No. T-17012/3/2021-Acad.Desk Dated: 21 June, 2021 Dear Madam/Sir, The 15th round of Phase-TV training of the mandatory Mid-Career Training Programme (MCTP) for lAS officers is scheduled from 02 — 27th August, 2021 at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. 2. The current round of Phase TV training is being offered to the officers indicated below: Officers of 2005 & 2006 batch (ist chance) Officers of 2004 batch (2 chance) Officers of 2003 batch (3rd chance) Officers of 1994 to 2002 batch (on case to case basis) 3. Further, an officer who has less than three years of services after the year in which he/ she has been slotted to undergo the Phase-TV of the MCTP would not be sent for the training and, therefore, the officers who are retiring before 31.12.2024 shall not be nominated for the current Phase TV training programme. 4. A list of the officers falling in the eligibility zone (i.e. after deleting the names of the officers who are superannuating before 3l December, 2024), as per our database, is attached. Any discrepancy in this list may kindly be brought to the notice of Training Division, Department of Personnel and Training, Govt. of India, for corrective action. 5. All phases of the MCTP are mandatory and also entail advance planning in terms of tying up with foreign/domestic partner institutions and faculty resources, apart from handling the logistics connected to foreign visits etc. As per the lAS (Pay) Rules, 2016, undergoing the Phase TV, MCTP is pre-requisite for drawing increments after completion of 16 years of service. A copy of the letter dated 01.02.2012 from Secretary (Personnel) to all Cadre Controlling Authorities, regarding complying with the provisions of the lAS (Pay) Rules, is enclosed for kind reference. Hence, timely release of the officers, who have enrolled 'on-line' for the Phase TV Programme, is extremely important and may kindly be ensured. Cont. page 2/- = http://persmin.gov.in 6.     Jayant Vishnu Narlikar Jayant Narlikar was born on July 19, 1938 in Kolhapur, Maharashtra and received his early education in the campus of Banaras Hindu University (BHU), where his father Vishnu Vasudeva Narlikar was Professor and Head of the Mathematics Department. His mother Sumati Narlikar was a Sanskrit scholar. After a brilliant career in school and college, Narlikar got his B.Sc. degree at BHU in 1957. He went to Cambridge for higher studies, becoming a Wrangler and Tyson Medallist in the Mathematical Tripos. He got his Cambridge degrees in mathematics: B.A.(1960), Ph.D. (1963), M.A. (1964) and Sc.D. (1976), but specialized in astronomy and astrophysics. He distinguished himself at Cambridge with the Smith’s Prize in 1962 and the Adams Prize in 1967. He later stayed on at Cambridge till 1972, as Fellow of King’s College (1963-72) and Founder Staff Member of the Institute of Theoretical Astronomy (1966-72). During this period he laid the foundations of his research work in cosmology and astrophysics in collaboration with his mentor Fred Hoyle. Narlikar returned to India to join the Tata Institute of Fundamental Research (1972-1989) where under his charge the Theoretical Astrophysics Group expanded and acquired international standing. In 1988 the University Grants Commission invited him to set up the proposed Inter-University Centre for Astronomy and Astrophysics (IUCAA) as its Founder Director. He held the Directorship of IUCAA until his retirement in 2003. Under his direction IUCAA has acquired a world-wide reputation as a centre for excellence in teaching and research in astronomy and astrophysics.
