Dallas Water Utilities Benchmarks Dallas Water Utilities Benchmarks April, 2014 Purpose To communicate changes and additions to the Dallas Water Utilities Benchmark publication as part of the Dallas Water Utilities Elevation Control Network maintenance program. The City of Dallas has recognized that having a consistent elevation datum within the City provides necessary structure for any construction efforts. Additionally, having a freely available set of Benchmarks can reduce construction costs not only for City sponsored projects but for privately sponsored projects, as well. Caveats Neither the City of Dallas, any Department operated by the City of Dallas, City of Dallas employees, nor City of Dallas Contractors, assume any liability for the use or reliance on any data presented herein. In all cases, it is the responsibility of the user to verify the correctness or usefulness of this data for any purposes whatsoever. In Case of Errors: It is possible that errors exist in this document. Errors can include poorly written location descriptions, elevations that may be incorrect, coordinates or Latitudes and Longitudes that are in error, not found benchmarks, or anything else that would render a benchmark questionable. We encourage the users of this data to provide feedback on the information herein provided, and if errors are found, please forward your findings to: Anel Rodríguez Project Coordinator Dallas Water Utilities 2121 Main Street, Suite 401 Dallas, Texas 75201 (214) 948-4614 [email protected] Data Presentation The data presented in this document is as follows: cnt This column is a simple count and is issued by the database. The count for an individual Benchmark is likely to change with each version of the Dallas Water Utilities Benchmark List. It is on this report to facilitate communication between parties, so they can be sure that are discussing the same information. Final-Name This is the permanent and unique name for a Benchmark. This name is assigned by the most approximate MAPSCO™ grid. This name is not anticipated to change over time; however, there are no guarantees that a Benchmark’s name will not change. Also consider that a benchmark can be removed if it is not found or destroyed. * Denotes Benchmarks based on NAVD 88. There are only 83 BM based on this datum Location The location column is a listing of cross streets. This is a description of a street intersection on which, or near which, the Benchmark is located. In some cases, an actual address is given. In these cases, the benchmark will be located near that address. GPS-Date This is the date the benchmark was verified as still existing. Date Set This is the date the benchmark was first established. Description The Description is a written description of what the Benchmark looks like. State Plane The Northing ordinate of the State Plane Coordinate. This was developed through GPS Northing Software based on NAD83. State Plane The Easting ordinate of the State Plane Coordinate. This was developed through GPS Easting Software based on NAD83. Elevation This is the Elevation of the Benchmark, based on NGVD29, unless denoted with an (*). See description above. Latitude The Latitude is the latitude of the Benchmark as computers by the GPS software based on NAD83. Notice that the Latitude is always presented with an “N” as the last digit. Longitude The Longitude is the latitude of the Benchmark as computers by the GPS software based on NAD83. Notice that the Longitude is always presented with a “W” as the last digit. Preface to the April, 2014 Version of the Dallas Water Utilities Benchmarks This list of Dallas Water Utilities Benchmarks has been electronically available for about two years. During this time, there have been several versions submitted. The Dallas Water Utilities Automation and Integration Division continues to provide maintenance to existing benchmarks. Additionally, it has been reviewing the data for accuracy and correctness. The result of this effort is a new version of the Dallas Water Utilities Benchmarks. The main purpose of this update is to communicate that all benchmark descriptions are now available. Many benchmarks were added or re-instated. Also, we have eliminated the benchmarks that were found to be out of tolerance, lost due to construction or obliterated and placed as not reliable. This resulted on a net gain of more than 30 benchmarks in comparison with the previous edition. The April, 2014 listing of the Dallas Water Utilities Benchmarks has had numerous descriptions “cleaned” up and efforts were made to be sure the locations shown are shown on the correct Mapsco page and grid. During next year, we expect to provide an updated version with the addition of benchmarks re-instated or benchmarks that were existent but not recovered in past efforts. Also a possibility is the removal of benchmarks not found, destroyed or out of tolerance. Should you, as a user of this data find an error in a location, description, or elevation, please let us know and we will do our best to correct or eliminate the Benchmark in question. We encourage the participation of the public and feedback is always appreciated. 5 | INFRASTRUCTURE Infrastructure Policies POLICY 1: Invest first in infrastructure that supports the preferred scenario POLICY 2: Consider long-term operational costs when setting priorities among new capital projects POLICY 3: Seek funding from other entities whenever possible POLICY 4: Work with Lancaster ISD, Cedar Valley College, and other educational institutions to ensure that the “learning infrastructure” is in place Introduction Utilities and infrastructure are a critical piece of the foun- dation and operations of a city and can include water and wastewater systems, storm drainage systems, solid waste disposal, electric service, gas service, cable, fiber optics, and telephone service. The location, condition, and accessibility of these features can greatly affect daily operations, con- struction timelines, and funding capabilities. Understanding the system’s existing conditions is essential to planning for future development. Utilities and infrastructure can act as an indicator of a city’s ‘growing pains’ - meaning the per- formance of a system under pressure can show where the infrastructure needs to adapt, expand, or be replaced to accommodate growth. Figure 5.01 - Elevated Storage Tanks The City of Lancaster Public Works Department maintains a Street Division and Water Utilities Division. The Street Divi- sion services and repairs the existing streets and sidewalks, and are responsible for traffic signals, street sweeping, crack sealing, and storm water drainage. The Water Utilities Division is responsible for pumping and maintaining quality water, the distribution of water, and repairs and improvements to both the water and sewer system. 48 October 2016 Infrastructure | 5 Water System The City of Lancaster purchases water from Dallas Water Utilities (DWU).
