NOTICE OF INTENT TO IMPOSE AND USE PASSENGER FACILITY CHARGES (PFC’S)

The Fort Wayne-Allen County Authority (the Authority) intends to file a new application with the Federal Aviation Administration (FAA) to impose and use additional PFC’s at Fort Wayne (the Airport). In addition, the Authority intends to amend two previously approved applications, reducing the amount collected on the original applications from $28,608,457 to $20,717,975.

New Projects: In its application to the FAA, the Authority intends to impose and use $4,110,000 in PFC’s to pay the allowable costs for the following additional projects with estimated PFC’s enclosed in parentheses: replace Jet 8 ($750,000); upgrade ARFF Vehicle’s Snozzle Controls ($55,000); upgrade the Public Address System from analog ($35,000) to digital; two Snow Removal Vehicles with Plow and Mid Mount Broom Attachments ($1,350,000); Snow Broom ($550,000); replace Jet Bridge 7 ($750,000); purchase a Commercial Aircraft Deicer ($270,000) to handle regional jets and all single aisle aircraft; upgrade Shared Use Infrastructure Technology Environment equipment ($150,000); and a Terminal Building Planning Study ($200,000).

Project Justifications: The Upgrade of the Public Address System to Digital involves replacing individual analog microphone stations to digital because the current analog system is no longer supported by the manufacturer. These stations are located in areas accessible to the public and are used not only to broadcast flight information, but also to broadcast emergency and security messages. The Authority will engage a consultant to complete the Terminal Building Planning Study. The deliverable will be a set of planning recommendations for any needed terminal modifications in the future. The Commercial Aircraft Deicer will be purchased for use by the when it begins operating the Airport’s fixed based operations in January 2016. This equipment will be used to service aircraft using Fort Wayne International Airport. The ARFF vehicle Snozzle Controls upgrade is a kit that will upgrade all the electronic controls to the most current generation. Our current Snozzle is first generation and is no longer supported by the manufacturer. The purchases of the two Snow Removal Vehicles with Plow and Mid Mount Broom Attachments and Runway Snow Broom are necessary to maintain safety and capacity during snowfall events, and to ensure compliance with FAA Advisory Circular 150/5200-30C. The replacement of Jet 7 and 8 is necessary to preserve the safety of all passengers. Shared Use Infrastructure Technology Environment equipment is available for use by multiple in the gates and related areas, and promotes enhanced competition among airlines. It is eligible under the gates and related areas eligibility provisions in 49 USC 40117(a) (3) (F). More detailed project justifications are available upon request.

PFC Level and Charge Dates: The PFC level for each of these projects is $4.50 per passenger enplaning at the Airport. The proposed charge effective date for the additional projects is October 1, 2014, and the estimated charge expiration date for all projects is November 1, 2017. These dates are being used for planning purposes and are subject to change. The Authority anticipates collecting an estimated total of $24,827,975 including two projects previously approved on April 5, 1993: Terminal Expansion and Renovation, and Loop Access Road and Parking Improvement projects; and including five projects previously approved on October 21, 2005: Aircraft Rescue and Firefighting Vehicle, Snow Blower, Two Snowplows, and a Deicer Collector. Public Comment: The Authority welcomes the public’s comments and support for these projects.
