Proposal: Replacement of existing fence to the north boundary

1.1.1. Introduction

1.1. This statement is submitted to accompany a planning application and drawings submitted to District Council.

222.2... Site and Location

1.2. The proposed boundary wall is in the grounds of Wallsgrove House, Church Road, High Beach, Loughton.

1.3. The proposal lies within the estate of the Wallsgrove House which is Grade II Listed Building in High Beach, , IG10, listing NGR: TQ4047697756.

1.4. Other properties within the curtilage of the estate sharing the same address are: White Lodge and Wallsgrove Cottage (also known as Stable Cottage)

1.5. The nearest towns are and Loughton Both with good tube/train and bus links to the local area. High Beach is approximately 3 miles North of Loughton town centre which is a 5-6 minute car journey though Epping Forest.

3.3.3. Proposed Development

3.1. The proposal is replace the existing un-secure fence along the north boundaries and to install new fence against the existing fence along the North Boundary.

4.4.4. Design Principles

4.1. The proposal seeks to replace and install new fence in order to secure the perimeter of the South and part of the South East and West boundaries as it is in a very poor condition and therefore grounds of the property are easily accessible by public.

4.2. The Grounds have been a target of robbery related crime. There were 5 reported incidents at Wallsgrove House, three of them in 2018: 1. February 2011 - CRN - CF0147320211 2. December 2015 - CRN - 42/116456/15

3. 28th/29th March – CRN- 42/42619/18 Garages broken in to - 2x petrol lawnmowers and 1x petrol scarifier - also caused extensive damage to garage doors and motors. Entry point directly behind garages on Mott Street - cut through 2 layers of chain link fence and a barbed wire fence

4. 6th/7th April CRN. 42/49242/18 Agricultural building broken into - nothing taken. Cricket ground buildings broken into - large petrol equipment taken (Cricket ground is part of Wallsgrove House Estate)

5. 16th/17th September CRN. 42/134739/18 Agricultural building broken into - John Deere X740 diesel ride on mower taken - removed from site via cutting through chain link fence from Wallsgrove House to cricket ground and cutting off padlock on new security gates at cricket ground.

4.3. Another issue regarding safety and security is that the local high Beach school uses the field for sports training etc. The proposed security fence would ensure their safety.

4.4. The existing fence to the North Boundary of the house 2m high chicken wire mesh fence with metal posts as well as 1m high rimber post with wire. The current fence is partially missing and unsecure. The new fence will replace the existing along the perimeter of the North Boundary.

4.5. The existing fence to the North Boundary of the grounds is a chicken wire mesh with metal post which varies in height of 1.8m to 2min height. Small part of the boundary fencing is close boarded timber fence with concere posts.

4.6. Most of the current fence is to remain as existing and the new fence will be installed 300mm away from the existing fence within the property.

4.7. 2.1m high Palisade Fencing in green to the North Boundary made from high quality steel, 2.1m high Palisade Fencing is galvanised with a coating of zinc which helps to protect it from rust. The steel is also supplied with a powder coating finish which gives the Palisade fencing greater resilience to weathering and damage, as well as giving it a more aesthetically pleasing appearance. 4.10. This type of fence has already been approved and installed along part of the boundaries of the grounds. Planning Application EPF/2774/18 and EPF/0654/18.

5.5.5. Conclusion

5.1. The general concept of this proposal, the footprint and height of the development will does comply with The Town and Country Planning and therefore acceptable.

5.2. There are no TPO on site and the proposal will leave most of the existing shrubs as on site.

5.3. The proposed fencing will provide for controlled access to private grounds and help secure the environment.
