Boise, ID 83725 Inclement Weather/School Closure The decision to close schools is a process which is not taken lightly by the district. As winter storms approach, district staff monitor weather forecasts in preparation to check road conditions during the night and into the early morning before the start of school. If school is cancelled because of poor road conditions, information about the closure will be posted on the district website and local media will also be notified. The decision to close school needs to be made between 5 a.m. and 6 a.m. on the morning school will be closed in order to have adequate time to alert parents, students, staff and the community of the school closure. Television: Channel 2, KBCI; Channel 6, KIVI; Channel 7, KTVB AM Radio Stations: KBOI, 670; KIDO, 630; KGEM, 1140 FM Radio Stations: KJOT, 105; K-106, 106; K-LITE, 104; KHEZ, 103.3; KIZN, 93.1; KBSU, 90.3 A summarization of School Board Policy 601.20, found on the district website, states Idaho Code 33-512 allows the district board of trustees to reduce annual instructional hours required up to a total of 11 hours for emergency school closures due to adverse weather conditions and facility failures. Eleven hours are the equivalent of two school days. Where emergency conditions extend beyond the time limitations covered in Idaho Code 33-512, the following procedures will be followed: A third day of emergency closure occurring prior to Martin Luther King, Jr. Day will be made up by holding school on the Martin Luther King, Jr. Day holiday. A third day of closure after Martin Luther King, Jr. Day will be made up by holding classes on the Presidents’ Day holiday in February. Four days of emergency closure occurring a week prior to Martin Luther King, Jr. Day will be made up by holding class on both holidays. Where conditions exhaust the number of hours which can be made up by utilizing the Martin Luther King, Jr. Day and Presidents’ Day holidays, the Board of Trustees may convert early release days to full days of school, convert half-day testing days to full days of school, add days to the school year, or extend each school by an amount needed to allow each grade level to meeting Idaho code 33-512 requirements for instructional hours. PowerSchool PowerSchool is the district’s online student information system. PowerSchool provides a way for parents and students to track attendance, grades and class schedules. The district will relay messages regarding school events, reminders, school closures and more using the contact information provided by families in their PowerSchool accounts. Users can decide how they wish to be communicated with whether by voicemail, text message or email in the system preferences, as well as regularly updating contact information for school use. (1.5) (1.1) (0.8) LETTER TO SHAREHOLDERS To our shareholders: From the vantage point of spring 2017, I can see behind us a year when our television division delivered record revenue, driven by more than $100 million of political advertising revenue and a 50 percent increase in fees we receive from cable and satellite operators who include our TV stations in their packages. From this same vantage point, I can see ahead to a year when local broadcasters’ optimism already has been lifted by the promised tailwinds of the advancement of next-gen television transmission standard ATSC 3.0 as well as further increases in the value of our content as represented by rising rates for the retransmission of our stations. At Scripps, 2017 also brings the promise of new leadership. After nearly 18 years as a member of the senior leadership team here at Scripps — including nine as CEO — I will retire from the role of president and CEO later this year, retaining the job of chairman of the board.

These forward-looking statements generally include all statements other than statements of historical fact, including statements regarding our future financial position, business strategy, budgets, projected revenues and expenses, expected regulatory actions and plans and objectives of management for future operations. These statements are subject to risks, uncertainties and other factors that could cause actual results to differ materially from those expressed or implied by those forward-looking statements. Some of such risks, uncertainties and other factors are contained in our periodic filings under the Securities Exchange Act of 1934. Please see the Appendix in this presentation as well as our publicly filed financial documents for reconciliation to EBITDA and/or free cash flow. 2 Statement About EBITDA We believe that EBITDA is relevant and useful because it helps improve our investors’ ability to understand our operating performance and makes it easier to compare our results with other companies that have different financing and capital structures or tax rates. We use EBITDA, among other things, to evaluate our operating performance, to value prospective acquisitions and as a component of incentive compensation targets for certain management personnel. Our lenders use EBITDA as one of the measures of our ability to service our debt. EBITDA is not a measure of performance calculated in accordance with accounting principles generally accepted in the United States.

This year’s presidential election marks the high point of our four-year election cycle, and the open race is projected to bring record election spending across the broadcast television industry. We moved into this year after working through the transitions of 2015, brought about mostly by the completion of our merger with the former Journal Communications television and radio stations and the spinoff of our 13 newspapers, which were then merged with the Journal newspaper group to form an independent public company, Journal Media Group.

The antenna for shared operation of KJOT 105.1 MHz and KHIT 107.1 has been replaced. The radiofrequency power density was measured. These measurements were made between the hours of 2:00 PM and 3:00 PM on 12 September 2019. Measurements were made by Stephen S. Lockwood, P.E. using the same equipment and procedures outlined in the May 2013 report. The NARDA B8742D probe was calibrated September 2018. All FM and TV transmitters at the site were reportedly operating at 100% of licensed power as the measurements were made. The attached map summarizes the measurements. The RF exposure conditions and conclusion remain the same as outlined in the May 2013 report (attached to this report). This site has areas that the RF exposure exceeds the Maximum Permissible Exposure for the General Public.

Federal Communications Commission Washington, D.C. 20554 December 12, 2014 DA 14-1824 Released: December 12, 2014 The E.W. Scripps Company c/o Kenneth C. Howard, Jr., Esq. Baker & Hostetler LLP 1050 Connecticut Avenue, NW Suite 1100 Washington, DC 20036 Journal Communications, Inc. c/o Meredith S. Senter, Jr., Esq. Lerman Senter PLLC 2000 K Street, NW Suite 600 Washington, DC 20006 Re: Merger of Journal Communications, Inc. and The E.W. Scripps Company File No. BTCCDT-20140815AAG File No. BTCH-20140815AAI et seq. Dear Counsel: This letter is in reference to the unopposed, above-captioned applications seeking Commission consent to the merger (Merger) of Journal Communications, Inc. (Journal), the parent of the licensees of 35 radio stations and 12 full-power television stations, and The E.W. Scripps Company (Scripps), the parent of the licensee of 16 full-power television stations. Upon consummation of the Merger, Journal will become a subsidiary of Scripps, resulting in the transfer of control of Journal’s broadcast stations.1 The applicants acknowledge that, in order to comply with the Commission’s multiple ownership rules, they must divest stations in two markets where Journal owns non-compliant combinations and receive a “failing station” waiver of the local television ownership rule2 in the Green Bay-Appleton Designated Market Area (DMA). For the reasons stated below, and conditioned upon completion of the required divestitures, we grant the waiver and the applications. 1 A complete list of the stations is contained in Attachment A. Some of the stations have applications pending for renewal of their licenses.
