This report (HEC Project No. 50014) was commissioned by the Truckee Meadows Regional Planning Governing Board and Truckee Meadows Regional Planning Agency. Catherine Hansford of HEC provided overall project management, conducted interviews, and served as the lead coordinator for meetings. Lisa Haldane P.E., conducted interviews and provided technical assistance with mapping. Both contributed to the written report contained herein. ii SECTION 1 EXECUTIVE SUMMARY Capacity Constraints in Regional Infrastructure Networks May 1, 2006 Section 1 - EXECUTIVE SUMMARY 1.1 INTRODUCTION This report provides the first step in examining the infrastructure capacity constraints for areas of Washoe County within Truckee Meadows Regional Planning Agency (“TMRPA”)’s jurisdiction. This report is being provided early during the 2007 Regional Plan update process to identify potential infrastructure issues that might affect the ability to implement the Regional Plan, or updated 2007 Regional Plan. The initial scope of work provided for a comprehensive first step including interviews with service providers and projections of development scenarios to match planned infrastructure with
