Primary Care Network (PCN) Contractor Update - November 2019

General Update

Although in many cases, PCNs are still establishing their objectives and structures, some have begun meeting and increasingly PCN Community Pharmacy Representatives (PCN CP Reps) are being invited to attend those meetings.

As you will read below, across the West region, there are still a number of PCN areas for which no PCN CP Rep has been appointed. Ensuring these posts are filled remains high priority for Community Pharmacy . If your pharmacy is within a PCN where there is no PCN CP Rep, then it is also a priority for you to identify a rep as without one, no pharmacy within the PCN will be able to claim the PCN Pharmacy Quality Scheme (PQS) points.

Pharmacy Quality Scheme (PQS) and PCNs

In summary, contractors who wish to claim for the PQS PCN domain will need to demonstrate that “On the day of the declaration, the pharmacy must be able to demonstrate that their pharmacy, and all of the other pharmacies within the PCN footprint who wish to engage with a PCN, have agreed a collaborative approach to engaging with their PCN. This approach must include agreement on a single channel of communication by appointing a named lead representative for all of the community pharmacies who wish to engage with their PCN in the PCN footprint.”

The two key elements are in italics, namely that all pharmacies take a collaborative approach and there is a named community pharmacy representative for the PCN.

Full details for the PQS PCN criterion can be found within the NHS guidance here. Further guidance on the PQS is available on the PSNC website here.

As you will be aware, Community Pharmacy West Yorkshire has sent numerous communications seeking volunteers to act as PCN CP Reps. In the majority of cases, volunteers have come forward enabling us to identify representatives for most areas and who are now in position to provide the ‘single channel of communication’ required. We have also created ‘Gaggle Groups’ (closed email groups) for each PCN area, to facilitate a ‘collaborative approach’ for engagement with the PCN. Please note – to access the PCN Gaggle Group you will need to use your pharmacy shared NHSmail account.

The information that will be required to make your PQS claim is located on our website at: http://www.cpwy.org/pharmacy-contracts-services/primary-care-network.shtml. Please note that this information may change and should therefore be confirmed at the time of making the PQS declaration between 3rd February 2020 and 28th February 2020.

Here you can identify your PCN, your PCN CP Rep, along with their pharmacy details and your Gaggle Group email address. As mentioned above, at this point in time, we have identified PCN CP Reps for most PCN areas. However, we are still seeking volunteers for the following PCNs.
