Prof (Dr.) M.V. Pylee Award for the Distinguished Academician is the most covetable one for a University teacher in our country, at present. The award has been instituted through an endowment created in Cochin University of Science and Technology by Emeritus Prof M.V. Pylee, former Vice-Chancellor of this University from a corpus of Rs. 10.00 lakhs donated by him. The first award went to Prof M. N. Srinivas, the famous sociologist from Karnataka . The second award for 1998 was given to Prof J.V. Narlikar, the famous astrophysicist. The recipient for the 3rd award in 2000 was Dr. M.S. Valiathan, the renowned surgeon and the veteran in Cardiac surgery. In 2003, the former member of the Planning Commission Dr. K. Venkatasubramanian was given the fourth Award. The Award for 2006 was given to Dr .V. N. Rajasekharan Pillai, Vice Chancellor of National Open University . The sixth MVP Award for 2009 was given to Dr. K. L. Sebastian, Amrut Mody Chair Professor, Indian Institute of Science, Bangalore. The seventh MVP Award for 2012 was given to Dr. Lalji Singh, Vice Chancellor Banaras Hindu University, Varanasi.

The MVP Award was originally announced as an annual one with prize amount of X2.00,00% . However, certain constraints made the university to alter it as a biennial event with x2.00,00% . Recently the university syndicate reconsidered various aspects and decided to change Prof Pylee Award again to an annual event from the year 2015, with the prize of 1.00,000/-

It is well-known that the prestige of an award depends mainly on the reputation of its recipients. I sincerely believe and earnestly hope that the distinguished personalities who will be sending their nominations may kindly apply their minds to nominate the most gifted and talented teacher, who is/was an asset to the institution and to the profession. I take this opportunity to thank Prof Pylee for his noble gesture instituting this award, which will go down in the history of teaching profession in our country. I am also grateful to all those who are involved in this great endeavour to promote skill, talents, commitment and devotion to duty among university teachers.

Annual Award Instituted in the Name of Emeritus Professor (Dr.) M.V. Pylee, Former Vice-Chancellor of the University I. Salient features of the Award 0 The university has instituted the endowment through a Syndicate resolution.

The Award is instituted to encourage quality teaching and research by University teachers all over the country.

A citation and a cash award of Rs. 1,00,000/- to the most distinguished teacher selected by a team of veterans, from nominations by Vice-Chancellors, Professors, recipients of national awards, research workers, Alumni and students of all Universities in the country.

.0 The Award will be presented by a dignitary at a colourful function organised at Cochin.

II. Criteria for the Award The Award is proposed to be given to a Professor of an Indian University, a National Institute or an Organisation, who has contributed much to the field of higher education. The awardee is expected to be an excellent teacher, a good researcher, a good research guide, a great institution-builder, a great team leader/organiser, a national leader in higher education, an educationist, an educational planner, a visionary of future programmes in higher education, etc.

AGE LIMIT Now, there is no age limit for potential candidates for Prof. M.V. Pylee Award. The 60 years limit adopted in 2006 has now been lifted. Posthumous award, however, will not be considered. About the Award 8

III. Organising Committee

The organisational aspects of the M.V. Pylee Award is entrusted with the Advisory Committee of C-SiS, with the Vice Chancellor, CUSAT as the Chairman. The Director of C-SiS acts as the Sec- retary of the Organising Committee. All correspondence regard- ing the Award be addressed to the Director, C-SiS in his perosnal address given in page 13 of this Brochure. Nation-wide publicity will be given through press-notes, leaflets, booklets and TV & Radio announcements. These will be repeated so that enough publicity is given.

IV. Award Committee

A 10 member committee consisting of VVIP's will form the Award Committee. This will consist of:

Prominent Educationists Senior Professors of Universities Prominent Judges and Legal Experts Prominent Business Administrators and v) Prominent Social Workers

V. Nominations

Finding a single teacher worth giving such a prestigious award is a very difficult and tedious process. The first step will be getting nominations/names from old students (Alumni), current students, Vice-Chancellors, senior Professors, Researchers, Educationists and eminent personalities. This will be fed to a computer for data analysis and study.

Self-Nominations are not acceptable.

There will be cross-checks for short-listing. A last date will be fixed for closing the receipt of nominations for the award of a particular year.

The first short-list will be prepared by the Organising Committee with index marks on various attainments and achievements of the candidates. A further shortening of the list will be effected by About the Award 9

the committee, to narrow it down to a maximum of 10. These 10 names with their bio-data will be passed on to the members of the Award Committee to prepare a rank list as per their choice independently. The final selection is based on the consensus of these rank lists. Before finalising, the steps taken will be subjected to further checking and strict scrutiny.

Award Announcement The Organising Committee will hold a meeting of the Press and other media at which the name of the Awardee will be announced.

Award Ceremony The Award event will be celebrated in a grand way. This may consist of one or more of the following events:-

The formal Award Ceremony.

The "Award Lecture" by recipient of the Award.

Seminar on Educational Reforms.

Model Lecture/Class, by a prominent Educationist.

VIII. Time Schedule Announcement of the Award Winner for 2015 will be made by July/August 2015. The Prof. (Dr.) M.V. Pylee Award (MVP Award) for the distinguished academician for 2015 will be given by the end of 2015 in a ceremony to be held at Cochin. The date will be separately announced. The establishment of the erstwhile University of Cochin in 1971 was a commitment from the Government of Kerala towards the new scientific policy resolution adopted by the Central Government on 4th March 1958. The birth of the new University was with the specific purpose of "development of higher education with particular emphasis on post-graduate studies and research in applied science, technology, industry and commerce". The University of Cochin was later reorganized as Cochin University of Science and Technology (CUSAT) in February 1986. The University's basic philosophy and goals find eloquent expression in its Coat of Arms emblazoning the motto Tejaswinavadhitamastu' which in essence means may learning illumine us both' (the teacher and the taught): Starting from 1996-97, CUSAT became international in student admissions and faculty exchanges. It is strengthening contacts and collaborative tie-ups with international universities and institutions and is in the path of growth as a global centre for generation of new knowl- edge in frontier areas of learning. CUSAT has entered into aca- demic collaborations and exchange programmes with many no- table institutions across the USA, Europe, Russia, Japan, France, Korea etc. Syndicate, Academic Council and Senate are the Principal Authorities of the university. The University also have Boards of Studies in different faculties. Syndicate is the Chief Executive Body which meets every month. The academic structure comprises of nine faculties viz. Engineering, Environmental Studies, Humanities, Law, Marine Sciences, Medical Sciences and Technology, Science, Social Sciences and Technology. A Sophisticated Test and Instrumentation Centre (STIC) was established in 1996 in collaboration with the Government of Kerala. Centres also exist for Interdisciplinary Studies, Microprocessor Research, National Manpower Information, Rural Development & Appropriate Technology, Ocean Electronics, Science in Society, Information Resource Management, Neuro Science, Science Communication, Comparative Literature, Population Studies, Aquatic Animal Health, About the University 16

Monsoon Studies, Economic Policy and Analysis, Adult and Extension Education and Tsunami Studies.

The UGC has selected CUSAT as a Centre for Excellence in the field of Lasers and Opto-Electronic Sciences for which a new Centre - CELOS - has been established. The Union Ministry of HRD has declared School of Legal Studies as a Depository of Intellectual Property Rights and an IPR chair has been introduced. Another prestigious chair instituted by the Ministry of HRD is Rajiv Gandhi Chair on Sustainable Development. By giving recognition to several well-established premier research institutions in the country and the Southern Naval Command of Indian Navy, the University has brought within its reach the resources available in these institutions for the use of the academic community. Specialisations are available in almost all Faculties/Departments for higher studies and research.

The University has a 180 acre campus at Thrikkakara and a Lakeside campus at Kochi besides an Engineering College campus at Pulinkunnu, Alappuzha, the 'rice bowl' of Kerala. Located 15 km. north of Ernakulam city, the main campus at Thrikkakara houses the main Administrative Building of the University and various Departments.

The Science, Engineering and Technology Departments of the University keep close liaison with R & D organisations and industry. Postgraduate students spend a semester partly or fully, in such organisations to complete their project work.

The major Science and Technology Departments/Schools of the University are: Applied Chemistry, Applied Economics, Computer Science, Electronics, Engineering, Environmental Sciences, Industrial Fisheries, Marine Sciences, Mathematics, Statistics, Physics, Polymer Science & Rubber Technology, Ship Technology, Management Studies, Biotechnology, Instrumentation, Photonics, Computer Applications, Information Technology, Foreign Languages, Hindi, Legal Studies, Atmospheric Sciences, Chemical Oceanography, Marine Biology, Micro Biology & Biochemistry, Marine Geology & Geophysics and Physical Oceanography. The Centre for Science in Society, Artificial Intelligence, Information About the University 17

Resource Management, Neuro Science, Creative Writing, Comparative Literature, Population Studies and Monsoon Studies, Nodal Centre for Technical Institutions are also functioning. Centre for Undergraduate Studies caters to the Engineering Education at graduate level. In addition to CUSAT's Engineering College at Kuttanad, Engineering Colleges under IHRD and many other agencies are functioning as recognised institutions of the University. Sophisticated Test and Instrumentation Centre (STIC) is a unique Joint venture of Kerala Govt. and CUSAT, to cater the needs of Industry and R & D organisations in testing, calibration and quality evaluation. A Sophisticated Analytical Instrument Facility (SAIF) has also been established in STIC with full support from DST, Govt. of India.The concept of Institute-Industry interaction is materialised through STIC. The University has brought within its reach the resources of well established institutions by giving recognition to them and has built up an intellectual community that transcends far beyond its territorial confines. The University has already developed a distinct and unique culture of training highly qualified scientific and technical manpower at advanced levels, generally outside the educational efforts of other institutions in the State. Plans have been worked out to further consolidate the existing Departments and Schools and to establish new centres of Research in some of the frontier and emerging areas of Science and Technology. The University has been hosting a number of national and international conferences, seminars and symposia. The 77th Indian Science Congress (1990), the annual meeting of the Indian Academy of History and Philosophy of Science (1982), Kerala Science Congress (1986, 1996) are a few to mention. The University has celebrated its Silver Jubilee in 1996. A number of national and international symposia were organised in this connection. The University has been selected as the only one in the country by the Dutch Government for its prestigious MHO assistance through Nuffic. A number of foreign universities have established tie-ups with CUSAT. About the University 18

Campus The various Departments of the University (other than those housed in the lake side Campus at Ernakulam) and the offices of the Vice-Chancellor, Pro-Vice-Chancellor and Registrar are located in the main campus at Thrikkakara, Kochi-682 022. Situated at Thrikkakara, about 10 kms. away from the busy central portion of the city, it has its entrance from NH 47 at South Kalamassery on the northern side of the city. The lake-side campus, situated at Foreshore Road, houses the School of Marine Sciences and the Department of Industrial Fisheries. Prof. (Dr.) M.V. Pylee

Prof. M.V. Pylee, who has initiated the Endowment for instituting the Distinguished Academician of India Award, is a model to all University teachers and research workers. The following pages will give a close look to his Bio-data, attainments, achievements and contributions to the field of higher education. The latest one is his greatness, goodwill and above all, his generosity in donating Rupees 10 lakhs to the University which he loves most, for instituting the Award to the best individual in the profession which he adorns.

Prof. M.V. Pylee receives Padmabhooshan Award from Dr. A.P.J. Abdul Kalam, President of India (2006) Prof. M. V. Pylee, a biographical note 22 Emeritus Professor Dr. M.V. Pylee A Brief Biographical Note Emeritus Professor Dr. Moolamattom Varkey Pylee M.A., LL.B., D.Litt., LLM. (Harvard), is a well-known authority on India's Constitution and Government, a pioneer in the field of Management Education, a distinguished academician and an eminent educational administrator. Prof. Pylee has a brilliant academic career in India and abroad. He has taught at the Universities of Lucknow, Patna, Delhi, Kerala and Cochin and was a Director on the Faculty of the Administrative Staff College of India, Hyderabad. He was a Fulbright Smith-Mundt Scholar at Harvard University (1953-54) and later a Visiting Professor at the University of Pennsylvania (1963), USA. He was also a visiting Prof. at the University of Moscow and Novosibirsk (1971) under the Cultural Exchange Programme between India and the U.S.S.R. He was also a Fellow of the East-West Centre at Honolulu (1976), Hawaii, USA. Prof. Pylee was the Founder Director of the School of Management of Cochin University since 1964 and held that position for 13 years and built up the School as a leading Management Training institution in the country. He was also the Dean of the Faculty of Management of the Universities of Kerala and Cochin. In fact he is well known as the father of Management Education in Kerala. From 1977 to 1982, he was the Vice Chancellor of the University of Cochin. As Vice Chancellor, Dr. Pylee gave a new direction and thrust to the University in its infancy, and initiated a number of innovative and job oriented courses and programmes. Prof. Pylee has been intimately associated with a number of Central Organisations. Among them are the University Grants Commission, All India Council for Technical Education, Indian Council of Social Science Research, Press Council of India, Indira Gandhi National Open University, Delhi University, University, Central University of Hyderabad and Pondicherry University. He was also intimately associ- ated with a number of State Universities such as Madras University, Madurai University, Mysore University, Osmania University, Calcutta University and Bombay University. He was Chairman or member of Prof. M. V. Pylee, a biographical note 23 several committees constituted by the University Grants Commission and All India Council for Technical Education. The Banaras Hindu University has conferred on him the Honorary Doctorate Degree of D.Litt in 1997. Prof. Pylee is a recipient of many prizes, medals and such other distinctions. Among them are S.S. Memorial Gold Medal for the best Debator of Travancore University (1942), Good Conduct Prize of the College (1943), Vangala Narasimagaru Memorial Gold Medal (1948) for securing First Class First in M.A. Degree Examination of Lucknow University and the Fulbright Smith-Mundt-Scholarship of the US Educational Foundation which enabled him to pursue higher studies at Harvard University. He has to his credit 45 publications so far. Among them, these are the following well-known works; Constitutional Government in India, Federal Court of India, India's Constitution, Professional Management in India, Worker Participation in Management, International Joint Business Ventures, Russia of My experience, Our Constitution, Government and Politics, World Constitutions, Constitutional Amendments in India and Industrial and Personnel Management etc. Dr. Pylee is a writer in Malayalam also and has written eleven well known books in Malayalam language. He has also to his credit over 200 Research Papers published in journals of national and international reputation. Among the many honours and awards received by Prof. Pylee are: Emeritus Professorship of University of Cochin (1986), Management Leadership Award KMA (1986), Distinguished Leadership Award for Outstanding Services to Teaching and Management Profession (USA-1990), Akshardham Award, Gandhi Nagar, Gujarat for Unique Achievements in the Field of Management (1996), International Man of the Year Award (1996) of the Biographical Research Institute, Cambridge, the Super Brain Award of competition Success Review, New Delhi (1998), Management Excellence Award for outstanding contributions to Management Profession by the Southern Regional Management Convention (1998), International Award for distinguished service to Global Higher Education, Bethlahem, Israel, Shyamlal Gupta Award of Delhi for distinguished Author (2000) and Prof. M. V. Pylee, a biographical note 24 the Paramacharya Award of the Centurion Trust, Madras. Prof. Pylee is a life member of Indian Political Science Association, Indian Institute of Public Administration, Indian Law Institute and the Institute of Social and Economic Change, Bangalore. Prof. Pylee has delivered twelve University Convocation Addresses so far. Among the Universities are Banaras Hindu University, Amaravati University, Dharmaram Pontifical Institute, Dr. Endowment Lectures of Kerala University, ICSSR Lectures at North Eastern Hill University etc. After retirement from the University as Vice-Chancellor in 1982 Dr. Pylee has been Honorary Director-General of Asian Institute of Development and Entrepreneurship. The Institute has trained hundreds of young people to set up their own industrial ventures. Prof. Pylee has established a public charitable trust under the name "Prof. Dr. M.V. Pylee Foundation" with a view to creating endowments as well as to give assistance to educational, cultural and charitable causes. The Foundation has established an award in the University of Cochin - "Distinguished Academician of India" - with a cash award of Rs. 1 lakh, now a citation and a Memento from the interest accrued of a sum of Rs. 10 lakhs, donated to the University, also the Best College Principal of Kerala Award. Several other endowments have also been established in Colleges and Schools for giving scholarships and prizes to deserving students. The President of India has conferred on Dr. Pylee the prestigious Award in 2006. The has ap- pointed him as National Research Professor in 2006. At present Dr. Pylee has been the Chairman of the Kerala State Advisory Board on Education and the UGC nominee on the Board of Management of Manipal Academy of Higher Education and the Allahabad Agricultural Institute, both Deemed Universities. Widely travelled in India and abroad, Prof. Pylee has chaired or participated in many national and international Seminars and Conferences and is closely associated with a variety of educational, administrative, research and professional bodies.
