The Executive Committee of the Metropolitan North Georgia Water Planning District Governing Board met on Wednesday, December 5, 2018 at 9:00 a.m. in the I. Emerson Bryan Conference Room at the Atlanta Regional Commission in Atlanta, Georgia.

Chairman Charlotte Nash called the meeting to order.

Approve Meeting Minutes Chairman Nash called for a motion to approve the May 23, 2018 and the November 19, 2018 meeting minutes. A motion to approve the meeting minutes was made by Mr. Tony Carnell, seconded by Mr. Birdel Jackson and passed unanimously.

2018 Year End Budget Revision and 2019 Budget Revision Mr. Birdel Jackson gave a brief overview of the 2018 budget revision. The Finance Committee met and approved the 2018 and 2019 budget update on November 15, 2018. The 2018 budget revision reflects changes in the Direct State Funding and Salaries to reflect the anticipated billing and work production in the 2018 for the Source Water Assessment Plan which began later than expected. The District salaries were also reduced to reflect savings in full-time staff hours. Contract expenses have been increased to reflect a shift of a portion of the Septic System Impact to Surface Water Quality Study work performed in 2018 rather than in 2019.

The 2019 budget revision reflects changes in the Beginning Fund Balance, Direct State Funding, and Contracts related to the above referenced shifts in 2018 funding and expenditures. Overhead was reduced to reflect updated estimates from the Atlanta Regional Commission.

Mr. Jackson made a motion to approve the 2018 Year End Budget Revision and 2019 Budget Revision. A motion by the Executive Committee does not require a second. The 2018 Year End Budget Revision and 2019 Budget Revision passed unanimously.

The following questions were asked: Question: Do we expect an increase in District dues next year? Answer: That will depend on funding from the legislature for the State Fiscal Year 2020.

A board member requested that District staff provide notice to board members regarding dues status immediately following the Finance Committee Call in April 2019.

BAC New Member Approval Chairman Nash began discussion on the Basin Advisory Council (BAC) Membership Drive. Mr. Danny Johnson noted that five new individuals applied for membership to the BAC. Four of the applicants are new to the process. Vice Chair Katie Kirkpatrick made a motion to approve five new BAC members. The motion was seconded by Ms. Kishia Powell and passed unanimously. City of Auburn Plan Amendment Status Mr. Johnson provided an overview of the status of the City of Auburn Plan Amendment Request. The Executive Committee held a conference call on November 19, 2018 to consider how the amendment request should be released for public comment. The Executive Committee voted to categorize the amendment as a major amendment subject to a 30-day public comment period. The amendment is currently posted for public comment until December 28, 2018. Other Ms. Katherine Zitsch recognized District staff members Lora Amedu and Chris Faulkner for their service to the District. Both will be leaving the District in early 2019 to pursue other opportunities. The Executive Committee discussed the use of Advanced Meter Infrastructure (AMI) data and how its use fits into the existing Georgia Open Records Act. District staff will research how other industries manage their utility metering data in relation to open records requests and how other states have addressed the issue. The Executive Committee commented that it would like to explore other offsite opportunities for a future retreat. District staff will provide a survey to Governing Board members in 2019 with approximately three offsite locations.

The Metropolitan North Georgia Water Planning District received a request from the City of Auburn to modify the Water Resource Management Plan. The Executive Committee met on November 15, 2018 and categorized the proposed changes as a major amendment pursuant to the District’s “Plan Amendment Guidelines” and initiated a 30-day public review and comment period.

The District solicited public review and comment on the proposed amendment from November 28, 2018 to December 28, 2018. The public review and comment period was advertised in the Fulton County Daily Report on November 28, 2018 (copy of the announcement and publisher’s affidavit attached), on the District’s website throughout the period, and by notice to the District’s Technical Coordinating Committee and Basin Advisory Councils sent via email (attached).

Amendment Request: Appendix B, Gwinnett County - Water

Local Jurisdiction: City of Auburn

Description: The City of Auburn requests that Table 5-2 Surface Water Supply Sources Through 2050 and Appendix B, Gwinnett County – Water, be revised to include the City of Auburn’s proposed Raw Water Storage Pond and Water Treatment Plant in the Basin. Additional background is provided in the attached letter along with the proposed red line revisions of Table 5-2 and Appendix B.

Comment Summary: The District received two comments and follow up letters addressing various concerns. The letters are attached.

Staff Recommendation: Recommend that the plan be amended as requested.

The supplemental source may be utilized to pump and store water in the primary source or as a substitute for the primary source when it is not available, based on the conditions specified in their individual permit. b The Bear Creek Reservoir withdrawal serves as a supplemental supply to the primary Reservoir Source (Permit No. 048‐ 1216‐3). The withdrawals stated for the Dog River and Bear Creek Reservoirs cannot be added; the total permitted withdrawal from both sources is 23 MGD. The Dog River Reservoir releases are augmented with reuse water from the Douglasville‐Douglas County Water and Sewer Authority’s South Central WWTP, which is piped to a point below the foot of the dam. c The City of East Point has one surface water withdrawal permit for withdrawal from Sweetwater Creek. The City may supplement the withdrawals from Sweetwater Creek with water from the George Sparks Reservoir. Amounts are not to exceed quantities shown on the permit. d The J.T. Haynes Reservoir is a pump‐storage facility that receives water from three different sources, Sandy/Browns Creek, White Oak Creek, and Line Creek. e The City of Cartersville has two intakes covered by one permit. The combined total withdrawal for the and the Allatoona Lake intakes shall not exceed the permitted monthly average day withdrawal of 23 MGD. Of that permitted amount, up to 18 MGD may be withdrawn from Allatoona Lake on a monthly average day basis. f Construction of the Hickory Log Creek Reservoir was completed in 2007. Cobb County‐Marietta Water Authority is entitled to 75% (33 MGD) of the water from the project and the City of Canton to the remaining 25 percent (11 MGD). The withdrawal intakes for Cobb County‐Marietta Water Authority and City of Canton are not located in the reservoir, but in the Etowah River and Allatoona Lake, respectively. g In October 2015, the U.S. Army Corps of Engineers granted a 404 Permit allowing the construction of the Richland Creek Reservoir Water Supply Program (http://rcrwater.com/project‐information/background/). h Clayton County Water Authority can withdraw any combination of flow from J.W. Smith Reservoir and Edgar Blalock Jr. Reservoir not to exceed a combined total withdrawal of 10 MGD. J.W. Smith Reservoir on Shoal Creek is a pump‐storage facility that receives water from the Flint River. i These two sources share a combined permit limit. j Lake Horton is a pump‐storage facility only that receives water from the Flint River and Whitewater Creek. k The permitted monthly average day withdrawal is 42 MGD for the entire reservoir. This reservoir is located outside of the District and is owned by the City of Griffin. The reservoir serves Pike and Spalding Counties, as well Coweta County. Coweta County currently has a purchase contract for 3.00 MGD of finished water from the City of Griffin through June 30, 2022. The amount increases to 5.00 MGD on July 1, 2022 through the duration of the contract ending in 2049. l Henry County Water Authority may withdraw the combined permitted monthly average day withdrawal of 24 MGD from these three intakes without exceeding each individual limit. m Cedar Creek Reservoir is a pump‐storage facility that receives water from the North Oconee River. This reservoir was built in 2000 and may be used as a future potential water supply source. n Monthly average day is 1.2 times AAD. o The Auburn Raw Water Storage Pond and pumping system will be capable of providing 1.59 MGD annual average day flow to meet the City’s long term water supply needs. Two intakes on Rock Creek (tributary to ) will have the transfer capacity of 15.6 MGD peak day to the Raw Water Storage Pond. 5.2.3 2050 Planned Reservoirs As of the date of this Plan, the Richland Creek Reservoir is the only reservoir that is permitted and under construction in the Metro Water District. The Richland Creek Reservoir is a pumped‐storage reservoir which receives supply from the Etowah River. Paulding County is developing the Richland Creek Reservoir, located in Paulding County and in the Basin. This includes the raw water intake infrastructure, a new water treatment facility and related water transmission and distribution infrastructure to provide potable water supply in the county. The Glades Reservoir in Hall County is not currently planned as a water supply reservoir. Therefore, it is not included as a component of this Plan for water supply purposes. The Bear Creek Reservoir, in South Fulton County, is currently under local consideration, but it is not permitted (as of June 2017). If it is permitted and constructed, it would be the main water supply source for the Palmetto, Union City and Fairburn communities in South Fulton County. Union City and Fairburn are currently supplied with water from the City of Atlanta and Palmetto has its own limited supply. Both the reservoir and the City of Atlanta water supply source are within the basin. If the reservoir and supporting WTP are constructed, this new reservoir will decrease the need for water supplied from the Chattahoochee River by
