Explanation of Major Variances to Budget

2020 2020 Variance Variance Explanation Actual Budget $ $ $ Revenue Funding from local & 1,104,353 1,014,655 89,688 This is above budget mainly due to the MSD central Government Covid-19 wage subsidy of $108k received. Interest and 21,239 14,400 6,839 Due to interest received from investments more Dividends than budgeted for this reporting period.

Other Revenue incls 159,183 400,700 (241,517) Due to Marketing InKind of $76k, which was over Venue Hire budgeted, verses an actual of nil, Venue Hire revenue of $20,579 due to venue not being open for hire, as well as unable to secure grant funding of $140k as well as COVID-19 lockdown for the remaining 4 months of the period.

Expenses Education 39,292 56,000 (16,708) All education programmes contributing to Programme & COVID-19 lockdown where programmes were Education expense cancelled. Public programmes also contributed Art Bus to $5,000 as these were unable to go ahead due to staffing and lockdown. Employee Costs 688,452 815,550 (127,098) Due to staff resignations & positions not replaced at all or in a timely manner as well as wages and holiday pay were less than budgeted.

Administration 59,277 164,174 (104,897) These expenses were below budget due to Expenses Marketing In-kind budget of 76K, was over- budgeted. No marketing In-kind expense was recognised for the year as the service received could not be reliably quantified without any invoices been received, plus minor savings in IT Support, Telephone, Office Stationery. Low costs assets not purchased and bank fees less than anticipated.

Building & 118,778 140,008 (21,230) General maintenance was under budget due to Maintenance savings in Cleaning and General Maintenance due to lockdown.

Event & Exhibition 170,303 204,620 (34,317) Due to exhibition catalogue, artist fees & touring expenses costs higher than budgeted this financial year but this was offset by savings in exhibition general expenses as well as due to COVID-19 exhibitions were extended and events were unable to be held therefore resulting in a surplus within budget.

Covid-19 impact disclosures

Financials As part of the preparation of the 2019-2020 financial reports The Tauranga Art Gallery (TAG) have considered the current and future potential effects on the business caused either directly or indirectly by Covid-19. The effects of the external funding available to TAG since Covid-19 has meant that small, medium & large corporate business are having to review their sponsorship portfolios and income streams and we envisage the funds available in the forthcoming financial years will be reduced. This will be the same for Trusts, lotteries and grant funders who rely on investments and donations from others to have available for not for profit and other agencies. TAGT operating expenditure from non-government funding for 2019/20 was down 11% on the previous year, however we still achieved at least 20% target.

With the restrictions on overseas travel this will potentially have an ongoing effect for the gallery being able to host international artists showing in NZ over the coming year/s.

With the GOVT Work Subsidy we were able to retain all our staff including casuals during the lockdown period which, at the time, was 11.34 FTE. As of 30 June 2020 we decreased to 10.89 FTE due to an employee leaving voluntarily.

During lockdown 64% of staff (FTE equivalent) were able to continue to work from home. Those that were unable to work from home were either customer facing roles and/or tasks that required employees to physically be on-site.

Although COVID-19 has negatively affected our visitor numbers and income we have worked to decrease our expenses when able to offset this.

Non-Financials The gallery closed to the public on 23 March 2020. We had just opened 3 new exhibitions plus an existing exhibition which then ceased to be available for public viewing. All art education and related programmes were cancelled. As part of our risk management plan we ensured that artworks of significant heritage or artistic value were removed from general exhibition spaces and that security and environmental protection methods were robust to protect all artworks during the lock down.

The need to keep the gallery closed until 20 May 2020 has had a significant impact on exhibitions with the current exhibitions needing to be extended past our normal exhibition length and several artist activities including overseas artists postponed or cancelled. This also put a strain on staff to reschedule preplanned exhibitions and explore options for new exhibitions to take the place of upcoming exhibitions that had to be cancelled due to freight restrictions & delays.

Some of our key performance targets have been directly affected as a result of Covid-19 with no international visitors and or limited national & local travelers such as - Visitors numbers were down by 12% on our 60,000 target and down by 12,794 visitors on the previous year - Admission donations were down by 4.2% on budget - Retail sales were down $9,000 on previous year

Venue hire income was 42% below previous years with approximate 25% of this relating to the restrictions on event and venue gathering numbers as a result of Covid-19 alert levels.

Plans to introduce new art exhibitions and educational programmes, both key features of gallery activities, had to be delayed during lockdown.

The past business year, Juy to June has been a year of two very different haf's for the Tauranga Art Gaery. For the months ending December the gaery posted a surpus of , compared to budgeted deficit of -,; an exceptiona fisca turnaround. Then, Covid brought gaery operations to a cose on March , however for the Financia Year ended June the gaery posted a surpus of , compared to budgeted deficit of -,.

The contributors to that positive resut were; • Changes in the strategy for both donations from internationa visitors and retai saes • Opportunities that arose to obtain touring income • Some increases in donations and sponsorships • A change in strategy for events hed at the gaery; with reservations being restricted to corporate events and openings focusing on the art. This reduced costs and contributed to the drop in operationa and empoyee costs • One off reductions in expenses in marketing and insurance

Some unique art experiences in the first haf of the business year in review incuded Tauranga Art Gaery's Matariki ceebrations for Maori New Year. The three exhibitions, and an art education programme, were Mio A e of hoogah by Kapua Joy Bennett , H Lewis Tamihana Gardiner, BLOOD WATER EARTH Louise Potiki Bryant and Santee Smith. In Juy, Tauranga Art Gaery was the first New Zeaand venue to present Temin by Jess Johnson Simon Ward. With their pioneering use of virtua reaity, the internationa artists created a mysterious universe of aien architecture popuated by humanoid cones and cryptic symbos. This interactive show was hugey popuar with the pubic - drawing in over , visitors, attracting nationa media outets coverage in both print and teevision. Foowing this oca artists were represented in three major shows, Kecy Taratoa’s Te Koe Te Wiia The Space without boundaries on the metre high atrium was, Te Rangi Haaa A oen hio WHO AM I EPISODE by Kecy Taratoa and Home from Papamoa artist Mr G (Graeme Hoete).

The Tauranga CBD and the art gaery in particuar, faced a serious decine in shoppers and visitors and donations from internationa and domestic visitors.

The Board’s Risk Panning and Management Panning Programme ensured that art works of significant heritage or artistic vaue were removed from genera exhibition spaces and that security and environmenta protection methods were robust to protect a art works during the ock down. The need to keep the gaery cosed unti May has had a significant impact on gaery operations. Pans to introduce new art exhibitions and educationa programmes, both key features of gaery activities, were denied.

For exampe, in the / Tauranga Art Gaery, in partnership with Seeds Trust, aunched the new bi- annua Ryda Art Prize. This is New Zeaand’s newest art award with a specific focus on a contribution to contemporary painting. The Ryda Art Prize awards an artist , for a work or body of work deemed to be outstanding in the fied of painting over the prior two-year period. As a non-acquisitive award it ceebrates the roe that painting continues to pay within our now varied fied of artistic practice in Aotearoa New Zeaand. Recognising the contribution to current painting practice the winning artist Christina Pataiaii had panned to present a new soo exhibition at the Gaery in eary . However, Covid put stop to those pans and which woud have been a key attractor in the atter part of the year under review. Severa other artist activities incuding some potentia engagement of overseas artists have had to be put on hod or canceed. Existing exhibitions curated prior to ock down have had to be extended in duration.

One of the more positive activities from the gaery cosure was the deveopment of onine art tutorias deveoped by education staff and made avaiabe via the gaery website. We had a goa to produce exhibitions over the month period and notwithstanding the Covid impacts, that gaery actuay produced exhibitions. We had a goa to undertake at east one exhibition which can tour to other gaeries around the country. This year TAG partnered with Whakatane Museum, Whangarei Art Museum, Te Awamutu Museum, Frankin Arts Centre, Dowse Art Museum and Heide Museum, Mebourne with exhibitions The Sho Paining fom he Feche T Coecion Wha Manaa Ceebaing he Weaing of Maekino Lae and Temin Je Johnon Simon Wad respectivey with those gaeries.
