Appendix A Maintenance Schedule…………………………………………………………. ……Appendix B Kentucky Reciprocal Preference…………… ………………………………………….Exhibit A Affidavit Resident Status ……………………………………………………………… Exhibit B 10-24-18 I-1 INVITATION TO SUBMIT PROPOSALS LOUISVILLE REGIONAL AIRPORT AUTHORITY Sealed Proposals will be received at the Louisville Regional Airport Authority (the “Authority”) Maintenance Administration Office and Support Services Building, 4320 Park Boulevard, Louisville, Kentucky 40209 for the following: JET BRIDGE MAINTENANCE, INSPECTION & REPAIR SERVICES Mandatory Pre-Proposal Meeting and Site Inspection October 30, 2018 at 10:00 a.m. Written Questions or Comments Due: November 2, 2018 by 2:00 p.m. Proposal Due Date: November 13, 2018 at 2:00 p.m. The Authority is soliciting proposals from qualified proposers to enter into an Agreement for the exclusive right and privilege, with certain exceptions, to provide ongoing Jet Bridge Maintenance, Inspection and Repair at Louisville International Airport (the “Airport”) for a term of two (2) years. The Authority is seeking a Contractor to perform scheduled maintenance, annual inspections and recommended repair of existing Jet Bridge Units (“Services”). The requested services are key to the Authority in providing reliable passenger exiting and boarding activities on flights arriving/departing from the Airport. The scope of Services shall consist of scheduled maintenance, inspections and approved repairs for Twenty Four (24) Jet Bridges of various manufacturers as defined in Appendix A. The Systems have been in operation dating back as early as 1989 and consist of both original and re- manufactured units. Services are to be provided as a total performance contract with the Contractor assuming responsibility for full maintenance, inspection and repairs of the existing Jet Bridge Systems without exception. Maintenance and inspections shall be provided in accordance with established procedures and schedules in compliance with Appendix B. Recommended repairs shall be provided by the contractor to the Authority in writing for approval prior to repair. All maintenance, inspections and repairs shall be performed between the hours of 7:00 a.m. to 3:30 p.m. Proposal Documents may be obtained through the Authority’s website at www.flylouisville.com beginning October 24, 2018. The Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat., 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non-discrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all Proposers that it will affirmatively insure that in any Award made pursuant to this advertisement, Disadvantaged Business Enterprises (“DBEs”) will be afforded full opportunity to submit Proposals in response to this invitation and that no Proposer will be discriminated against on the grounds of race, creed, handicap, color, religion, sex or national origin in consideration for an Award. The Authority reserves the right, to the extent the Authority deems necessary or desirable in its sole judgement, to waive any informality or irregularity in any Proposal, Irrevocable Bank Letter of Credit or Surety Bond, to negotiate for the modification of any Proposal, to accept that Proposal which, in the Authority’s sole judgement, is deemed the most desirable and advantageous to the Authority even if such Proposal does not offer the highest monetary return to the Authority, to reject any and all Proposals, or to re-advertise for Proposals. I-2 The Authority has a No Contact Policy which prohibits communications or contact by Proposers or its representatives directed at the members of the Authority’s Board, its employees, its consultants or its other representatives concerning the subject of the proposal documents except where permitted by the proposal documents. I-3 DEFINITION OF TERMS JET BRIDGE MAINTENANCE, INSPECTION & REPAIR SERVICES FOR LOUISVILLE REGIONAL AIRPORT AUTHORITY Whenever the following terms are used in these Proposal Documents, or in any other documents or instruments pertaining to the Operation of the System where these specifications govern, the intent and meaning shall be interpreted as follows. All terms may not be used/applicable to this document. ADVERTISEMENT: The Invitation to Submit Proposals for the provision of the Service to be awarded. AGREEMENT: The document to be entered into by the Authority and the Company, which together with the Proposal Documents constitutes the basis for providing the Service. AGREEMENT DOCUMENTS: All written material covering the Service to be provided. The Agreement Documents shall include, but are not limited to the following: the Cover Page; Invitation to Submit Proposals; Definition of Terms; Instructions to Proposers; General Conditions; Proposal Form; Proposer’s Experience and Qualifications Questionnaire; the Bid Bond and Performance Bond; Bid Guaranty; insurance certificate(s); any attachments; any addenda; and the Agreement and/or Purchase Order. AIRPORT: Airport means Louisville International Airport in Louisville, Kentucky. AIRSIDE BUILDING: The facility on the Airport used for the enplaning and deplaning of airline passengers. AUTHORITY: The Louisville Regional Airport Authority acting through its duly authorized representatives. AWARD: The acceptance, by the Authority, through formal action of its Board or duly authorized Executive Director, of the successful Proposer’s offer to provide the Service. BANK LETTER OF CREDIT - IRREVOCABLE: The irrevocable letter of credit issued by a commercial bank, and in a form, satisfactory to the Authority in its sole discretion, drawable in Jefferson County, Kentucky, and issued for the account of the Authority and provided in lieu of a Surety Bond. CALENDAR DAY: Every day shown on the calendar, including Saturdays, Sundays, and holidays. COMPANY OR CONTRACTOR: The individual, partnership, joint venture, firm, limited liability company, corporation or other entity to which the Award is made and which is liable for providing the Service in conformance with the Agreement Documents. T-1 DISADVANTAGED BUSINESS ENTERPRISE (DBE): A for-profit small business concern, as defined by paragraph 26.5, 49 C.F.R. Part 26, which is majority owned and managed by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which the majority of the stock is owned by one or more such individuals. LANDSIDE BUILDING. That facility on the Airport used primarily for airline ticketing activities, passenger baggage claim and principal passenger convenience Systems and services. PAYMENT BOND. The approved form of security furnished by the Company, or its Surety, as a guaranty that the Company will pay in full all bills and accounts for materials, supplies, rentals and labor used in or on the improvements constructed or furnished by the Company, including Kentucky Unemployment Insurance contributions as provided by KRS 341.317. PERFORMANCE BOND. The approved form of security furnished by the Company, or its Surety, as a guaranty that the Company will provide the services in accordance with the terms of the Proposal and Agreement Documents. PROPOSAL. All required submissions contained in the written offer of the Proposer, submitted on the attached Proposal Form, to provide the services in accordance with the provisions of the Proposal Documents. PROPOSAL DOCUMENTS. Shall be defined and have the same meaning as Agreement Documents. PROPOSER OR BONA FIDE PROPOSER: Any individual, partnership, firm, joint venture, limited liability

From a sustainable point of view, a faster completion of the boarding process has impact not only on the airline company’s long-term performance, but also on customers’ satisfaction and on the airport’s possibility of offering more services without additional investments in new infrastructure. Considering the airplane boarding strategies literature, it can be observed that the latest papers are dealing with developing faster boarding strategies, most of them considering boarding using just one-door of the aircraft. Even though boarding on one-door might be feasible for the airports having the needed infrastructure and sufficient jet-bridges, the situation is different in European airports, as the use of apron buses is fairly common. Moreover, some of the airline companies have adapted their boarding pass in order to reflect which door one should board once they get down from the bus. While using these buses, the boarding strategies developed in the literature are hard to find their applicability. Thus, a new method for boarding on two-door airplanes when apron buses are used is proposed and tested against the actual boarding method.

For many airlines, social distancing has reduced airplane capacity by one third as a result of keeping the middle seats empty. Additionally, social distancing between passengers traversing the aisle slows the boarding process. Recent literature has suggested that the reverse pyramid boarding method provides favorable values for boarding time and passenger health metrics when compared to other boarding methods with social distancing. Assuming reverse pyramid boarding with the middle seats unoccupied, we determined the number of passengers to include in each of three boarding groups. We assumed that passengers use a jet-bridge that connects the airport terminal to the airplane’s front door. We used agent-based modeling and a stochastic simulation to evaluate solutions. A full grid search found an initial good solution, and then local search optimization determined the best solution based upon the airline’s relative preference for minimizing average boarding time and minimizing risks to previously seated passengers from later-boarding, potentially contagious passengers breathing near them.

    Norwegian Boeing 787-8/9 Dreamliner NOR 2018-18 – V02 – 09JUL18 – 787 Briefing Aircraft Construction Materials The Boeing 787 makes greater use of composite materials in its airframe and primary structure than any previous Boeing commercial airplane. Undertaking the design process without preconceived ideas enabled Boeing engineers to specify the optimum material for specific applications throughout the airframe. The result is an airframe comprising nearly half carbon fiber reinforced plastic and other composites. This approach offers weight savings on average of 20 percent compared to more conventional aluminum designs. Selecting the optimum material for a specific application meant analyzing every area of the airframe to determine the best material, given the operating environment and loads that a component experiences over the life of the airframe. For example, aluminum is sensitive to tension loads but handles compression very well. On the other hand, composites are not as efficient in dealing with compression loads but are excellent at handling tension. The expanded use of composites, especially in the highly tension-loaded environment of the fuselage, greatly reduces maintenance due to fatigue when compared with an aluminum structure. Titanium can withstand comparable loads better than aluminum, has minimal fatigue concerns, and is highly resistant to corrosion. Titanium use has been expanded on the 787 to roughly 14 percent of the total airframe. Airlines carried approximately 10.2 million disabled travelers. This means about 5% of our passengers have some level of disability. Keep in mind, an individual may also be considered temporarily disabled after a recent surgery or suffering a broken limb. When traveling by air, disabled passengers look for the same level of service as their fellow travelers. Your job is to focus on meeting the needs of our passengers, regardless of their abilities. Surveys indicate the services most important to passengers with disabilities are: •An accommodating staff •Guaranteed preferred seating •Employee assistance during check-in and arrival Passengers with Disabilities Disabilities will vary and may include: Physical – Paraplegia, Cerebral Palsy, Quadriplegia, Hemiplegia or Disfigurement Sensory – Hearing, Vision or Speech Intellectual – Downs Syndrome, Emotional Illness or Mental Illness What can you do? When approached by a passenger with a disability do not identify them by their disability or refer to them as a “wheelchair passenger”. Each person has special needs and your job is to help determine those needs. Never assume you know exactly what to do, always ask first. TRB Aviation Group Committees Comments: AIRCRAFT/AIRPORT COMPATIBILITY: Jetways, APUs, and preconditioned air systems are separate pieces of equipment, and may be owned by individuals as opposed to airports. Perhaps this area of study is best left to the vendors, although tracking of O&M could be an element of overall airport asset management. AVIATION SECURITY AND EMERGENCY MANAGEMENT: The research problem points to work already done in this area with regard to ASHRAE standards and FAA's lack of regulation in this area. The concern seems to be largely regulatory in nature and not specifically a research concern. It remains unclear if there is a need to pursue new standards given that general assessment of the current situation is that existing standards are not followed. Additional thought for consideration: This study addresses conditioned air (hot/cold) supplied to airline aircraft parked at a jetway [aka passenger loading bridge; aka jet bridge]. The air handler affixed to the loading bridge provides the conditioned air to the aircraft via 12”- to 18”-diameter flexible pipe/duct which is manually attached by ground crew to the parked aircraft. Ownership of loading bridges at US airports is 5/6th airport and 1/6th airline (proposer’s figures). The proposer is asking to survey the US to determine the condition and dedicated maintenance of all of these air handler units, associated parts, and the loading bridges themselves.
