Section 2, Fourth, of the Railway Labor Act provides: "The majority of any craft or class of employees shall have the right to determine who shall be the representative of the craft or class for the purpose of this Act." The interpretation of the word "majority" as used in this section, presents the question of whether the choice is dependent upon a majority of all of those qualified to vote, or whether in cases where a majority of those qualified to vote participate in the election, a majority of the votes cast is sufficient. -

Group 22 - Information Centre Asylum and Migration Briefing Notes 17 July 2017 Afghanistan Armed confrontations The fighting, purges, and raids by the security forces continue as well as the ambushes and attacks of the insurgents and sometimes also civilians are killed or injured. According to media reports the following provinces were affected in the last two weeks: Lagham, Kunar, Nangarhar (east), Kunduz, Baghlan (northeast), Kandahar, Helmand, Zabul, Uruzgan (south), Ghazni (southeast), Faryab (north), and Parwan (centre). The renewed outbreak of fighting in Kunduz (northeast) drove more than 350 families from their homes. Reportedly Afghan government forces reconquered Nawa district in Helmand (south). Already on 04 July 2017 the leader of the Afghan branch of IS, Abu Sayed, is said to have died in an air strike on the regional IS headquarters in Kunar (east). Assaults and attacks On 11 July 2017 a high ranking criminal police officer was assassinated by the Taliban in Logar (centre). In Kandahar (south) two children died in the explosion of a roadside bomb. On 12 July 2017 the Taliban stopped a bus in Farah province (west) and shot at least seven of the 16 passengers. On 13 July 2017 tribal elders from Faryab province (north) complained that members of the Afghan Local Police (ALP) had shot eleven civilians and burnt down their houses in Dawlatabad district. On 14 July 2017 seven civilians, including women and children, were injured in an attack in Jalalabad (Nangarhar province, east). Furthermore two civilians were shot, one of them was a reputed poet. It is reported that several children died in an air strike on their school in Kunduz (northeast) on 15 July 2017. -

This misfortune leaves thousands of Somali people in need of critical assistance and support every year. The population is highly mobile, primarily due to nomadic life styles; Food shortages and clan warfare increase the mobility through displacement. Somalia ranks amongst the poorest countries in the world and huge displaced people district to district region to region country to country caused to set up this organization named Somali People Displacement and Development Organization and it is a local NGO, nonprofit and nongovernmental organization operating in middle Shabelle, Banadir, Galgadud, Hiran, Bay and lower Shabelle regions of south and central Somalia, this organization formed for the resettlements, rehabilitation and development of the society and its name is abbreviated as (SOPDDO) and was established on 02/03/2008. SOPDDO was founded by a professional group of people from the different parts of the Somali society living in side and outside of the country. The main reason of its foundation was under difficult circumstance of development of the social services based on the unity and incorporation (amalgamation) of the Somali society and encourages the existence of never-ending peace through capacity building and constant orientation towards the human rights and protection. -

COMMUNIQUE OF THE HIGH LEVEL MEETING FOR MEMBERS OF PARLIAMENT OF THE ARIPO MEMBER & OBSERVER STATES HELD IN KAMPALA, UGANDA FROM 25TH TO 27TH MARCH 2015 The Members of Parliament of the ARIPO Member and Observer States meeting under the auspices of the High Level Meeting for Members Of Parliament of the ARIPO Member States jointly organized by the World Intellectual Property Organization and the Japan Patent Office in collaboration with the African Regional Intellectual Property Organization (ARIPO) and the Government of the Republic of Uganda, in Kampala, Uganda from March 25th to 27th 2015 deliberated on different topics related to the development of the Intellectual Property (IP) System in their respective countries and at ARIPO. Ten Member States of ARIPO, namely: Ghana, Kenya, Malawi, Mozambique, Sao Tome and Principe, Swaziland, The Gambia, Uganda, Zambia, Zimbabwe participated. Three ARIPO observer states also attended, namely: Burundi, Ethiopia and Mauritius. After due deliberations the Members of the Parliament of the ARIPO Member and Observer States agreed as follows: 1. ARIPO should continue to encourage all Member States to ratify and domesticate the relevant Treaties and Protocols, especially the Banjul Protocol on Marks, the Swakopmund Protocol on the Protection of Traditional Knowledge and Expression of Folklore. 2. All ARIPO Member States are urged to ratify or accede to the WIPO Marrakesh Treaty to Facilitate Access to Published Works by Persons who are Blind or Otherwise Print Disabled of June 2013and to the Beijing Treaty on Audio-visual Performances of June 2012 and ensure their domestication and implementation. 3. ARIPO should persuade the observer states and other African states to join the organization in order to boost and consolidate the regional IP system. -

Box 2329, Dar es Salaam, Tanzania Email: [email protected] Abstract The study sought to examine the impact of Kuria clans’ categorization on perceived similarities and differences among clan and its contribution on inter-clan prejudice. The used in this study were collected from sixty six respondents who were purposively selected from government officials and members of the Kira, Nchari and Renchoka using interview and focus group discussion. The findings indicated that categorization has laid the feeling of indifferences and prejudice among the Kuria clans. The findings also indicated that the deep rooted perceptions of differences have caused each clan to perceive itself as an independent tribe and not clan of the same Kuria ethnic group. Additionally, categorization has lead clan groups to share the available resources based on the existing groups. This evokes prejudices and inter-clan competition over resources which consequently lead to inter- clan conflict. It was concluded that strategies such as seminars, use of media and integrated education can be used to reduce the perceived inter clan differences, cultivate inclusive identity and increase inter clan social cohesion.
