Dear HDS Members,

There are different perspectives on “awards” across all sports. Some athletes feel awards are irrelevant to their training and not that important. Other athletes feel awards are an end in themselves. Most of us probably fall in the middle—awards provide tangible feedback that our training and hard work are successful and we are progressing in a positive direction.

The awards offered at HDS shows are evolving so that each show has something “special” to make it interesting for the competitors. At the HDS Summer Shows I&II in June, there will be a new Freestyle High Point ribbon and trophy offered. In addition, HDS will offer a Pro-Am Tournament for teams of 3 or 4 riders (1 Open rider and 2-3 Adult Amateur riders per team). The Pro-Am Tournament is designed to add FUN and inspire friendly team rivalries.

Riders and coaches should always check the “Awards” page of every HDS show prize list to see what the show is offering. Some of the opportunities require upfront planning before the show starts (breed awards, coach awards, Pro-Am team entries, etc.) so you don’t miss out. HDS wants everyone to participate in the various awards offered, if they are interested.

USDF Wants to Hear Your Stories! Have you had a particularly interesting or unique experience while serving as a member of competition management or as a competition official? If so, USDF would love to hear from you! “Saddle Sores” will be a column dedicated to the comedy of errors that can at times be the competition management experience. This column will be published within the USDF’s new online publication, YourDressage. Please e-mail your submissions here.

Regarding the Acceptance of Qualifying Fees for Ineligible Classes Effective January 1, 2016, a fee will be assessed for the acceptance of qualifying ride fees from competitors in classes that are not correctly listed as Great American/USDF qualifying classes in the prize list, and/or when an updated prize list pertaining to these classes is not sent to USDF. The amount of the fee is two times the class fee, plus two times the office fee, plus two times the qualifying fee for each horse/rider combination in each affected class. Half of each horse/rider combination fee collected will be paid to the affected horse owner by USDF. The USDF portion of the fee will be a maximum of $300 per competition. Materiale Championships New in 2016! Each Great American Insurance Group/USDF Breeders Championship Series Final competition will now be holding a materiale championship as well. One championship class will be offered for 3-year-olds, and one championship class will be offered for 4-and- 5-year-olds. USDF recommends offering at least two materiale classes, to provide competitors with opportunities to qualify for these championship classes. In order to provide opportunities for qualification, it is recommended that a competition offer at least one materiale class for 3 to 5 year-old fillies and mares, and one materiale class for 3 to 5 year-old colts, stallions, and geldings. Please review the USDFBC program rules for eligibility and qualification requirements. Questions?

Dressage Seat Rider Awards Now Offered! 13 Dressage Seat Equitation Rider Awards Now Offered! The new Dressage Seat Equitation Rider Award is available to junior/young riders, adult amateurs, and open riders who have a current USDF Group or Participating Membership. Give these riders another opportunity for recognition by offering dressage seat equitation classes at your competition!

Application to Apply for the Veronica Holt Dressage Technical Delegate Fund Now Available! If you are an “r” dressage technical delegate seeking promotion to “R” status, the Veronica Holt Dressage Technical Delegate Fund will be awarding its first grant in 2016! The deadline to apply for this grant is July 1, 2016, and the application can be found on The Dressage Foundation’s website.

The Dressage Aire Handbook Available for 2016 The Dressage Attire Handbook has been updated and is available for review on the USEF website. This handbook is an excellent educational and reference tool for technical delegates and competition management.

Reminder Regarding Recently Effective USEF Rules Please be advised of new USEF rules that have recently gone into effect: Fly hoods (ear covers) are permitted for all classes in order to protect horses from insects (USEF DR121.7). The crownpiece of the bridle must lie immediately behind a horse’s poll and may extend forward onto the poll, but it may not be fitted to lie behind the skull (USEF DR 121.2). FEI tests have a new scoring structure for every error of course (USEF DR 122.5.c). Please review the USEF Rule Book for potential additional rule changes and updates.

Dover Medal Class Must be Designated in Your Prize List! Competitions hosting the USDF/Dover Saddlery Adult Amateur Medal Program must designate a Second Level Test Three class, or applicable test of choice class, in their prize list as the Dover Medal Class. Failure to do so may result in the award not being recorded. Questions?

Signatures Required on All Membership Forms All membership and horse registration forms must be signed and dated by both the show secretary and the member or horse owner. Forms received without signatures and dates are considered incomplete, and will not be processed until the appropriate signatures are acquired.

When Holding Dressage Seat Equitation Classes Please be advised that, in order for USDF to record Dressage Seat Equitation rides, scores from these rides must be submitted to USDF within the competition results file. Additionally, in order for scores from Dressage Seat Equitation classes to count towards the USDF Rider Awards, these rides must be scored on the current USEF Dressage Seat Equitation scoresheet.

A Reminder Regarding Pony Measurement Per USEF DR 135.5, “At all competitions (including Levels 1-5) where pony tests, classes 14 or awards are offered and the official veterinarian is on call or on the grounds, the prize list must include the time period when the official competition veterinarian will be available to conduct measurements. Alternatively, when the competition veterinarian is on call and an alternative measurement time is necessary, management must receive a written request for measurement from the owner or agent at least five days prior to the start of competition.”

Inaugural HDS Pro-Am Tournament HDS Summer Show I Saturday June 11, 2016

Tournament Rules

1. All Pro-Am team members must be HDS members for the current membership year. 2. All Pro-Am team members must be entered in the HDS Summer Show I on Saturday, June 11, 2016. 3. A team can be 3 or 4 members with only 1 Open Division rider and 2 or 3 Adult Amateur riders. 4. Open riders can compete on multiple teams by riding a different horse on each team. Adult Amateurs can only compete on one team. 5. Each team must submit rider/horse team member names to the Show Secretary prior to the start of the show. 6. The top score at HDS Summer Show I (Saturday classes) for each of the top three team riders will be averaged for an overall team score (4 member teams will have a drop score). The Champion and Reserve teams will be those with the highest average scores. 7. Team names are encouraged. 8. Freestyles, Opportunity Classes, Para, Pas De Deux, Quadrille, Introductory Level, Young Horse (4-6 yr old) and Equitation classes are not eligible for the Pro-Am Tournament. 9. There will be an unmounted awards ceremony at the Saturday evening competitor party when HDS Summer Show I classes are finished. 10. Have FUN!!!!

Items of Note

 All equine farm owners who suffered significant damage from the Houston floods the week of April 18 can contact the USEF Disaster Relief Fund to see if they qualify for financial support. Go to USEF.org or to make a donation. USEF started this fund after hurricanes Katrina and Rita. It is funded through private donations

 The Houston Bar Association Animal Law Section is hosting an equine law seminar on June 2 at the Houston Police Department's mounted patrol facility. This is for interested horse owners, attorneys, stable owners etc. The topics will range from Libel and Slander in the horse world to avoiding problems when buying and selling horses. There will be a little something for everyone. More information will follow.

 New GMO officers review the GMO Handbook on the USDF Web site.  GMOs submit an updated list of officers to USDF office, with copy to Regional Director.  Nominations for Region 9 Teaching Excellence Award open for current year. Guidelines available on Region 9 Website.

February

 PM Delegate and Executive Board nominations open.  Feb 10 – Deadline for competitions – submit completed Regional Championships Host Site applications to Regional Director.  Feb 28 – Regional Board- current year regional travel budgets due to Region 9 Treasurer & Regional Director.

March

 March 1 – “Riders Declarations of Intent” to qualify for the NAJYRC are due to the USDF office. March 1 is the final postmark date for ‘Declarations of Intent” to be accepted with a $50 declaration fee. Postmarked declarations of March 2 through April 1 are accepted with a $300 declaration fee.  End of fiscal year for USDF & Region 9.

April

 April 1 – FINAL “Received by” date for the NAJYRC “Declarations of Intent” with fee.  April 15 – Deadline for PM Delegate nominations to the USDF office.  Mid to end of April - USDF Spring Executive Board Meeting.  April 30 – Applications to host a USEF Developing Programs and NAJYRC Qualifying Event is due to USEF by electronic submission. This is for competitions being held Jan 1 – Dec of the next year.

May

 Region 9 Omnibus Advertising Form available on Region 9 Website. Deadline for Omnibus ads is Sept 17.  May 1 – Nominations for Hall of Fame and Lifetime Achievement Awards to USDF office.  First week of May – Regional Championship sites announced.  Mid May – NAJYRC Entries in Principle due to USDF office for submission to USEF.

June

 June 1 – Online voting for PM delegates goes live on USDF Web site. For a paper ballot, request through the USDF office.  June 1 – Nominations for the Executive Board (President, Vice President, Secretary, Treasurer, Regional Directors and At-Large Directors) due to the USDF office. Positions on the Executive Board in which elections are held stagger depending on the year. Nominations may also be made from the floor of the BOG at the Annual Meeting.  June 1 – USDF Arts Contest opens. Youth & Adult.  Mid-June – NAJYRC nominated entries due to USDF office.  End of June – NAJYRC definite entries due to USDF office, including final stabling fees.  June 30 – Deadline to vote for PM delegates on the USDF Web site. Ballot must be returned to the USDF office, and postmarked no later than June 30.  USEF Rule changes proposed by individuals are due to USEF by June 1, and by Sept 1 if submitted by USEF committees or affiliate entities. Official USDF proposed rule changes are

22 generally voted on by the Executive Board and channeled to the USEF Dressage Committee. GMO Delegate Authorization Forms are mailed to eligible GMOs, to appoint representation for the end of year USDF Convention.

 July 1 – Nominations for Region 9 Teaching Excellence Award close – current year. All entries for the USDF Arts Contest must be received in the USDF office on or before July 1.  July 1 – Region 9 GMO Board Attendee- Regional Grant Application for Summer Meeting due to RD. Application on: www.usdfregion9.org  End of July – NAJYRC is held.  July 31 – GMO Reports, Regional Board Reports, & Regional Financial updates/ reports due to Region 9 Director, for inclusion in the Region 9 Summer Meeting packet.

August

These refund requests can be submitted to USDF April 1 through August 1 of the current membership year.  Aug 1 – Deadline to submit All-Breeds declarations to USDF.  Aug 15 – Deadline for Scholarship application for Youth to attend convention due to the USDF office.  Aug 31 – Deadline to submit Ruth Arvanette Memorial Fund Grant Application to the USDF office.  Aug 31 – Deadline to submit GMO Newsletter and Web Site Award nominations to the USDF office.  Aug 31 – Deadline for GMO and Youth and USDF Volunteer of the Year Award nominees due to the USDF office.  Aug 31 – Deadline for GMOs to return GMO Delegate Authorization form, appointing representation for the BOG meeting at the annual convention.

Motions to amend the Bylaws generally need to be in process no later than August in order to get through the system. A Bylaw motion to be considered by the BOG needs to be first submitted to the USDF EB and the Bylaws Committee for comment and review at least 60 days before the BOG General Assembly

 Check the USEF website for proposed rule changes affecting dressage.  Oct 15 – Deadline for members to submit to the USDF office, Year-End Award corrections, and corrections to scores earned in the previous competition year.

November

 Region 9 “Horse Person of the Year”, & Region 9 “Teaching Excellence Award” awarded at the Great American / USDF Regional Championship Show.  Nov 30 – Deadline for GMOs to submit final GMO roster for the current membership year. Rosters can be submitted through Nov 30 for either the current membership year or the following membership year, but must be clearly marked as to which year the roster applies.  Nov 30 – End of the USDF membership year. Region 9 Board – job description updates due to RD, and post on Region 9 Website.

December [End of Nov. – beginning of December – Adequan/USDF Annual Convention]

 Dec 1 – Initial GMO membership roster and matching dues are due in the USDF office for the following membership year. These are considered late if received after Dec 1 and late fees will be applied.  Dec 1 – GMOs must have their Annual GMO Affiliate Verification Form to the USDF office to remain listed on the USDF Web site.

Throughout the Year
