Felicitations to the successful launch of PSLV C-23 The Chairman made a reference to India’s Polar Satellite Launch Vehicle (PSLV C-23) which successfully launched five satellites belonging to France, Germany, Canada and Singapore into their orbits from ISRO’s Satish Dhawan Space Centre in Sriharikota on the 30th of June, 2014 and congratulated the scientists, engineers, technicians and all others of ISRO, who were associated with the project. 34399 11-16 a.m. 5. Dispensing with Question Hour On a request made by Shri Ghulam Nabi Azad, Leader of the Opposition and Leaders of some other political parties for suspension of Question Hour to enable discussion on Price Rise and Food Inflation and as agreed to by Shri Arun Jaitley, Leader of the House and by the House too, the Chairman dispensed with the Question Hour and took up discussion on the said subject. 11-20 a.m. 6. (1) A copy each (in English and Hindi) of the following papers, under sub-section (5) of Section 45 of the Damodar Valley Corporation Act, 1948:— (a) Annual Report and Accounts of the Damodar Valley Corporation, Kolkata, for the year 2012-13, together with the Auditor's Report on the Accounts. (b) Review by Government on the working of the above Corporation. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. *11. Panel of Vice-Chairmen The Chairman announced that the Panel of Vice-Chairmen has been re-constituted w.e.f. the 25th of June, 2014 with the following Members:— 1. Shri Satyanarayan Jatiya; 2. Dr. E.M. Sudarsana Natchiappan; 3. Shri Tiruchi Siva; and 4. Shri V.P. Singh Badnore. 3-54 p.m. 12. Government Bill — Passed The National Institute of Design Bill, 2013. Shrimati Nirmala Sitharaman, Minister of State (Independent Charge) of the Ministry of Commerce and Industry, Minister of State in the Ministries of Finance and Corporate Affairs, moved motion for consideration of the Bill. Special Mentions 1. Shri Mansukh L. Mandaviya raised a matter regarding need to install electronic indicators for displaying details of stations in all trains. 4-59 p.m. 2. Shri Tarun Vijay raised a matter regarding need to establish a memorial of Dr. Shyama Prasad Mookerjee in Srinagar and abolish two flag system in Jammu & Kashmir. 5-01 p.m. @3. Dr. R. Lakshmanan raised a matter regarding need to open a Kendriya Vidyalaya in Villupuram District in Tamil Nadu. 4. Dr. K.P. Ramalingam raised a matter regarding need to step up safety measures at the vital installations of oil and natural gas industries. 5-03 p.m. 5. Shri Satyanarayan Jatiya raised a matter regarding need to take steps to remove pollution from sacred rivers, particularly Shipra in Madhya Pradesh. @ Laid on the Table. 34403 5-04 p.m. 14.     [ OFFICIAL USE ONLY ] BRIEF HISTORY OF ODISHA LEGISLATIVE ASSEMBLY ODISHA LEGISLATIVE ASSEMBLY BHUBANESWAR 2020 [ OFFICIAL USE ONLY ] BRIEF HISTORY OF ODISHA LEGISLATIVE ASSEMBLY ODISHA LEGISLATIVE ASSEMBLY BHUBANESWAR 2020 BRIEF HISTORY OF ODISHA er LEGISLATIVE ASSEMBLY Odisha became a separate province on the 1st day of April 1936 by Government of India (Consitution of Odisha) Order, 1936. It comprised portions of the then Bihar and Odisha Province, Madras Presidency and the Central Provinces. The province of Odisha was placed under the personal rule of the Governor till the end of March 1937. An Advisory Council consisting of 20 persons was formed to advise the Governor on the administration of the province. FIRST PRE-INDEPENDENT ASSEMBLY, 1937 (UNDER THE GOVERNMENT OF INDIA ACT, 1935) Under the Government of India Act, 1935, the strength of the Odisha Legislative Assembly was fixed at 60 including four nominated members, Election was held from the 18th to 23rd January 1937 under limited franchise. The party position in the Assembly was as follows : Congress . 36 United . 06 National . 04 No Party . 04 Independents . 06 Nominated . 04 Total : 60 2 Shri Biswanath Das was elected as the Leader of the Congress Party under the directive of the Congress High Command, Shri Das expressed his inability to accept the invitation to form the Ministry unless the Governor assures that "he would not use his special powers of interference or setaside the advice of Ministers in regard to constitutional activities". The Governor was not prepared to give such assurance in view of the consitutional provisions. As the leader of the majority party refused to form Ministry and the Government was bent upon inaugurating the new consitutional scheme for province on scheduled time, the Governor appointed Shri Krushna Chandra Gajapati Narayan Deo, the Maharaja of Paralakhemundi, the Prime Minister* of Odisha on the 1st April 1937.

CHAIRMAN: Hon'ble Members, I refer with profound sorrow to the passing away of Shri R. S. Gavai, a former Member of this House; Shri Kalpataru Das, a sitting Member of this House and Shri Bijoy Krishna Handique, a former Member of this House. Shri R. S. Gavai passed away on the 25th of July 2015, at the age of 86 years. Born in October 1929 at Amravati district of Maharashtra, Shri R. S. Gavai was educated at Nagpur University. An agriculturist, Shri R. S. Gavai took active part in political and social activities since his student days. He was associated with several social welfare organizations providing assistance in the eradication of untouchability and leprosy. He was the Chairman of the Dr. Babasaheb Ambedkar Smarak Samiti and the Deeksha Bhoomi, Nagpur. He was a Member of the Land Reforms Committee of the Government of India. He was the President of the Republican Party of India. Shri R. S.
