Over five years ago, a small, informal group of faculty, administrators, and students from a wide range of institu- tions began meeting to discuss a common concern with the way academia is educating young people for political responsibility, civic competence, and public leadership. The group met on a number of campuses and, occasion- ally, at the Kettering Foundation. They began to share articles that brought the problems of political education into sharper focus or offered richer insights into their nature. The members of the group came from different institutions and drew on a wide variety of experiences and intellectual tradi- tions. Their difficulty, however, was finding a vehicle for sharingan inquiry that combined so many disciplines and professions. That difficulty led to this book, which brings perspectives from many different fields to bearon one subject. Still, the group managed to create a common dialogue. In this vol- ume the group is sharing their conversations with a wider audience, welcom- ing to this exchange anyone who is concerned with preparing the nextgener- ation for public life. The articles in this volume were selected from the larger collection of materials that were exchanged in the group. They were the basis for discus- sions on what some called "civic" and others called "political" education. While the titles suggest an emphasis on education, the articles actually find the problem of political education to be more philosophic than pedagogical. Together, these essays make the claim that the current academic definition of politics is too narrowly moderntoo preoccupied withgovernments, elec- tions. and interest groupsto comprehend all that is in the political realm. The big losers in the narrow definition are citizens and the public. Citizens are reduced to political consumers or special interest advocates. The public disappears into political mythology. These articles treat the age-old political questions of howto make the many into one (without losing individual freedoms) and how to deal with values (without teaching values). They make a case for citizen participation. However, they also take us beyond these customaryways of framing the challenges of democratic politics. They invite us to reconsider the meaning of basic political terms. Is "participation" simply to be understoodas the right to vote, or is it more? Should "the political" be considered a realm of politi- vfi r cians and governments, separate from our everyday lives,or is politics a dimension of nearly everything we do? Should we think of the "public"as the antithesis of the "private" and be ever alert to protect theone from the other? Or are the public and private realms interdependent corollaries? Is politics exclusively competitive or does it have an equally important unifying function? The authors' perspectives on politics cause them to raise questions both about the role of the university and the nature of political education. Their questions go so far as to challenge the very definition of knowledge itself. In order to perceive the actual situation of the world as something new, the traditional amplitude of political thinking is necessary.”1 As we assemble here in Bloomington to compare different kinds of government, we know that Karl Jaspers who is born in Oldenburg, the city I am living now, stresses an important and very significant issue. Jaspers speaks of the “amplitude of passed Political Thought” and anyone who is dealing with his political thinking knows that the amplitude of Political Thought characterizes his work. It is absolutely clear for Jaspers – and Eric Voegelin verbalized that in the New Science of Politics to the point – that “the contraction of political science to a description of existing institutions”2 must be avoided. Both, Jaspers as well as Voegelin, recognize the strong connection between political phenomena and their interpretation on the basis of political theory. The objects of our Political Science, according to that, not only are the incidents of actual politics; they also include patterns of understanding that allow us to gain access to the diversity of all political phenomena. Jaspers gets to the heart of this in “The Idea of the University”: “After examinations, one quickly forgets. The decisive factor after this is not the body of fact learned, but one’s judgement. What matters then is not factual knowledge by itself but the ability and initiative to go out and get the facts on one’s own, to think about them effectively, to know what questions to ask.”3 That is to say: Whoever wants to understand politics, according to Jaspers, must realize that the world of phenomena consists of a categorical order.

Citizenship Denationalized LINDA BOSNIAK° INTRODUCTION When Martha Nussbaum declared herself a "citizen of the world" in a recent essay, the response by two dozen prominent intellectuals was overwhelmingly critical.' Nussbaum's respondents had a variety of complaints, but central among them was the charge that the very notion of world citizenship is incoherent. For citizenship requires a formal governing polity, her critics asserted, and clearly no such institution exists at the world level. Short of the establishment of interplanetary relations, a world government is unlikely to take form anytime soon.     ABSTRACT Title of Dissertation: WORK UNDER DEMOCRACY: LABOR, GENDER AND ARENDTIAN CITIZENSHIP Alison Kathryn Staudinger, Doctor of Philosophy, 2013 Dissertation Directed by: Stephen Elkin, Professor Emeritus Government & Politics In the interest of promoting a co-constitutive theory of democratic citizenship, this dissertation explores three questions. I ask how work is defined and how this definition creates a hierarchy of types of work, which then leads to my second question, which is how definitions of work or what is not work are carried over into the public space of poli- tics and citizenship, such that even legal citizens may be marginalized by the type of work that they do. I first critique democratic theory, particularly as centered on the idea of the public sphere, for failing to think about work, especially the labor that is required to build these political spaces. I then show how the contemporary economy challenges the ability of citizens to engage in political work because it produces conditions of pre- carious labor, ubiquitous work, the depoliticization of work itself, and incompatibility of wage labor and family life. I use two historical case studies to explore how groups have claimed collective rights housed in the substantive needs of communities when asserting the validity of their work for citizenship. I look to the Articles of Confederation and Dan- iel Shays for an example focused on waged labor, and then the temperance and Anti- temperance movements for a consideration of gendered reproductive labor. I then address my third question, which is whether it is possible to promote the political work of co- constituting a shared public world without also denigrating the labor, particularly care labor, that is supportive of this project.

    SMITH_FMT.DOC 06/22/00 9:28 AM VOLUNTEERING AND COMMUNITY SERVICE STEVEN RATHGEB SMITH* I INTRODUCTION Today, the subject of volunteering and community service is at the heart of contemporary debate among scholars, policymakers, and practitioners on the future of American social policy. This debate is framed, in part, by the language of decline and presents voluntarism as a remedy. For example, many scholars suggest that the capacity of local communities to solve their own problems has been undermined by the growth of the federal government and the professionalization of public services.1 To reverse this slide, many scholars and policymakers are calling for an increased reliance on community volunteers and largely volunteer, religious organizations to provide service. More voluntarism, in short, will help American society. Robert Putnam argues persuasively for more voluntarism for another reason.2 He observes that participation in voluntary groups and associations such as the Kiwanis Club, the Girl Scouts, and bowling leagues has fallen significantly in the post-war era. In his view, voluntary organizations with a high degree of interpersonal contact are critical to building a vibrant civil society. Thus, more voluntarism, especially in organizations where a person can build a long-term relationship with others in the community, should be very beneficial for society as a whole. Voluntarism can create social capital—that is, social networks of trust and cooperation—that can then promote greater political involvement and citizen participation in public affairs. The civic infrastructure, broadly defined, will be stronger. Other scholars supportive of voluntarism worry about threats to individual liberties and freedoms associated with the growth of the state.
