Mahatma Gandhi Finance Minister Arun Jaitley presented his third Budget at a time when domestic economy is confronted with a rather adverse global environment, an agricultural sector reeling from two successive years of drought, and a manufacturing sector that has been limping along. There was a universal feeling that the economy was in a vulnerable state and that even a relatively minor shock could cause a big downward slide. The believers in impending doom for the economy felt that an expansionary Budget designed to stimulate aggregate demand was the only way out. Ranged against this school were the fiscal conservatives who believed with equally strong conviction that the Budget must keep the fiscal deficit under control. Finance Minister would have to choose one or the other option. However, Mr. Jaitley seems to have achieved the impossible. He has definitely embraced fiscal prudence. Significant increase has been made in the allocation to agriculture and rural development, as well as infrastructure. As far as budgetary allocations are concerned, the emphasis has definitely been on agriculture and the rural sector in general, with a huge increase in the allocation to the sector. A key policy instrument will be a large increase in investment in irrigation, with the emphasis on completing several projects very soon. Echoing the Prime Minister’s recent promise, Mr. Jaitley too has announced the target of doubling farm incomes within five years. This can be nothing more than a pipe dream, but viewed in its entirety, an admittedly simplistic characterisation of the Budget is that it is pro-poor rather than pro-rich. It is debatable whether the quantitative targets claimed during the Budget speech will be achieved. The cynical will claim that this shift in emphasis from pro-business reforms to the somewhat old-fashioned strategy of stimulating agriculture has been brought due to electoral defeats in the Bihar and Delhi Assembly elections. It’s an interesting pairing of a novelist adapting a short story — was this a script that came to you fully formed? The script came to me from one of our producers, Whitaker Lader, who had seen my previous film. She and Casey had been developing the script with the screenwriters, Ron Hansen and Jim Shepard, for some time. I was immediately struck by it.

Mumbai. The bill banning cow slaughter in Maharashtra, pending for several years, finally received the President's assent, which means red meat lovers in the state will have to do without beef. This measure has taken almost twenty years to materialize and was initiated during the previous Sena-BJP Government. The bill was first submitted to the President for approval on January 30, 1996.. However, subsequent Governments at the Centre, including the BJP led NDA stalled it and did not seek the President’s consent. A delegation of seven state BJP MPs led by Kirit Somaiya, (MP from Mumbai North) had met the President in New Delhi recently and submitted a memorandum seeking assent to the bill. The memorandum said that the Maharashtra Animal Preservation (Amendment) Bill, 1995, passed during the previous Shiv Sena-BJP regime, was pending for approval for 19 years. The law will ban beef from the slaughter of bulls and bullocks, which was previously allowed based on a fit- for-slaughter certificate. The new Act will, however, allow the slaughter of water buffaloes. The punishment for the sale of beef or possession of it could be prison for five years with an additional fine of Rs 10,000. It is notable that, Reuters new service had earlier reported that Hindu nationalists in India had stepped up attacks on the country's beef industry, seizing trucks with cattle bound for abattoirs and blockading meat processing plants in a bid to halt the trade in the world's second-biggest exporter of beef.

La duda hace que el encuentro con otras personas que dicen haber sido abducidas siempre tenga relevancia para Mulder, Scully o ambos, como se puede ver con claridad en el caso de Cassandra Spender. Hasta que él mismo es abducido se da la paradójica situación de que quien cree en la posibilidad de la abducción es él mientras que Scully, abducida en la Temporada 2, siempre duda de quién la secuestró, convenciéndose de que los extraterrestres son responsables sólo cuando su compañero desaparece (y no necesariamente en referencia a su propio rapto). En cualquier caso poco importa en el fondo si el abducido ha sido víctima de sus congéneres humanos o de alienígenas porque en todos los casos él o ella cree –con la singular excepción de Scully– que sus raptores no son de este mundo. Como Leslie Jones nos recuerda, las historias de abducción de la vida real que han inspirado este aspecto de Expediente X “expresan una nueva creencia, tal vez un nuevo temor: a través de la experimentación sin emociones realizada por los alienígenas usando cuerpos humanos adquiridos por la fuerza, se demuestra que el hombre pertenece a la naturaleza, mientras que los extraterrestres habitan una especie de supercultura.” (Jones 94).
