N pursuance and exercise of the powers conferred on him by section thirty-six of the Motor-vehicles Act, 1924 (hereinafter I referred to as" the said Act "), and of all other powers enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations in amendment of the regulations (hereinafter referred to as " the said regulations ") under the Motor-vehioles Act, 1924, dated the twelfth day of December, one thousand nine hundred and twenty.four, and published in the New Zealand Gau.tte on the same day at page 2943, and doth hereby revoke the regulations (hereinafter reftrred to as "the revoked regulations") relating to registration-plates, under the Motor.vehicles Act, 1924, dated the thirteenth day of May, one thousand nine hundred and thirty, and published in the New Zealand Ga!ette on the twenty-second day of the same month at page 16Rl.

REGULATIONS. 1. These regulations shall be read together with and form part of the said regulations. . 2. The registration-plates in terms of the said regulations for motor-vehicles for the licensing year commencing on the Istuay of June, 1931, shall be in the form of metal plates having a ground coloured black, and border and characters (whether letters or numerals) embossed and coloured orange, the plates, numerals, and letters being in the respective shapes and sizes indicated in the Schedule (hereinafter described as "the said Scnedule") to the revoked regulations save that the two dots separating the hundreds digits from the thousands digits shall be replaced by one centrally placed triangular-shaped mark also coloured orange. 3. Thtl registration. plates for motor· vehicles other than motor· cycles shall comply with the following requirements :­ (a) Plates for attachment to motor-vehicles for which no other form is required by these regulations shall be in the form marked A in the said Schedule. (b) Plates issued to manufacturers and dealers in motor-vehicles in terms of section 18 of the said Act shall be in the form marked B in the said Schedule. (e) Plates for attachment to motor·vehicles exempted from license fees in terms of section 11 of the said Act (other than motor-vehicles the property of the Crown) shall be in the form marked C in the said Schedule. (d) Plates for attachment to motor-vehicles the property of the Crown shall (unless permission to the contrary is obtained in such manner aa may be prescribed by the Minister of Transport) be in the form marked D ill the said Schedule. (e) The numerals for such plates shall in all cases be as indicated respectively in the forms marked A, B, and C, in the said Schedule. 4. N pursuance and exercise of the powers conferred on him by the Educa­ I tion Act, 1914, and the amendments of that Act, and of all other powers enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend the regula­ tions relating to training colleges, probationers, public schools (salaries, grading, staffing, etcetera), manual and technical instruction, agricultural bursaries, engineering bursaries, and architectural bursaries, in the manner set forth in the Schedules hereto; and with the like advice and consent, doth prescribe that, except where stated to the contrary, this Order shall come into force on the firRt day of May, one thousand nine hundred and thirty-one.

SCHEDULES. FIRST SCHEDULE. TRAINING COLLEGES. THE regulations relating to training colleges made by Order in Council dated 13th December, 1926, and amended by Orders in Council dated 13th April, 1927, 22nd August, 1927, 13th December, 1927, 29th October, 1929, and 13th January, 1931, are hereby further amended as from the 30th day of March, 1931-':'" (1) By deleting from subclause (2) of clause 11 the word~ "with the fees," and substituting therefor the words" with such amount as may be approved by the Minister towards the payment of the fees." (2) By deleting from the same subclause where they occur the figures " £80" and substituting therefor the figures " £85." SECOND SCHEDULE. PROBATIONERS. THE regulations relating to probationers made by Order in Council dated 22nd March, 1926, and subsequently amended by several Orders ill Council, are hereby further amended as from the 30th day of March, 1931, by repialing subclause (1) of clause 7 and substituting therefor the following:- " The salary payable to a female probationer shall be at the rate of £80 per annum and to a male probationer at the rate of £85 per annum."

THIRD SCHEDULE. PUBLIC SCHOOLS: SALARIES, GRADING, STAFFING, ETC. THE regulations relating to public. schools (salaries, grading, staffing, &c.) made by Order in Council dated 12th January, 1925, and subsequently amended by several Orders in Council, are hereby further amended as follows :- (1) By repealing subclause (1) of clause 9. (2) By deleting from subclause (2) of clause 9 the words" or in a district where living-conditions are difficult shall," and by suhstituting therefor the word" may." ,(3) By repealing clause 41, and SUbstituting therefor the following:- "41. (1) The Board may from time to time appoint suitable persons as relieving teachers, but in general no uncertificated teacher or superannuated teacher shall be employed if a suitable registered certificated teacher is available. - " (2) No relieving teacher shall be appointed to fill a vacancy on the staff of any school for a period of less than four weeks if in the opinion of the Senior Inspector the remaining staff can conduct the school in a satisfactory manner: " Provided that no relieving teacher shall be appointed to a Gradp, I school for a less period than two complete weeks or to a Grade II school for less than one week. Precipitation at Karori RMel'Toir, near Kelburn, the greater part of which fell at night, was 15 per cent. above the mean of previous years. Total bright sunshine, 251·9 hours, 65 per cent. of the possible, and one sunless day. Lightning was seen on the 12th. Mean·dewpoint 51.5°; and mean vapour pressure, 0·381 in.

SUMMARY FOR THE MONTH OF JANUARY, ]931. General.-Conditions as regards crops and pastures underwent a considerable improvement during January owing to the increased rainfa.ll. Even where the total precipitation was below the average and the soils were deficient in moisture, considerable relief was brought by the general rains which accompanied several of the storms. Much of the vegetation erhibited springlike features for a second time this season. On the whole the month was very stormy and wet. There was an unusual persistence of strong north-west or westerly winds, such as are usually characteristic of thelate spring monthB. Temperatures were below normal, especia.lly in western districts. RainlaU.-The month was a very wet one for most of the western diRtrictR, but particularly so on the West Coast and the high oountry of the South Island. In Southern Westlrmd it was perhaps the wettest January on record. Several stations received over 40 in. Less than the normal fall was experienced in the northern part of the Auckland Peninsula, theea.stern side of the Coromandel Peninsula, from the eastern portion of the Bay of Plenty down the east coaSt of the North Island to Hawke's Bay and the Wairarapa, in North Canterbury, and on the Canterbury Plains. Everywhere else the rainfall was in excess of the normal, an(~Lin most places markedly so. Temperat1tre.-Except in the northern and east coast districts of the North Island temperatures were below the previous average. Owing to the Fohn efleot, or warming of the westerly winds as they crossed the ranges, eastern districts generaJly were, relatively, considerably warmer than western districts. At Wellington and on the west coast of the South Is~ the amounts by which the mean temperatures fell below the January average have seldom been exceeded. A few froat8 were experienced during the month, one on the 17th at Christchurch being the severest ever recorded in January. Storm SyBlema.-As would be anticipated from the foregoing remarks, weather of the westerly type prev&iJed throughout the greater part of the month. There were a number of rather severe depressions and most of them were accompanied 11y several" seoondaries." Anti-cyclones, on the other hand, passed ma.inly to the north of New Zea.land. Consequently, though there was much fine weather with hot and dry winds in eastern distriots. in those with a westerly aspect fine spells were few rmd of short duration. The month was generally regarded as a very unpleasant one for the time of year. ------~------~.-

Depressions of the westerly type and of considerable depth passed on the 3rd, 7th, 9th, 15th, and the 19th to 21st, each bringing rain to the greater part of the Dominion, with many heavy fa.lls, On the 3rd, north,westerly gales were experienced at many places, being particularly severe in Wellington and Canterbury, . .On the 12th.a moderate cyolone crossed the South Island, bringing heavy rain especially to the North Island. South. westerly gales followed on the 13th, Again, in the depression of the 21st, a slight low.pressure centre developed, this time crossing the North Island, where there were many very heavy rainfalls, Some flooding occurred, also, between Reefton and Greymouth, On both the 12th and the 21st sudden and very heavy downpours caused flooding in Auckland City, The last depression also was cyclonic and crossed the South Island on the 27th. The most general rains experienced during the month were associated with this depression, particularly on the 27th, Rather severe floods occurred in Westland, As the- storm passed eastwards, southerly gales and cold weather prevailed between the 28th and the 30th. On the 28th there were severe hailstorms in the Nelson district and a small tornado occurred at Riwaka, EDWARD KIDSON, Director,
