This second of eight MDG goals is concerned with achieving universal primary education and ensuring that by 2015, children everywhere will be able to complete a full course of primary schooling. The MDG launched by the United Nations in 2000 was the largest global human development mobilization. The focus of this research was on primary schools in Nigeria in alignment with MDG 2. Primary education is an important component in the educational system of every nation as it is the institution upon which all other levels of education and educational achievements are built. Epistemologically, the research was guided by the interpretivist’s worldview, and a case study methodology, with interviews and document analysis as methods. The participant sample comprised of 24 purposefully selected administrators of public primary schools to understand their views on the drivers and constraints associated with the implementation of the MDG 2. They were selected as leaders responsible for teacher supervision, facilitating teaching and learning, stakeholder management, and implementation of government programs. The study finds, and argues that the relationship between the drivers and constraints to the implementation of the MDG on universal primary education is complex. Four overarching findings emerged from the study. First, the implementation of the Millennium Development Goal (MDG) 2 on universal primary education in Nigeria was influenced by a disconnect between policy and practice at different levels. Second, sociocultural factors also influenced the effectiveness of implementation. Third, there were several socioeconomic drivers and constraints to the implementation of the MDG 2. Finally, sociopolitical factors equally emerged among the findings from the data. Taken together, the nature of the findings suggests that the official policy of the MDG 2 is inextricably tied to the political, economic, and local lived experiences in both urban and rural Nigeria. While policy and programme initiatives established to facilitate the implementation of the MDG 2 are commendable, there appears to be a disconnect in practice. This is because some of the information gathered from research participants in relation to realities on ground do not reflect the content and spirit of the initiatives. That notwithstanding, the research found that the initiatives made certain positive contributions to the implementation of the MDG. The findings of this study could help to situate the condition of primary education in Nigeria within the global context, while informing policy on universal primary education. ii Preface This thesis is original, unpublished, independent work by Rachael Ileh Edino. DOOSUUR ZASHA A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy QUEEN MARGARET UNIVERSITY 2018 Abstract. According to the literature, early marriage remains a problem due to the limitations it places on the educational and economic opportunities of the young girls involved, as well as the variety of health complications they suffer as a result of this. Although early marriage is prevalent in Nigeria, regional differences indicate the northern part of the country as having a higher percentage of girls who marry before the age of 18 compared to the south. Most research and advocacy efforts, as well as related programmes and policies, rightfully focus on the prevention of early marriage but neglect the adolescent girls who are already married. This study focuses on the lives of young married girls, highlighting the process through which they get married as told from their own perspective, and explores their accounts of life after marriage particularly illuminating their health needs and overall wellbeing. Using semi-structured interviews, focus group discussions participatory techniques, and participant observations, 24 young married girls between the ages of 15-25 from Nasarawa state in Nigeria, were recruited for this study, adopting a mixture of principles borrowed from ethnography and grounded theory. The analysis highlights the personal agency exercised by some of the girls in their decisions to get married but also demonstrates how said agency is constrained by the context in which it is exercised.

Edo State established a Task Force to combat human trafficking and the Borno State government signed as a witness to an Action Plan between the United Nations and the non-governmental Civilian Joint Task Force (CJTF) which aims to end the recruitment and use of children by the CJTF. Labor inspectors conducted 4,694 child labor inspections, found 606 violations, and the National Agency for the Prohibition of Trafficking in Persons and Other Related Matters convicted 10 perpetrators for crimes related to the worst forms of child labor. However, despite these efforts, children continue to be engaged in the worst forms of child labor, including in quarrying granite and gravel, commercial sexual exploitation, and armed conflict. The legal framework has inconsistencies regarding child labor, and the minimum age for work is below international standards. There are not enough labor inspectors to provide sufficient coverage of the workforce. In addition, social programs are not sufficient to address the scope of the problem. I. Oluyemi Email: [email protected] Abstract The incidence of child labour is fast increasing in Nigeria with many children becoming victims of illiteracy, violence, rape, kidnap, teenage pregnancy and sexually transmitted infections which they may not have the capacity to cope with because of their age. This study explores child labour activities in a metropolis in Nigeria. The aim of this study is to unravel the factors responsible for the increase in incidences of child labour in the study population. The study was conducted among children who engage in child labour in Ilorin metropolis, North-Central Nigeria. This study employed qualitative research approach using unstructured in- depth interviews that were conducted in Yoruba, pidgin and English languages. Twenty (20) participants, who were purposively selected, were included in the study. The study focused on two groups of participants namely: children that engage in hawking and children who engage in house help activities in households in the metropolis. Findings from the study revealed that, poverty as a result of low income in many families is a strong determinant of child labour among the participants.     Nigeria MINIMAL ADVANCEMENT In 2019, Nigeria made a minimal advancement in efforts to eliminate the worst forms of child labor. The government launched two new state-level task forces to combat human trafficking in Delta and Ondo states. Children engage in the worst forms of child labor, including in quarrying granite, artisan mining, commercial sexual exploitation, and armed conflict, each sometimes as a result of human trafficking. The Child’s Right Act has only been adopted by 25 out of Nigeria’s 36 states, leaving the remaining 11 states in northern Nigeria with legal statutes that do not meet international standards for the prohibition of child trafficking, commercial sexual exploitation, and illicit activities. In addition, the minimum age for work in the Labour Act does not apply to children who are self-employed or working in the informal economy, which does not conform to international standards that require all children to be protected by the minimum age to work. Furthermore, the number of labor inspectors does not meet the ILO’s technical advice for the size of Nigeria’s workforce, and social programs do not address all relevant sectors. I.     Nigeria MODERATE ADVANCEMENT In 2018, Nigeria made a moderate advancement in efforts to eliminate the worst forms of child labor. The government adopted the Edo State Trafficking in Persons Prohibition Law, which codified the Edo State Taskforce for implementation. Nigeria’s National Agency for the Prohibition of Trafficking in Persons received $715,100 for victim care in 2018, a three-fold increase over its 2017 allocation, and government officials appropriated $3.8 million to provide training and education materials to raise awareness among youth of the dangers of human trafficking. Criminal investigators also conducted 314 investigations into the worst forms of child labor, resulting in 5 convictions. Although the government made meaningful efforts in all relevant areas during the reporting period, Nigeria’s security forces continued to detain children for prolonged periods of time due to their alleged association with Boko Haram, including girls who were used as concubines. Children engage in the worst forms of child labor, including in quarrying granite and gravel, commercial sexual exploitation, and armed conflict. Other gaps remain, including inconsistencies regarding child labor in the legal framework, and the minimum age for work is below international standards. Furthermore, there are not enough labor inspectors to provide sufficient coverage of the workforce, and social programs are not sufficient to address the scope of the problem. I.
