application.

30. The Secretary gave a supplementary account on the exemptions applied in Paper No. 34/2017.

31. After discussion, CLSC approved the above funding application for co-organising the event and its related exemptions.

Item 6: Applications to the Committee for Co-organisation/Assistance (a) 2017-2018 Wan Chai Book Fair - “Reading in Southorn” and “Reading in Causeway Bay” (CLSC Paper No. 30/2017)

32. The Chairperson welcomed the representatives from Hong Kong Book & Magazine Trade Association Ltd. to the meeting and thanked them for introducing the paper -

33. The Chairperson added that Wan Chai Book Fair had been co-organising events with CLSC for many years; every year, Hong Kong Book & Magazine Trade Association Ltd. would be invited to organise ancillary events, such as the newly added “Cultural guided tour” of this year. Members further raised the following queries or comments - (i) suggested that the publicity campaign echo with “Celebration of the 20th Anniversary of HK’s Reunification with China”; adding more interactive elements in the book fair, such as writer’s sharing and reading sessions to attract the young readers; and (ii) Miss Clarisse YEUNG said that Wan Chai district was in no way lack of arts groups publishing books and magazines independently, and suggested that the organiser should reserve places for them to communicate with the public.

34. Ms. LEUNG Lai-han’s responses were summed up as follows - (i) this year a dedicated zone with the theme of “Knowing Hong Kong” would be introduced, and they would stress on the “Celebration of the 20th Anniversary of HK’s Reunification with China” in their publicity activities; (ii) press conferences and Hong Kong history zone would be launched; and (iii) Members were welcome to pass contacting information of their recommended participating units to Hong Kong Book & Magazine Trade Association Ltd. for their consideration.

35. The Chairperson added that Leisure and Cultural Services Department (LCSD) could not provide a venue for “Reading in Southorn” on the reserved activity date; hence, “Reading in Southorn” had not been assigned a date of second choice.

36. The meeting came into closed-door discussion. CLSC approved the proposal of co-organising the captioned event with the organiser. Members

Action could pass the contacting information of their recommended participating units to the Secretariat for forwarding to the organiser.

(b) Wan Chai Talent Extravaganza in Celebration of the 20th Anniversary of HK’s Reunification with China (CLSC Paper No. 31/2017)

37. The Chairperson said that the captioned funding application was approved by the Community Building and Housing Affairs Committee (CBHAC) in principle on 21 March of this year. (The Chairperson and Ms. Peggy LEE declared interests and withdrew from the meeting. The meeting was temporarily chaired by the Vice Chairperson.)

38. The meeting came into closed-door discussion. Members did not raise other comments and they unanimously approved the proposal of co-organising the captioned event with the organiser.

(c) Multi-ethnic Intercultural Variety Show - “Celebrate Colours” (CLSC Paper No. 35/2017)

39. The Chairperson welcomed the following attendees and thanked them for introducing the paper -

40. Members raised the following queries or comments - (i) Ms. Peggy LEE asked that apart from the Philippine Consulate’s participation, how many ethnic groups also participated in the event;

Action (ii) enquired whether the event had another co-organiser or assisting organiser and how many non-government organisations (NGOs) would participate in it; and (iii) suggested diversifying the performances, like magic shows and sports shows, to attract more viewers.

41. Ms. Adrielle Panares’ responses were summed up as follows - (i) the event would include the seven dominant ethnic minorities in Hong Kong - natives of Indonesia, Thailand, Nepal, Pakistan, Sri Lanka, etc. The Philippine Consulate was a major member of the Preparatory Committee actively building a repertoire for the event and acting as a liaison middleman among the ethnic groups; (ii) the NGOs of the district (e.g. St. John Ambulance) would provide volunteers and back-ups for the event, and would distribute the tickets of the event, which was mainly co-ordinated by International Social Service Hongkong Branch and Philippine Consulate General in Hong Kong; and (iii) the tentative programmes included performances on ribbon dance, martial arts and rope skipping; a performance covering at least 7 dances (one of which was dragon dance) performed by youngsters of the ethnic minorities would be the core programme of the event, which would last for 2 hours. The organiser was open minded about the programme arrangement and about bringing out the theme of the event through performances by other groups.

42. The meeting came into closed-door discussion. After discussion, CLSC consented to assist in the captioned event and requested the Secretariat to relay the suggestions of CLSC (including the diversification of the performances, the invitation of more ethnic minority groups and NGOs of the district) to the organiser.

Item 12: Any Other Business (a) Follow up on the Arched Doorway at the Entrance/Exit of at 55 Wan Chai Road

50. The Chairperson said that CBHAC under WCDC discussed the issue “To Urge the Departments Concerned to Respond to the Enquiry about the Arched Doorway at the Entrance/Exit of Ruttonjee Hospital at 55 Wan Chai Road” in its 9th meeting held on 21 March of this year and confirmed to pass the conservation agenda item to CLSC for discussion.

51. Miss Clarisse YEUNG was glad that the said issue was discussed now, but she opined that it was important for the relevant departmental representatives to attend the meeting. She had proposed to invite representatives from Antiquities and Monuments Office (AMO) to the meeting to explain how the monuments of the community were handled.

52. The Chairperson supplemented that it was just one week between the 9th meeting of CBHAC and this meeting, and CLSC had not held discussion on the said agenda item; so, she decided to have all the queries and comments answered by AMO after this meeting.

53. Members raised the following comments - (i) Ms. Peggy LEE clarified that the reason for having the said agenda item discussed by CLSC was that a member of CBHAC enquired about conservation matters related to AMO, and subsequently CBHAC consented to having the policy and other matters relating to AMO handled by CLSC. CBHAC already wrote to invite representatives of the Hospital Authority (HA) to report on the works progress and the treatment of the arched doorway in its next meeting. She further said that issues about private developments or government projects involving the preservation and conservation of the antiquities of Wan Chai might happen again in the future; hence, she suggested that AMO and CLSC should exchange opinions regarding the historic buildings possessed by the private sector or the government, in a bid to respond to the concerns of the conservation-enthusiasts of Wan Chai and the Secretariat other districts;

Action (ii) Miss Clarisse YEUNG suggested asking AMO to provide the locations and details of all the historic buildings of Wan Chai possessed by the Government. With respect to the handling of private ownership, stakeholders of the community, property owners and experts might be invited for discussions. She also viewed that leaving the historic green bricks of the arched doorway on the works site was not proper and she demanded an explanation from HA. She would meet with HA on the following day of this meeting to follow up on the matter; and (iii) concurred in asking AMO to provide the relevant information, and enquired AMO whether it had provided various government departments with clear guidelines on how to handle historic buildings.

54. The Chairperson summarised Members’ comments and concluded that letters be separately sent to Ruttonjee Hospital, , HA and AMO for following up on - (i) the latest treatment of the arched doorway by the Ruttonjee Hospital; whether HA had guidelines about preservation of the doorway, and whether the hospitals/HA had any division/unit dedicated to the treatment of their buildings with historical and conservation values such as the arched doorway; and (ii) whether AMO had provided clear guidelines and assistance in respect of the arched doorway and the historic buildings under HA, and the existing and future policies on conservation education targeting both private and public owners.

55. CLSC members concurred in the above arrangement.

(Post-meeting note: on 24 March of this year, the Secretariat forwarded CBHAC’s comments and questions concerning the conservation of historic buildings to AMO, Ruttonjee Hospital and Tang Shiu Kin Hospital, and requested them to provide the basic information about the historic buildings, but had not received their replies up to the date of this meeting. Following the conclusion in CLSC’s discussion, the Secretariat wrote to Ruttonjee Hospital, Tang Shiu Kin Hospital, HA and AMO on 11 May of this year requesting them to follow up on the matter.) (b) Questions and Comments concerning LCSD’s handling of the Hong Kong Flower Show 2017

56. A Member was aware that after the Hong Kong Flower Show 2017 (the Flower Show), LCSD had not collected the plants for exhibition and so were some unused materials; brand new plants were directly discarded also. He/she requested LCSD to take note of it and not wasting any resources.

57. Miss Becky LEE of LCSD indicated that she would forward Member’s comments to the preparatory committee of the Flower Show.

58. Members had other opinions as follows - (i) similar things had happened before and suggested transferring the fresh plants to those parks temporarily without vegetation to beautify the places; (ii) suggested giving out the fresh plants to the public; and (iii) Miss Clarisse YEUNG suggested LCSD to draw on the overseas experience of gathering exhibited plants into pots and giving them out to the elderly through the social centres of the district.

59. The Chairperson added that to her knowledge, NGOs were now using the aforesaid methods to tackle the plants left after exhibitions. Even if the flower shows did not stipulate the handling of exhibited plants by the aforesaid methods, LCSD had the responsibility to deal with the flowers left after exhibitions to avoid the wastage of resources. She requested for a written reply from LCSD concerning the current and future methods of handling exhibited plants, which should be addressed to CLSC.

60. CLSC members concurred in the above arrangement.

61. The next meeting would be held at 2:30 p.m. on 23 May 2017 (Tuesday).
