ELECTION COMMISSION OF INDIA Nirvachan Sadan, Ashoka Road, New-Delhi-110001 Dated : 19th May 2009 29 Vaisakha, 1931 (Saka) NOTIFICATION No.308 / OR-LA/2009 – Whereas, in pursuance of Notification numbers VE(A)- 87/2009/2851/Elec and VE(A)-87/2009/3222/Elec issued by the Governor of the State of Orissa on the 23rd March, 2009 and 28th March, 2009 respectively under sub-section (2) of Section 15 of the Representation of the People Act, 1951 (43 of 1951), a General Election has been held for the purpose of constituting a new Legislative Assembly for the State of Orissa; and Whereas, the results of the elections in all Assembly Constituencies in the said General Election, have been declared by the Returning Officers concerned; Now, therefore, in pursuance of Section 73 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby notifies the names of the members elected for those Assembly Constituencies, along with their party affiliation, if any, in the SCHEDULE of this Notification. It permits viewing a District beyond the prismatic image of a geographical or administrative unit, since the Gazetteer holistically captures its socio-cultural diversity, traditions, and practices, the creative contributions and industriousness of its people and luminaries, and builds on the economic, commercial and social interplay with the rest of the State and the country at large. The document which is a centrepiece of the District, is developed and brought out by the State administration with the cooperation and contributions of all concerned. Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the ―Imperial Gazetteers‖ were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.

The district is comes under the KBK region which is considered as the underdeveloped region of India. The SC/ST population of the district is around 46.31% of the total district population. More than 90% of the inhabitants are rural based and depends on agriculture for their livelihood. But the literacy rate of the Kalahandi districts is about 59.62% which is quite higher than the neighboring districts. The district receives good amount of rainfall which ranges from 1111 to 2712 mm. The Net Sown Area (NSA) of the districts is 31.72% to the total geographical area(TGA) of the district and area under irrigation is 66.21 % of the NSA. Though the larger area of the district is under irrigation, un-equal development of irrigation facility led to inequality between the blocks interns overall development. The district has good forest cover of about 49.22% of the TGA of the district.

Tribal Women are constituted with 62 categories of Odisha. Out of them 15 tribal are major categories. The tribal women have played a significant role in political, economic, cultural and social sphere etc. in Odisha. They have various role perception in different issues on livelihood programmes, the development and major irrigation projects, etc. In the year 2006, Resettlement and Rehabilitation policy was formulated for the tribal women. A survey identifies that during the period 1951-1995, 2 million people have been shifted by development projects, out of them 40 percent were tribal people. It focused on only 25 percent of the displaced people never settled. Tribal women have linked with forest economy. They depend on forest. The Scheduled Tribes and Traditional Forest Dwellers Act 2006 was provided for them. The tribal women and sustainable development, both are coordinative. The forest policy 1988 is a symbol of development between tribal and forest.
