WARBSTOW & DISTRICT NEWS

TH 54 EDITION MARCH/APRIL 2015

HAPPY EASTER

Editorial. Crazy days, as the old saying goes: “if March comes in like a Lion it will go out like a Lamb”; let’s all hope so. As I type this there are 2 cms of hail in parts of the garden and brilliant sunshine! Changes are afoot: Western Greyhound are no more. The majority of their services have been taken over by Stagecoach South West but it has meant an upheaval to the bus timetables, particularly to Exeter from Hallworthy. The new service 410 Delabole to Launceston via Hallworthy doesn’t interconnect with the new Launceston to Exeter. Last bus from Exeter 19.10 now terminates at Launceston Westgate Street at 20.50 hrs. Check out the new and amended timetable for service 6A to replace 510, X9 and X10 on page 5. Our PAD fund raising is coming on apace. We are now at over £1,200 and are looking forward to the upcoming Fashion Show. The report of our successful quiz night is on page 10 and the details of the Fashion Show are on page 11. The organisers are looking for models to assist on the night, age and size not important. Contact Sue Halfpenny for details. Phil Uglow has reported on the latest Parish Council meeting on page 12 and Glenton’s County Council report is on page 14. Gill’s piece this week is on a contemporary poet Simon Armitage who we went to see a little while ago in Crackington. It’s on page 18. Audrey has reported on the Plough Sunday service which donated fifty pounds towards the PAD Fund on page 22. Many thanks to all who contributed. Lastly, why not help our feathered friends. Feeders, bird tables and bird baths should be scrubbed regularly to avoid passing on avian viruses. The committee would like to wish everybody a very Happy Easter.

WARBSTOW, EDEN AND DISTRICT YOUTH CLUB

This past month has been busy for Youth Club. We ventured out in January to enjoy free entry to the Eden project. Some of our brave young people went ice skating, for a nominal fee, and then most of us managed to get to the top of the tropical biome. We all felt we really conquered our fears then. Last Saturday some of us attended the open day of the new Air Ambulance. Youth club members had been invited as they have been fund raising for this good cause in the past. We had a chance to chat with one of the volunteers who was able to fill us in on all the reasons why we should continue to support them. Youth Club members would like to thank Eden Chapel for allowing us to use the minibus so we could stick together as a group. We would also like to thank our benefactors for donating the pool tables and for all those of you who have voted for the Youth Club in the Cornwall Community Cashback awards. Any money donated as a result will help us fund a trip to London for our young people. Alison

Much head scratching was the order of the day at our Quiz Night at the Community Centre on Saturday 31st January all in aid of the village PAD. Tesco kindly donated a case of wine and many others had generously donated raffle prizes. We raised the grand total of £176.50 on the night and added to our existing fund, after expenses, the total now stands at a little over £1,200. Many thanks to those who ventured out despite the risk of snow and ice and congratulations to Captain Margaret, Alison, Tatjana, John and Martin, the winning team. Thanks must also go to Gill, Thelma, Wendy, Ann and Ken who assisted with the quiz, organising the refreshments on the night and setting up and taking down the table and chairs.

WARBSTOW PARISH COUNCIL

Firstly I would like to welcome Paul Wood, from Trelash, who was co-opted onto the Warbstow Parish Council in January. This means that we now have a full complement of Parish Councillors. Since the last edition of the Warbstow and District Newsletter there have been two Parish Council Meetings, the last arranged at short notice to consider the planning application for a wind turbine at Churchtown Farm. This has highlighted the problem we have in communicating with residents and the need for us to develop a website that will keep you up to date with Parish Council activities. Paul Wood has kindly agreed to lead the development of the website with assistance from Christian Webb who also volunteered services. Thanks to both of you for this.

Community Centre Car Park Extension

The Community Centre Car Park is inadequate causing severe congestion in the village when larger events are held there. Glenton Brown managed to raise £1,000 towards extending the car park from the Cornwall Councillor’s Community Chest Fund. Unfortunately it became clear that even the cheaper option of covering the grass with Grass Protec Plastic Mesh was going to cost in excess of £8,000. After the £1,000 grant this still left at least £7,000 to be raised by the Parish. Reluctantly the Parish Council decided in January not to go ahead with the extension because there are more important projects that will require community support.

Warbstow Parish Plan

We are one of the smallest parishes in Cornwall, which means that there is a limit to the number and scale of activities that your Parish Council can undertake on your behalf. We have no delusions of grandeur, however, your Council is committed to protecting and enhancing the community through addressing our environmental, economic and social needs. This sounds like Civil Servant Goobledygook but what does it mean? We need your help to tell us what you consider to be important, the activities that you believe the Parish Council should be undertaking or those issues where we should be lobbying on your behalf. Cont….

Page 12

….. At the last Parish Council meeting the first draft of a Business and Strategic Plan for Warbstow was presented for consideration. This is the very first stage of its development and we are looking for your input to make it relevant to the parish and help us develop an action plan to achieve our objectives. The issues that the plan might consider include:  Condition of roads and roadside hedges  Protection of the rural environment  Rural Crime  Community Services – medical, dentist, etc.  Community Transport – buses, wheels for work, hospital transport Rural development and the need for affordable housing Play areas and facilities for the younger members of our community

Our aim is to develop an action plan that identifies the priorities for the community and set some achievable targets against which we can be monitored. At the same time we have to be realistic about what can be achieved with limited resources; I would therefore encourage people not to think “What can my Parish do for me?” but “What can I do for my Parish?” Together we might be able to make a difference.

Please email me if you would like to see a draft copy of the Business and Strategic Plan or if you just wish to make a suggestion, my email address is: [email protected].

I expect in recent weeks some of you have been reading about advancing the chase for Cornish devolution and I would like to just quote to you an extract from the Council Leader, Mr John Pollard, who said ”Seeking more powers for Cornwall is not new. We have been striving for autonomy for years. We have gained greater powers, skills and confidence over many years and I believe that now is the moment to lay our case before the people of Cornwall and then to

Government.”

Our revised priorities are Public Transport and Connectivity, Housing, Health & Social

Care, Energy, and Public Sector Efficiency.

I would then just make a further brief comment on what has been in the news, over recent weeks with the Cornwall Council’s very healthy looking reserves which are much greater than they were a few years ago and appear to have caught the eye of The Prime Minister, particularly his suggestion that we should be using this money in the course of our community expenditure during the year. However, it does need explaining that this healthy looking balance is very much committed and a percentage has to be held in reserve, for legal reasons, and is provided as a contingent local emergency fund. There- fore, the already committed monies from the reserves is £17 million being held for schools, Tamar Bridge, the Port Of Penryn and the Port of , with a further £64 million to meet agreed long term commitments of repayment costs for assets like school buildings and the PFI Projects that we are contracted to continue for several years yet.

£37 million is held to deliver specific projects funded by Government, £9 million held for the one off costs of cutting the budget by £196 million over the four year period and £5 million held for insurance purposes.

Now to more localised interest. You may well have read or heard of efforts being made over the last three or four years by our MP and local Councillors to get the NHS Dental Surgery reopened in Camelford. That opportunity was afforded us by the recent survey held and a decision will be made in accordance with the results of that survey as to whether it will be reinstated. I must point out that I had not realised until recently the reason we lost it was because of insufficient support! I therefore sincerely hope that as many of you as possible have been able to sign and support this cause so that we do get a good result. I trust we will soon be hearing the outcome of the survey.

Cont…..

Page 14

…..Finally, may I report to you the efforts over the last three to four years to try to improve parking facilities in Warbstow for the benefit of the school and Community Centre. I feel really disappointed that we have had to admit defeat on this issue. The original efforts revealed that a lot of fundraising would have to be held and this was thoroughly investigated. The alternative proposals presented to try and reduce costs amounted to more than was possible for us to meet, even with the self-help offered. My Community Grant that I would have given this year has now gone to other projects and of course next year’s will go likewise.

It appears the Parish Council’s precept is so low they would be unable to contribute the necessary financial support and the school was also unable to help. I do apologise to those people who may feel let down on this particular issue. I guess as the saying goes, “You can’t win them all”! However, if there are any local issues you want to discuss with me then please do not hesitate to contact me by telephone or by email.

POETS AND POETRY by Gill Brown

Simon Armitage

This month I am talking about another of my favourite poets namely, Simon Armitage who was born in Huddersfield, West Yorkshire and grew up in the village of Marsden. To some people he's the modern, accessible and unstuffy face of poetry whose writing combines slang with a sardonic wit. He is a master of wordplay with a keen ear for dialogue and memorable expressions.

Born in 1963, Armitage studied geography at Portsmouth University then completed an MA in social work at Manchester University. From there he researched the effects of television violence on young offenders and, like his father, pursued a career as a probation officer. Leading the vanguard of a new generation of poets in the early 1990s, Armitage won both critical and popular acclaim. His poems particularly bring to life the experiences of adolescence and his work has features widely in the school curriculum. The lively energy of his poetry is signalled by the titles of his collections like “Zoom!” and “Tyrannosaurus Rex Versus the Corduroy Kid”. In February 2011 he became Professor of Poetry at the University of Sheffield. He lives in West Yorkshire and is a lifeong Huddersfield Town fan and makes many references to supporting his local team in his book “All Points North”. In 2004, Armitage was elected a Fellow of the Royal Society of Literature and was appointed Commander of the Order of the British Empire (CBE) in the 2010 Birthday Honours. He is a vice president of the Poetry Society and a patron of the Arvon Foundation.

For the Stanza Stones Trail, which runs through 47 miles of the Pennine region, Armitage composed six new poems on his walks. With the help of local expert Tom Lonsdale and letter-carver Pip Hall, the poems were carved into stones at secluded sites. A book, containing the poems and an account of the work of Lonsdale and Hall, has been produced as a record of that journey.

I have chosen the following poem to illustrate Simon Armitage’s thoughtfulness about our understanding of humanity and all its complexities: Cont….

Page 18

About His Person

Five pounds fifty in change, exactly, a library card on its date of expiry.

A postcard stamped, unwritten, but franked,

a pocket size diary slashed with a pencil from March twenty-fourth to the first of April.

A brace of keys for a mortise lock, an analogue watch, self winding, stopped.

A final demand in his own hand,

a rolled up note of explanation planted there like a spray carnation

but beheaded, in his fist. A shopping list.

A givaway photograph stashed in his wallet, a keepsake banked in the heart of a locket.

no gold or silver, but crowning one finger

a ring of white unweathered skin. That was everything.

This poem is about how we construct a sense of people from just a few details. It is like a detective story with the reader constructing the character, his past life, and what has happened to him from a series of clues. Some of these clues are fairly easy to work out. We can, for instance, quickly guess that some important event was cancelled and that this man wasn't very happy about the fact but other clues remain questions Cont…..

Page 19

……….impossible to solve, questions remain unanswered.

'About his person' is the expression police use when they go through the items found on a dead body. However clever we may think we are, we can never work out exactly what happened nor can we really be sure about the man's character. The poem starts off as being fun, a game, a sort of intellectual puzzle, full of plays on words, or puns but the seriousness of the last few lines makes us think of this man as a real person, someone who has been found this way, all alone in the world, dead after some terrible act - probably of suicide. It makes us feel sympathy for him as a human being who has suffered.

In the end this seems to be what Armitage is saying: “we may be able to work out a lot, but other people always must remain something of a mystery to us”.

PLOUGH SUNDAY

Despite very cold weather, the tradition of blessing the plough on Plough Sunday went ahead as usual on the 11th January at Warbstow church. It was well attended by both Methodists and Anglicans of the local community and lead by Rev. Rob Dickenson. It was followed by a heart warming lunch of hot soup and pasties which most of our congregation stayed behind to sample. Thanks to all who helped, once again, to make this a successful occasion and to all who braved the cold to support us. Many of you have been supporting me by giving all your newspapers. Please keep them coming!!!!!!

I would like to also say PLEASE can I ask you NOT to give the shredded paper anymore. I have learnt quite recently that office paper is too sharp to use on hedgehogs as it cuts their legs (Like paper cuts). So just normal newspapers please!!!!

A massive thank you to everyone who pops by regularly to deliver but I rarely get to see you. Any wildlife in trouble emergency number 07508532811 or 01566 781671 24hr answer phone

Mothering Sunday

March 15

Today mothers are celebrating a very special occasion set aside for them. Although Mother's Day has different origins in other parts of the world, most have been influenced by an American tradition established by Ann Jarvis in 1868. She created a committee to establish a "Mothers' Friendship Day" in order to reunite families that had been divided during the American Civil War. Though Ann passed away before the celebration became popular, her daughter continued her mother's efforts and eventually a day was set aside to recognise the special contributions of mothers. Kate Douglas Wiggin, American educator and children's author, said "Most all the beautiful things in life come by twos and threes, by dozens and hundreds. Plenty of roses, stars, sunsets, rainbows, brothers and sisters, aunts and cousins, but only one mother in the whole wide world"

(Curiously the US celebrates Mothering Sunday in May! Ed.)

11th January Plough Sunday service at Warbstow Church. Always a popular event. Well supported, and congregation boosted by members from the local Methodists Chapels. Nice to welcome back Rev. Rob Dickenson, who accepted the invite to take the service. Usual soup, pasties and desserts appreciated. £50 from the collection money given to PAD

fund.

17th January "Beatlemania" at The Wharf, Tavistock. A great tribute

act.

31st January Quiz night at The Community Centre. A cold night, but

a good response. Funds for PAD fund.

January-February A couple of visits to Warbstow Bury. An amazing place to take grandchildren to let off steam! Lost one for a short time, playing hide and seek. He moved! Now, that was always known as another game, when I was a child, Hare

and Hounds, Finlay.

8th February Snowdrop Sunday at Pencarrow House, Bodmin. A perfect afternoon for a visit, in the winter sunshine, to see the

snowdrops.

17th February A day out in Exeter, taking the coach from Hallworthy. The current service ceases this month {Feb}, but is being taken over by another company, travelling from Launceston, with a feeder service going through Hallworthy to connect we

hope!

20th February Penpont Players pantomine, “The Man in the Moon”, at Altarnun. Very enjoyable. I recognised the voice of the "heckler", initials EW.
