NOTICE OF RACE

NOTATIONS: [NP] A rule that shall not be grounds for protests by a . This changes RRS 60.1(a). [DP] The penalty for a breach of this rule may, at the discretion of the protest committee, be less than disqualification.

1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). Other documents under RRS Definition: Rule (g) include: (a) The Equipment Rules of Sailing, (b) the Regatta Regulations of the Hungarian Sailing Federation (RR), and (c) the Advertising Code of the Hungarian Sailing Federation. 1.2 The National Authority Prescriptions that will apply are stated in full in Addendum 1. 1.3 If there is a conflict between languages the English text will take precedence.

2. ADVERTISING [DP] 2.1 may be required to display advertising chosen and supplied by the organizing authori- ty. If this rule is broken, World Sailing Regulation 20.9.2 applies.

3. ELIGIBILITY AND ENTRY 3.1 The 2020 Rooster Open Melges 24 Hungarian Championship is open to all boats of the Melges 24 class, the Limitless Füred Cup One Design Trophy is open to all boats of the 8mOD, 11mOD, Asso99, Elliott770, J/24, Nautic 330, Scholtz22, Sudár Regatta and X-35 classes. 3.2 Each competitor and boat shall comply with the requirements in RR 3. 3.3 Entry (a) Online entry (1) in the VIHAR system of the Hungarian Sailing Federation no later than 23:59 on 11 August 2020. (2) non-Hungarian boats may enter the 2020 Rooster Open Melges 24 Hungarian Championship by contacting [email protected].

(b) On-site entry and registration At the race office located in the clubroom of the Balatonfüredi (8230 Bala- tonfüred, Zákonyi Ferenc u. 2.) (1) for the Melges 24 class: between 18:00-20:00 on 12 August 2020 and between 8:00-9:00 on 13 August 2020. (2) for all other classes: between 18:00-21:00 on 14 August 2020 and between 7:30- 8:30 on 15 August 2020. 3.4 The Limitless Füred Cup One Design Trophy will be organized only for classes in which at least 6 boats enter by the deadline of the online entry. The organizing authori- ty will publish the list of such classes on 12 August 2020 at the event website.

4. FEES 4.1 The entry fee for each person will be as follows: Class Online entry On-site entry Melges 24 10,000 HUF 11,000 HUF all other classes 7,500 HUF 8,500 HUF 4.2 Entry fees shall be paid via bank transfer, or by cash or credit/debit cards at the on-site entry and registration. 5. SCHEDULE 5.1 On each racing day, the race committee will hold a competitors’ briefing 90 minutes before the first scheduled warning signal of the day in the regatta centre. 5.2 Racing days, scheduled time of warning signals and number of races: Number of races Racing day Warning signal Melges 24 all other classes 13 August 2020 11:00 3 14 August 2020 10:00 3 15 August 2020 10:00 2 3 16 August 2020 10:00 2 3 Total number of races: 10 6 5.3 On the last scheduled day of racing (16 August 2020) no warning signal will be made after 14:00.

6. EQUIPMENT 6.1 Each boat of the Melges 24 class shall produce a valid measurement certificate before the closing of the on-site entry and registration.

6.2 Each crew member in the Melges 24 class shall be weighed during the on-site entry and reg- istration to confirm that the total weight of the crew is within the limit stated in the class rules. Competitors shall have a passport or other photo identification at weigh-in. 6.3 All boats of the Melges 24 class are required to comply with RRS 78.1 from 10:00 on 13 Au- gust 2020 onwards. All boats of all the other classes are required to comply with RRS 78.1 from 9:00 on 15 August 2020 onwards. Non-compliance from the times stated in the previous sentences until the start of the first race shall be reported, protested and penalized as if it were discovered after racing on the first day on which races for that boat have been com- pleted. 6.4 Penalties for breaches of class rules may, at the discretion of the protest committee be less than disqualification. 7. SAILING INSTRUCTIONS 7.1 Copies of the sailing instructions will be available at the race office during the on-site entry and registration. The electronic version of the sailing instructions will be available no later than the start of the on-site entry and registration at https://byc.hu/regatta/melges-ob-fured- kupa/.

8. VENUE 8.1 A regatta centre will be in the harbour of the Balatonfüredi Yacht Club. The address of the harbour: 8230 Balatonfüred, Zákonyi Ferenc u. 2. 8.2 The racing areas will be the waters among Balatonfüred, Alsóörs, Siófok, Zamárdi and Ti- hany.

9. THE COURSES 9.1 Windward-leeward courses will be sailed.

10. PENALTY SYSTEM 10.1 The first two sentences of RRS 44.1 are changed to read: ‘A boat may take a One-Turn Penalty when she may have broken a rule of RRS Part 2 or RRS 31 or Class rule C11 while racing.’ 10.2 In the Melges 24 class, RRS Appendix P (Special Procedures for rule 42) will apply. The penalty under RRS P2.1 is changed to be a One-Turn Penalty. 10.3 For all the other classes, where the class rules permit, RRS 44.1 is changed so that the Two- Turns Penalty is replaced by the One-Turn Penalty.

11. SCORING 11.1 Four races are required to be completed to constitute a series in the 2020 Rooster Open Melges 24 Hungarian Championship. 11.2 One race is required to be completed to constitute a series in the Limitless Füred Cup One Design Trophy. 11.3 (a) When fewer than four races have been completed, a boat’s series score will be the total of her race scores. (b) When four or more races have been completed, a boat’s score will be the total of her race scores excluding her worst score.

12. BERTHING [DP] 12.1 Boats shall be kept in their assigned places while they are in the harbour.

13. HAUL-OUT RESTRICTIONS [DP] 13.1 All boats of the Melges 24 class shall be afloat by 10:00 on 13 August 2020, all boats of all the other classes shall be afloat by 9:00 on 15 August 2020. Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

14. EQUIPMENT AND PLASTIC POOLS [DP] 14.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.

15. RADIO COMMUNICATIONS 15.1 Except in an emergency or when using equipment provided by the organizing authority, a boat shall not make voice or data transmissions and shall not receive voice or data commu- nication that is not available to all boats. [DP] 15.2 The race committee will transmit information to boats on marine VHF radios. Any failure in the transmission will not be grounds for redress. This changes RRS 62.1. It is strongly rec- ommended for boats to carry a VHF radio on board.

16. PRIZES 16.1 The top three boats of the 2020 Rooster Open Melges 24 Hungarian Championship will be awarded. 16.2 The winner of the first race of the 2020 Rooster Open Melges 24 Hungarian Championship will be awarded the Tóth László Memorial Trophy. 16.3 The top three boats in each class of the Limitless Füred Cup One Design Trophy will be awarded.

17. DISCLAIMER OF LIABILITY 17.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

18. INSURANCE 18.1 Each participating boat shall be insured with valid third-party liability insurance with a mini- mum cover of 50 Million HUF per incident or the equivalent.

19. MEDIA RIGHTS 19.1 Competitors grant to the Balatonfüredi Yacht Club and their sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

20. CHANGES TO THE NOTICE OF RACE 20.1 The organizing authority will post any changes to the notice of race at the event website.

ADDENDUM 1 PRESCRIPTIONS OF THE HUNGARIAN SAILING FEDERATION TO THE RACING RULES OF SAILING 2017-2020

Add to rules 61.2, 62.2, and 66: No fees shall be charged for protests or requests for redress or reopening.

Add to rule 67, Damages: (a) Any issue of liability or claim for damages arising from an incident while a boat is bound by The Racing Rules of Sailing shall be subject to the jurisdiction of the courts and not consid- ered by a protest committee. (b) A boat that takes a penalty or retires does not thereby admit liability for damages or that she has broken a rule.

Add to rule 70.5(a): The approval of the Hungarian Yachting Association is required to deny the right to appeal under rule 70.5(a). The request for approval shall be received by the national authority no later than 8 weeks before the first day of racing. Notice of the approval shall be posted on the official notice board.

Add to rule 88.2, Changes to Prescriptions: Notices of race and sailing instructions shall not change a prescription of the Hungarian Yachting Association.

Add to Appendix R - Procedures for Appeals and Requests: Appeals and requests shall be sent to the Secretariat of the Hungarian Yachting Association either by post or by email.
