Allen Major Department: Fisheries and Aquatic Sciences I evaluated effects of the coverage of five aquatic plant species on fish community structure and abundance in Lake Izabal, the largest lake in Guatemala, which was recently invaded by a non-native aquatic plant Hydrilla verticillata. The objectives were to assess how hydrilla influenced littoral fish community composition and abundance. Fish were sampled from monotypic beds of five plant species including bulrush Scirpus carrizo, chara Chara phoetida, eelgrass Vallisneria americana, Illinois pondweed Potamogeton illinoensis, hydrilla Hydrilla verticillata, and areas with no plants. Bulrush, hydrilla and eelgrass were found in different densities and were sampled in low (<25%) and high (>75%) percent area coverage (PAC). Fish were sampled using block nets (0.01-ha) treated with rotenone in each plant type and PAC (N = 5 block nets per treatment) during June and July of 2004. Hydrilla had higher aquatic plant biomass relative to native species of the same PAC. Fishes from the family Cichlidae (7 species) viii had the highest species richness and highest biomass across all habitats sampled. Total fish species richness was 24, which ranged from 12-15 species and was similar across plant types in the littoral zone. Fish density did not differ significantly among plant types, but fish biomass was significantly different (P=0.01) among plant types with the hydrilla containing the highest fish biomass (186 kg/ha). Fish biomass was higher (P=0.02) in high PAC levels of hydrilla and bulrush than in eelgrass at either low or high PAC. Biomass of mojarra Cichlasoma maculicauda, which support the most important subsistence fisheries in the lake, was significantly different (P=0.01) among treatments and had the greatest biomass in hydrilla. Results of this study show that hydrilla provides suitable habitat for fishes in the littoral areas of Lake Izabal. Areas with hydrilla contained significantly greater biomass of fish compared to native plants or no-plants areas. Although hydrilla may cause problems for lake access and other uses, it is not likely detrimental to Lake Izabal fish community composition or total fish biomass, at levels of growth and coverage found in 2004. ix INTRODUCTION Excessive growth of aquatic macrophytes has caused serious problems in many lakes throughout the world (Canfield et al. 1985). Lake Izabal, Guatemala, has recently been colonized by Hydrilla verticillata, a non-native submersed plant. The hydrilla in Lake Izabal was first reported by anglers in 2000, and perhaps entered the system with hurricane Mitch in 1998. The plant is currently too widespread to be eradicated from the lake (Haller 2002). Hydrilla can quickly colonize and dominate systems where it is introduced because it grows rapidly, tolerates low light conditions, and inhabits water depths exceeding four meters (Langeland 1996). Light is often the most limiting factor prohibiting submersed plant growth (Canfield et al. 1985). Arrivillaga (2002) noted that 3 % of the Lake Izabal was covered by hydrilla in 2002, but the plant could potentially cover 10-15% in the dry season when light penetrates into deeper waters, due to increased water clarity. Allen and Tugend (2002) found that areas with dense macrophytes coverage (100 %) had lower

In the last decade, this process has strongly accelerated due to several factors, which made investment in land more attractive and resulted in sharply increasing land prices. In the 236 communities included in the field study, 30% of all peasant families have already sold their land, some of them hoping to escape poverty, others under often violent pressure from buyers mostly related to the drug trade, who are securing control over large territories. For lack of economic alternatives the landless families end up leasing plots for cultivation from their neighbours, working as day labourers on big cattle ranches or occupying land in the protected areas in northern Petén, with poverty and conflicts about resources on a steady rise. Value chain analysis shows that the conversion from small scale peasant agriculture to extensive livestock production reduces land productivity and diminishes local added value and employment, thus providing further arguments for changes in agricultural politics to halt or reverse the process.

Access to safe drinking water is one of the elements of this cycle that seems to influence mechanisms to get out of poverty. The complex nature of this cycle reveals how, inadequate water provision services, exacerbate the obstacles that individuals, households and communities (particularly women and girls) face to challenge inequality and social exclusion. Disenfranchisement is by no means inevitable, however, and there appear to be processes by which marginalized people are able to transform intangible resources—such as the ability to read, write, and speak the dominant language of society—into dignity and assets that are vital for their livelihoods. In this thesis, I explore the different ways in which two indigenous communities from the humid tropical forest of Eastern Guatemala manage to access water, and how that water access mediates and is mediated by their livelihood strategies. Qualitative and quantitative analyses based on fieldwork conducted in summer 2005 show how in one village, the combination of those intangible resources (particularly education, leadership and command over local and dominant languages), propels a positive feedback loop that links an improved water provision service to education.

    QUARTERLY REPORT Second quarter FY 2000 (No. 3) Guatemala Mitch Special Objective: Rural Economy Recovers from Mitch and is Less Vulnerable to Disasters Summary: U.S. grant assistance under the Hurricane Mitch Special Objective (SpO) is helping Guatemala’s rural economy recover from the devastation brought on by the hurricane while offering technical support and other assistance to help the rural communities both mitigate effects of the disaster and better prepare for future disasters. During the quarter ending March 31, 2000, USAID and its partners made tangible progress with reconstruction activities. Key Intermediate Results: (1) Disaster preparedness enhanced; (2) Agricultural productivity recovered on more sustainable basis; (3) Community disease prevention and control systems strengthened. A New Government in Guatemala and Implications for Mitch Reconstruction: Alfonso Portillo was inaugurated as President on January 14, 2000. While it was feared the wholesale change of officials throughout the government would momentarily suspend Mitch reconstruction activities, the new government proved to be quite nimble moving quickly to name most new high level officials. And once named, new ministers sought out meetings with Mitch donors as soon as possible. Key reconstruction ministries, including agriculture and health, in late January asked USAID to brief the new ministers and vice ministers on their respective portfolios including Mitch reconstruction. Hanging in the balance with the new officials at the Ministry of Agriculture was the prioritization and approval of U.S. Army Corps of Engineers designs for immediate construction, i.e., before the start of the 2000 rainy season in May-June. Any delay was hardly noticeable as the Minister and his staff rapidly decided on priority designs for the current dry season.

    Anything but a story foretold: Multiple politics of resistance to the agrarian extractivist project in Guatemala Alberto Alonso-Fradejas Abstract Sugarcane and oil palm agribusinesses are in the vanguard of an emergent project of agrarian capitalism in Guatemala, which is defined here as a financialized and flexible type of agrarian extractivism. Meanwhile, Maya-Q´eqchi´ residents of the northern lowlands believe that the changes in the labor regime, land relations and the agro-ecosystem that the expansion of these agribusinesses has brought threatens their subsistence in multiple and unfamiliar ways. Indeed, growing difficulties in dealing with (vital) grievances is leading many, even those who initially welcomed the corporate sugarcane and oil palm plantations, to transform their unrest into a practice of resistance. Elaborating on what is presented here as a multiple politics perspective, this article discusses the nature and character of such contemporary political dynamics of agrarian change. The forms, strategies, and practices of the two main and most antagonistic repertoires of contention are explored here: the one in “defense of territory” and the one in the promotion of the “agrarian extractivist project”. The tensions across and within multiple corporate, state and social actors who are pushing for, resisting, complying with, or operating at the most violent margins of the agrarian extractivist project are also examined. By assessing continuities and ruptures between current and previous cycles of contention around the control of land, water and other natural resources, this article stresses the often-forgotten lesson about trajectories of agrarian change not being a story foretold, but the product of multiple and dynamic politics.
