Ramesh PREFACE The purpose of education is to enable a human being to live a fulfilling life, in harmony with one self with the family, society and nature and helping us to discover lasting values. Life becomes meaning full and of significant when we find meaning in our work and contribute towards the happiness and harmony of other beings. The long history of mankind has seen a lot of progress in science and technology. Tremendous advancements and innovations are offering conveniences in increasingly newer ways. In spite of these we are still facing serious problems at various levels. Lack of clarity on life goals, contradictions, communal conflicts, stress in human relationships, problems in mutual understanding, insecurity, mistrust, exploitation, strife, terrorism, violence in various forms, environmental degradation corruption land unethical practices are threatening the survival of the human race. Almost all the problems are the direct outcome of ‘well planned’ human activity carried out in the name of progress. In light of this, it is necessary to find solutions to these problems various commissions and expert committees on education suggested the value based education is the only means to bridge the gap between the Aims of education and outcomes of education. UNESCO International Commission on Education also hoped that our common treasure of wisdom and experience can undoubtedly, will enable us to find ways to increase our spiritual land material well being and to live together in harmony. NCF 2009 for teacher education emphasized on living in harmony with in one self and with the nature and with society to promote peace, democratic way of life. It also cared the importance of promotion of constitutional values of quality, justice, liberty, fraternity, and secularism.NCF 2005 noted that quality education implies the measure of efficiency with value dimension. It recommended that peace oriented values should be promoted in all the subjects with the help of relevant activities. Role of Morals, Ethics and Motivation in a Counter-insurgency Environment Vivek Chadha* Morals, ethics and motivation are the bedrock of the Indian Army, since it is considered more than a profession: a way of life. These qualities are put to test under most conditions of soldiering; however, there cannot be a more difficult environment than involvement of an army in protracted counter-insurgency (CI) operations. The conditions faced pose peculiar challenges, which force a soldier to adapt. This adaptation can potentially become a morally corrupting influence unless the ethical standards of a force and its moral bearings continue to guide actions.

    LWa{{ ë L C L{{b HUMAN RIGHTS ABUSES IN JAMMU AND KASHMIR Dr. Ashish Kumar Dixit* ABSTRACT This article is about Human rights abuses in Indian-administered portion of Kashmir. Indian- administered portion of Kashmir is suffering with every moment death of human rights. Mass killings, forced disappearances, torture, rape & sexual abuse to political repression & suppression of freedom of speech have become an integral part of their day to day life. The Indian central reserve police force, border security personnel and various militant groups have been accused & held accountable for committing severe human rights abuses against Kashmiri civilians. The Kashmiri insurgents are of the view that Indian-administered portion of Kashmir is a part of Pakistan. Hence only the Pakistanis have the right to live on that land. But the question arises how far it is appropriate to create one’s existence at the cost of crushing the existence of those who are quite innocent & have no fault of their own, except that they were given birth on that land. This chaos has put innumerable questions before us demanding serious attention & immediate solution. In response, the Syrian government is punishing women for delivering humanitarian assistance, participating in protests, and supporting the opposition by subjecting them to detention, torture, and sexual assault.” - Liesl Gerntholtz, women’s rights director Rape and sexual abuse is not just a by-product of war but has been used as a deliberate warfare strategy from time to time. The opportunistic rape and pillage of previous centuries has been replaced by rape used as a strategic combat tool. Women and girls are particularly targeted by the use of sexual violence, including as a tactic of war to humiliate, dominate, instill fear in, disperse and/or forcibly relocate civilian members of a community or ethnic group. This paper examines historical and contemporary instances wherein sexual violence, specifically rape, was used as a strategic weapon of psychological warfare in various types of conflicts. It further analyzes the cogency of sexual violence as a weapon by considering its physical and psychological effects on victims and the morale of targeted populations. Additionally, it scrutinizes the motivations and intentions that support the use of sexual violence. The intent of this paper is to identify the use of rape from psychological perspective in socio-political spectrums of different types of conflicts.

The armed conflict between Islamist militants and the Indian security forces has consumed over one hundred thousand civilian lives. Communities have been displaced from their centuries’ old heritage. Almost every household has lost a dear one to the bullet of either a security man or a militant. Deeply entrenched patterns of militarization of the Kashmiri society encompassing a range of material and discursive processes have produced horrific social suffering for local communities in the ostensible rhetoric of protecting national sovereignty. In a situation where Kashmiris have been identified as threats to national order and incarcerated, literally and figuratively, as prisoners of the state, they try hard to retain their sense of history since awareness of history enhances communal and national identity. However, in a society under siege the only tools to retain a sense of ‘social self’ and ethnic collectivity, are through narrative telling and recall to memory that help live trauma collectively to give vent to their plight. This thesis attempts to broadly review the problem in Kashmir and then describe in detail various techniques that Kashmiri society employs like commemoration, narrative telling, oral history, symbolism, theatre, language, and memory etc.

    REPORT: KUNAN POSHPORA By A FACT FINDING CPA DELEGATION 19 JUNE, 2013 KUNAN - POSHPORA The Centre for Policy Analysis, New Delhi, a think tank has since 2009 been involved with the people of Kashmir in the search of a peaceful and just solution. Over the years, several groups of civil society activists and experts have visited Kashmir for round table dialogues with the Kashmir intellectuals, politicians and activists. Several groups of Kashmir, including women and youth, have come for similar round tables in New Delhi. CPA-led Civil Society teams have also had a closer look at some of the events and incidents which continue to agitate the valley. One such incident is the alleged gang rape of women in the twin villages of Kunan-Poshpora in Kupwara district about 120 km outside Srinagar. CPA facilitated a team of senior civil society activists to visit Kunan-Poshpora between June 14-16, 2013 to assess the progress of the justice process and the grievances of the village more than 22 years after the incident. The team consisted of: MsSeema Mustafa, Director, Centre for Policy Analysis, journalist. MsSehbaFarooqui, Asst. It has been drafted as a background document to assist in the preparation of India’s second Universal Periodic Review (UPR) scheduled to take place in Geneva on 24 May, 2012. The UPR is a unique process conducted by the UN Human Rights Council (HRC), involving a review of the human rights record of all 192 UN Member States once every four and a half years.i The Working Group on Human Rights in India and the UN (WGHR) submitted a stakeholders’ report to OHCHR in November 2011.ii The present report is a more detailed and comprehensive version of WGHR’s stakeholders’ report that includes: n Information gathered from five regional and one national consultation held with civil society across India from August to October 2011;iii n Case studies that illustrate the text of the report; n WGHR’s initial response to the Government of India’s national report to the second UPR; n An up-to-date analysis of the status of implementation of the 18 recommendations made to India during the first UPR.iv As is amply evident from the report, much remains to be done to improve the human rights situation in India.

We thank Ammu Joseph, Geeta Ramaseshan, Kalpana Sharma and Vibhuti Patel for their contributions to this volume. 2 In November 2010, Prajnya piloted a women’s safety audit in Chennai as part of the annual 16 Days Campaign against Gender Violence. The audit, carried out by a group of local residents along with a small team from Prajnya, surveyed sections of Besant Nagar, a residential area with a well-used and busy public place, the beach. The audit revealed that while the area is generally considered safe during the day, several of the inner streets are considered unsafe after dark. Lighting was the major concern: lights came on too late (after it was already dark) and several of the existing street lights weren’t functional. A section of the local playground was found cordoned off with tall aluminum sheets and virtually no lighting. In other words, an upper middle class area in a leading metro was still constrained by safety concerns that governance should have rendered redundant. The 2010 Gender Violence in India Report focuses on violence in public spaces, drawing attention to the kinds of violence to which women are especially vulnerable when they step out of their homes. This year’s report contains short accounts of four forms of public violence—street sexual harassment, workplace sexual harassment, ICT-related gender violence and gendered political violence.
