John Heinz III Center for Science, Economics and the Environment Established in December 1995 in honor of Senator John Heinz, The Heinz Cen- ter is a nonprofit institution dedicated to improving the scientific and economic foundation for environmental policy through multisectoral collaboration. Focus- ing on issues that are likely to confront policymakers within two to five years, the Center creates and fosters collaboration among industry, environmental organiza- tions, academia, and government in each of its program areas and projects. The membership of the Center’s Board of Trustees, its steering committees, and all its committees and working groups reflects its guiding philosophy: that all relevant parties must be involved if the complex issues surrounding environmental policy- making are to be resolved. The Center’s mission is to identify emerging environ- mental issues, conduct related scientific research and economic analyses, and create and disseminate nonpartisan policy options for solving environmental problems. Rather, they are the predictable results of interactions among the physical envi- ronment, the social and demographic characteristics of the communities experiencing them, and the built environment. It has become increasingly clear that problems associated with natural hazards cannot be solved in isolation—they are symptoms of broader, more basic social and political issues. Vulnerability analysis has shifted from an emphasis on nature as the cause of disasters toward more contextual approaches to understand- ing the role that humans play in creating vulnerability (Anderson 2000). As documented in a recent national assessment, Disasters by Design, short- sighted and narrow conceptions of the human relationship to the natural environment account for the nation’s failure to reduce the extent to which natural hazards result in disasters (Mileti 1999). Human vulnerability, or those circumstances that place people at risk while reducing their means of response, and its links to the physical and natural environment are integral concerns in the development of disaster policies. To be effective, mitigation must address the social and economic factors at the heart of risk and vulnerability. Communities, households, and individuals need to know the range of alternatives avail- able to them and understand fully the implications of their decisions. Fur- ther, there must be a collective will to seek more sustainable ways of development and resource utilization. In 1999, another Heinz Center panel completed an analysis of methods

This language is generally similar to the information coastal analysts have requested in the past to be included in technical studies that analyze potential impacts from coastal hazards, but includes additional detail on how to incorporate sea level rise into those analyses. Please note that the information and example language below pertains only to the coastal hazards-related portion of a CDP application. It is not meant to address other common issues such as the need for a more detailed project description or project plans, or additional information on impacts to public access and recreation, ESHA, visual resources, and so on, except insomuch as there is overlap with those issues and coastal hazards. Additionally, note that in most cases, the example language below will need to be modified, expanded, or deleted to address site or project-specific concerns.

    IMPACTS OF CLIMATE CHANGE ON COASTAL EROSION AND FLOOD PROBABILITY IN THE US PACIFIC NORTHWEST Peter Ruggiero1 1. Oregon State University, Department of Geosciences, 104 Wilkinson Hall, Corvallis, OR, 97331, USA. [email protected] Abstract: A simple total water level (TWL) model is employed to investigate the relative importance of various climate controls on the potential for an increased probability of coastal erosion and flooding on sandy beaches of the US Pacific Northwest. Model results suggest that if decadal-scale increases in storm intensity (wave height) continue into the future, this process will have a greater impact on increasing the probability of coastal hazards, via the relationship between wave height and wave runup, than even relatively high estimates of relative sea level rise (RSLR) rates over the next century. RSLR appears to be more important to potential hazards than an increase in the frequency of major El Niño events (from approximately one to two events per decade). The combined effect of each of these climate controls operating simultaneously is predicted to increase erosion/flood frequency by as much as an order of magnitude for some beach slopes and dune crest elevations. These results confirm the need to incorporate climate-controlled processes in methodologies designed to assess the risks of enhanced coastal hazards to humans and infrastructure. INTRODUCTION Recent natural disasters such as Hurricane Katrina and the Indian Ocean Tsunami have focused public awareness on the catastrophic consequences of the range and magnitude of coastal hazards. The magnitude of these events, and the scale of human suffering associated with them, suggests an urgent need to re-evaluate current coastal hazard risk assessment procedures to ensure the safety of both coastal populations and infrastructure.

Seine Jugend verbrachte er in zwölf verschiedenen Städten auf zwei Kontinenten; Internate in Neuengland und der Schweiz waren schon früh sein Zuhause.
