R.E Harborough Local Plan 2011-2031 Proposed Submission

Thank you for consulting Borough Council on the Draft Local Plan.

The Borough Council have concerns in relation to the level of employment growth being proposed at . Paragraph 6.3.9 references the Magna Park Employment Growth Sensitivity Study and notes that the ‘highest growth scenario, accompanied by a 25% self-containment target, could be accommodated within the flexibility in housing numbers already being allowed for in the Local Plan’. It is the findings of this Study which causes most concern for Hinckley and Bosworth Borough Council, in particular paragraphs 2.30-2.31 and Figure 2 and Table 8. Figure 2 and Table 8 shows the change in Employment Growth (2015-2031) in relation to the HEDNA Planned Growth Scenario all but Harborough District Council see a negative change in employment growth. Hinckley and Bosworth would see a loss of 1,100 jobs where comparably Harborough would see a gain of 9,700 jobs. When looking at Table 11: Where the workforce will travel from, in the Sensitivity Study it shows that the out migration of jobs using the 25% self containment target would be 1038 from Hinckley and Bosworth and 1467 from City. Proportionally when looking at the population of these authority areas this would result in a significant number of people out commuting from Hinckley and Bosworth.

As a result Hinckley and Bosworth Borough Council are not supportive of the approach taken in the Harborough Local Plan in regards to Policy BE2 Strategic Distribution because it would:

• Increase the levels of out commuting from the Borough • Potentially limit future employment growth within other Leicester and Leicestershire HMA Districts, particularly Hinckley and Bosworth • Increase the saturation of Strategic Distribution in one area • Increase pressure on the A5 and the junction at the M69

If the Borough Council’s objections are not sustained and the proposals around Lutterworth along the A5 corridor are retained they should contribute to the A5 Expressway and provide key improvements to the A5.
