Implications for U.S. Policy” The Middle East Program Woodrow Wilson International Center for Scholars 1300 Pennsylvania Ave., NW Tuesday July 19th, 9:30 a.m.-11:00 a.m. On Tuesday, the Middle East Program hosted an event at the Woodrow Wilson Center entitled “Arab Spring or Arab Winter (or Both)? Implications for U.S. Policy” featuring expert panelists: Marwan Muasher, Vice President for studies at the Carnegie Endowment for International Peace; Ellen Laipson, President and CEO of the Stimson Center; Rami G.Khouri, Director of the Issam Fares Institute for Public Policy and International Affairs at the American University of Beirut; and Aaron David Miller, Public Policy Scholar at the Woodrow Wilson Center. Ellen Laipson asserted that the movement in the Middle East has surpassed a „season‟ and will prove to be an enduring and prevailing issue in global politics. She stated that overall, the movement was a “net positive for the region” although there is still unsettling uncertainty in the area. She also discussed a global transition that is taking place, where middle powers are rising and the U.S.‟ regional influences are diminishing. Also, she proposed the question of how the U.S. can initiate conversations with countries in the Middle East which haven‟t faced a revolutionary transition yet. Lastly, Laipson discussed how the U.S., as a part of the international community whole, can continue to promote democracy and institution-building in transitional governments. She noted that the security agenda mustn‟t be dismissed, and that security sector reform needs to be a part of the overall effort of the reform process. -

Legacies of Colonialism and Islam for Hausa Women: An Historical Analysis, 1804-1960 by Kari Bergstrom Michigan State University Winner of the Rita S. Gallin Award for the Best Graduate Student Paper in Women and International Development Working Paper #276 October 2002 Abstract This paper looks at the effects of Islamization and colonialism on women in Hausaland. Beginning with the jihad and subsequent Islamic government of ‘dan Fodio, I examine the changes impacting Hausa women in and outside of the Caliphate he established. Women inside of the Caliphate were increasingly pushed out of public life and relegated to the domestic space. Islamic law was widely established, and large-scale slave production became key to the economy of the Caliphate. In contrast, Hausa women outside of the Caliphate were better able to maintain historical positions of authority in political and religious realms. As the French and British colonized Hausaland, the partition they made corresponded roughly with those Hausas inside and outside of the Caliphate. The British colonized the Caliphate through a system of indirect rule, which reinforced many of the Caliphate’s ways of governance. The British did, however, abolish slavery and impose a new legal system, both of which had significant effects on Hausa women in Nigeria. The French colonized the northern Hausa kingdoms, which had resisted the Caliphate’s rule. Through patriarchal French colonial policies, Hausa women in Niger found they could no longer exercise the political and religious authority that they historically had held. The literature on Hausa women in Niger is considerably less well developed than it is for Hausa women in Nigeria. -

After the Revolution: The EU and the Arab Transition Timo Behr Policy 54 Paper Policy After the Revolution: 54 The EU and the Arab Transition paper Timo Behr Timo BEHR Timo Behr is a Research Fellow at the Finnish Institute of International Affairs (FIIA) in Helsinki, where he heads FIIA’s research project on “The Middle East in Transition.” He is also an Associate Fellow with Notre Europe’s “Europe and World Governance” programme. Timo holds a PhD and MA in International Relations from the School of Advances International Studies of the Johns Hopkins University in Washington DC and has previously held positions with Notre Europe, the World Bank Group and the Global Public Policy Institute (GPPi) in Berlin. His recent publications include an edited volume on “The EU’s Options in a Changing Middle East” (FIIA, 2011), as well as a number of academic articles, policy briefs and commentaries on Euro-Mediterranean relations. The first chapter deals with the po litical, social and religious background of ‘ Abd al-M alik, and relates this to his later policy on becoming caliph. Chapter II is devoted to the ‘ Alid opposition of the period, i.e . the revolt of al-Mukhtar ibn Abi ‘ Ubaid al-Thaqafi, and its nature, causes and consequences. The ‘ Asabiyya(tribal feuds), a dominant phenomenon of the Umayyad period, is examined in the third chapter. An attempt is made to throw light on its causes, and on the policies adopted by ‘ Abd al-M alik to contain it. -

Following the Prophet’s death, the Rashidun Caliphate (632-661) engulfed the Levant in the north, North Africa from Egypt to Tunisia in the west, and the Iranian plateau in the east. -
Women in Islamic State: from Caliphate to Camps
ICCT Policy Brief October 2019 DOI: 10.19165/2019.03.9 ISSN: 2468-0656 Women in Islamic State: From Caliphate to Camps Author: Gina Vale Within the territorial boundaries of the Islamic State’s (IS) ‘caliphate’, women were largely confined to the domestic sphere. Their roles centred on support to militant husbands and the ideological upbringing of children. The physical collapse of IS’ proto-state marks a significant turning point in women’s commitment and activism for the group. Many IS-affiliated women are now indefinitely detained within Kurdish-run camps in North-eastern Syria. The harsh living conditions therein have fostered ideological divides. While some show signs of disillusionment with IS’ ‘caliphate’ dream, others have sought to re-impose its strictures. This paper contributes to the understanding of women’s roles across the lifespan of the Islamic State, and the efficacy of independent female activism to facilitate the group’s physical recovery. It argues that IS’ post-territorial phase has brought greater autonomy and ideological authority to individual hard-line detainees. However, beyond the camps, women’s influence and ability to realise IS’ physical resurgence remains practically limited and dependent on male leadership.
