Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 5 Greetings from Blair McIntosh, Chef de Mission

On behalf of Team Ontario, congratulations on being selected to represent the province at the 2015 Jeux du Canada Winter Games in Prince George, British Columbia .

As a member of Team Ontario you join the hundreds of athletes who before you, have worn the Ontario team colours and represented the province with pride, dignity and class . Many of our athletes have gone on to make a name for themselves in international and professional competition and in doing so, have helped to put Ontario on the sports map .

At the Canada Games, Ontario athletes have consistently achieved outstanding results in this high profile, national multi-sport event . While there is much emphasis to achieve success on the field of play, it is equally important for us to continue to be leaders in fair play and respect for others off the field of play . This winter in Prince George, we all look forward to more fun and success .

Your Mission Team has committed a tremendous amount of time and effort on your behalf in preparation for these Games . I hope our hard work allows you to concentrate on competing to the best of your abilities and that you will enjoy your Canada Games experience to the fullest .

It is my honour to lead you in pursuit of the Canada Games Flag as the Chef de Mission .

Together, let’s make Ontario proud!

Yours in sport,

Blair McIntosh Chef de Mission Team Ontario

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 6 Background

The Canada Games began in 1967 as a centennial project and are held every two years, alternating between summer and winter games . The Canada Games are hosted on a rotational cycle as agreed upon by the federal/provincial/territorial ministers of sport .

The Canada Games are a national multi-sport competition for Canadian amateur athletes at the “train to compete” level . Each province and territory’s team consists of its best “up and coming” athletes in their respective sports . Athletes are at the provincial level and are pursuing development towards national and international competitions . Athletes who have already attained national level status do not compete in the Canada Games .

Over a two week period, more than 4,000 athletes, coaches, managers and Mission Staff will participate in the Canada Games . Team Ontario has a team of approximately 350 athletes, coaches and managers at the winter games and approximately 450 at the summer games .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 7 Upcoming Canada Games

The following Games and the host province or territory have already been determined:

: Winnipeg, : Red Deer,

Communities begin the bid process for the Games six years in advance of the actual event and the Games are awarded five years in advance . The Canada Games Council establishes the bid procedures and requirements which provide details on the sports and facilities and the financial framework for the Games . The host provincial or territorial government nominates up to three municipalities as potential host cities . If more than three municipalities are interested in bidding for the Games, a process to short-list those communities must take place .

The Canada Games Council develops a final evaluation report and the recommendation is forwarded to the Minister of Sport . Ontario has hosted the Canada Games twice, in 1981 in Thunder Bay and in 2001 in London . Ontario will host the 2025 Canada Summer Games .

Host Society

The community that is awarded the Canada Games must create a host society . The host society is a temporary organization that is incorporated as a non-profit organization for the purpose of planning, managing and delivering the Canada Games . www .canadagames2015 .ca

The host society may then form committees to assist with the organization and staging of the Canada Games . The host society is comprised of hard working persons from the community, both volunteers and paid staff . The host society is governed by a Board of Directors . For more information on our 2015 Canada Winter Games Host Community please go to the Team Ontario website www .TeamOntario .ca and select Prince George under the Related Pages section .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 8 Canada Games Council

The Canada Games Council is the governing body of the Games . It is an incorporated, private, non- profit organization responsible for the governing and ongoing development of the Canada Games . It is responsible for the policies and procedures that guide the preparation and staging of these Games . They are also responsible for selecting the sports that will participate at the Games in collaboration with the Sports Committee .

As the Canada Games moves from one host community to the next, the Games Council provides the continuity, leadership and support to host societies in key areas such as sport technical, organizational planning, ceremonies and protocol, marketing and sponsorship .

Sport Alliance Ontario

The Sport, Recreation and Community Programs Branch of the Ministry of Tourism, Culture and Sport assigned the co-ordination of the Games program to the Sport Alliance Ontario in 2003 . www .sportalliance .com

Sport Alliance Ontario is responsible for the:

• appointment of the Chef de Mission, Assistant Chefs and Mission Staff; • establishment of the policies and procedures regarding Team Ontario; • liaison with provincial sport organizations, the host society and the Canada Games Council; • provision of the ceremonial uniforms to athletes, coaches, managers and Mission Staff; • administration of the Team Ontario budget .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 9 Provincial Sport Organizations - (PSOs)

Team Ontario

Team Ontario athletes will not incur any costs as a member of Team Ontario . *Please note that PSOs may have additional sport specific costs associated with participation . Through the Ontario Ministry of Tourism, Culture and Sport, the Government of Canada and the host society of Prince George, B .C . each athlete will be provided with the following; • Return transportation from Toronto; • Accommodation and meals at the Canada Games; • A ceremonial uniform; • Transportation to all sport venues; • Admission to all Games events including opening/closing ceremonies .

As a member of Team Ontario you will be expected to: • Contribute to a cohesive and supportive team environment so that all athletes can perform to the best of their ability; • Fully support, attend and participate in all Canada Games and Host Society events that apply to you; • Exhibit exemplary behaviour, sportsmanship and tolerant attitude toward your fellow competitors, coaches, officials, volunteers and the citizens of Prince George; • Serve as ambassadors of Ontario .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 10 Mission Staff

A truly unique characteristic of the Canada Games is the Mission Staff . Each Ontario sport team is assigned one Mission Staff who is dedicated to that sport . Mission Staff are your liaison between the host society and the sport team . They provide valuable Canada Winter Games information to team managers and athletes prior to, during and after the event . For example, Mission Staff can provide you with details about ceremonial uniforms, accommodation, transportation to and from Prince George, parent’s reception, pep rallies and mandatory training . If you have a question, ask your Mission Staff first!

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 14 Equipment and Luggage Each week at the Canada Games almost 2,200 athletes, coaches and managers arrive with their equipment and luggage . In order to keep these to a manageable amount, the Canada Games Council has created an equipment and personal luggage allocation .

Every participant is allowed one personal piece of luggage and in addition each sport has very specific team and personal equipment allowances . These lists will be provided to you by your team manager and should be read carefully as some are quite different from national championships . Specific luggage tags for each piece of luggage will be provided to you . If your bag does not have a tag, it will not get to Prince George .

Team Ontario Accommodation All athletes, coaches and managers will be housed in hotels in downtown Prince George in the Athlete’s Village . In order to accommodate all participants, many rooms will have bunk beds housing 4 – 6 athletes per room depending on room size . Team Ontario athletes will be segregated by gender and wherever possible teams will be roomed together . Coaches and managers will be housed with other Team Ontario coaches and managers . All athletes must reside in the Athlete’s Village throughout the Games .

Mission Staff will inspect each room for pre-existing damage and will do another inspection at the end of the week . Any new damages will be charged back to the team member’s PSO . Please respect your accommodation and if accidental damage does occur, please report it to your team manager as quickly as possible .

Only personal equipment as deemed by Canada Games Council may be kept in athletes’ rooms . The rest of personal and team equipment will be held at a central storage area either in the Athlete’s Village or at the competition venue . Please refer to personal equipment list link below for further information .

Team Ontario is unable to provide or recommend accommodation for friends and family in Prince George . The Host Society website has information about the home stay program, B&Bs and hotels . Family and friends are recommended to check out the Home Stay program at: http://www . teamontario .ca/page/show/704470-tickets-and-lodging

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 15 Food Services Most host societies provide a “grazing” menu for food services . Athletes can eat at the dining hall any time from 6:00 a m. . to 10:00 p .m . for cereal, salad, fruit, bagels, etc . and during set meal times for hot entrees . Athletes can expect long line ups at various times especially in the first 24 hours of arrival and on their last day in the village prior to departure for home .

Any athlete that has a food allergy must ensure that they include this information in their registration and inform their team manager .

Absolutely NO food is allowed out of the cafeteria . No bags or knapsacks are allowed in the cafeteria but there is a bag check in place . Remember to add in time for handing in and retrieving bags, or alternatively leave them in your room .

Ceremonial Uniforms Team Ontario will provide athletes with a ceremonial uniform to be worn for designated events and activities throughout the 2015 Canada Winter Games . Because uniforms are ordered in advance of athlete selection, there will be some uniforms that fit and some that don’t .

Team Ontario truly wants every athlete to have a uniform they feel good in and are proud of, but we do not provide tailoring services . Athletes will receive their ceremonial uniform in advance of the Games so please try on your uniform to determine what items don’t fit and may need to be exchanged or traded in advance . For example, if you have three XXS uniforms and are looking for three XLs, Team Ontario will have a forum to post this information . Keep in touch with your team manager who will have the best knowledge of who might have uniforms to trade . As a last resort, at the Canada Games there are some opportunities to exchange unworn, un-wearable uniforms .

Athletes please note that the Team Ontario ceremonial uniform is NOT to be worn prior to departure for the Canada Games.

All athletes must bring their entire uniform to the games, as there are occasions when all Team Ontario members must wear the same outfit. Athletes will be informed by their respective team managers which uniform pieces are to be worn for travel.

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 16 Packing List You will need to bring your own personal items to Prince George . All Team Ontario Members are requested to sign the Team Ontario Member Agreement when they register as part of Team Ontario .

Code of Conduct & Discipline As part of this agreement, athletes are asked to read and review the Team Ontario Code of Conduct which outlines both minor and major code of conduct violations . Minor infractions are usually dealt with by coaches and managers . These minor infractions are reviewed by the Team Ontario discipline committee if repeated or if identified as a major infraction .

It is extremely important for all team members to know that discipline at Canada Games is reported to your respective PSO and can have major impacts on a coach, manager or athlete’s future in their sport .

Please refer to Team Ontario website Code of Conduct link for more information about infractions . http://assets .ngin .com/attachments/document/0038/7572/2015_Team_Ontario_Code_of_Conduct . pdf

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 18 Curfew One of the most common discipline infractions is not adhering to curfew rules. Canada Games has a strict curfew.

Quiet time begins at 11:00 p.m. and absolute curfew is midnight.

Any member of Team Ontario arriving after midnight will have their accreditation taken and the Chef de Mission will be called to deal with the situation . Mission Staff will perform hall checks every night around curfew to ensure all is quiet .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 19 Human Rights Policy All athletes are asked to gain clear understanding of the Human Rights policy . This important policy outlines Team Ontario’s commitment to providing a harassment free environment for all . Details on a harassment free environment and information on the procedures for addressing harassment incidents at the Games can be found on the Team Ontario website http://assets .ngin .com/ attachments/document/0038/7572/2015_Team_Ontario_Code_of_Conduct .pdf

It is important that you read and understand the policy so that you know what to do if you experience harassment while at the Games .

Team Ontario has appointed two human rights advisors . They are our Assistant Chefs de Mission Rick Beaver and Erin Hamilton . Rick and Erin will be available to assist with any human rights related issues . If an incident occurs, one of the advisors must be informed immediately .

A Team Ontario human rights training seminar is mandatory for all athletes, coaches and managers prior to entering competition . This training will be presented by your assigned Mission staff at a team-specific selection or training camp .

Canada Games Flag The goal of the Canada Games is to win the Canada Games Flag . The winning province/territory will be announced on the final day of the games at the Closing Ceremonies . It is awarded to the province/ territory with the most flag points—not the most medals .

Flag points are awarded to each sport and range from 0 .5 for a 13th place finish to 10 for a first place finish . Placement is important even if you are not on the podium . A fourth place finish brings many more points than an eighth place one and the margins of victory for the Canada Games Flag are sometimes as little as 1 0. point!

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 22 Over the history of the Canada Games, Ontario has enjoyed an enviable record of success by winning the Canada Games Flag 20 out of 24 times . Competition is always strong and on three occasions (1979, 1987 and 1991) the winner of the flag was decided by one point .

Canada Games Flag Points 1st place 10 points 7th place 4 points 2nd place 9 points 8th place 3 points 3rd place 8 points 9th place 2 ½ points 4th place 7 points 10th place 2 points 5th place 6 points 11th place 1 ½ points 6th place 5 points 12th place 1 .0 points 13th place ½ point

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 25 Other Awards to be Won at Canada Games Centennial Cup The awarding of the Centennial Cup exemplifies the pan-Canadian sport development objective of the Canada Games . It is presented to the provincial or territorial team that shows the greatest improvement from one Summer Games to the next or from one Winter Games to the next . The Centennial Cup has been won by 10 different provinces and territories since added to the Games in 1971 .

The Centennial Cup was designed by Mr . Robert S . Kent of Kingston and is modeled after the Katimavik Pavilion at Expo 67 . It was crafted in part from 37 precious metals and wood laminations representing 10 provinces and two territories . It was donated to the Canada Games by the City of Kingston, Ontario in 1970 .

Jack Pelech Award Presented by the Interprovincial Sport and Recreation Council, the Jack Pelech Award goes to the provincial or territorial team whose athletes, coaches, managers, and Mission Staff best combine competitive performance, good sportsmanship and a spirit of fair play, cooperation, and friendship . The award is named after Jack Pelech, Chairman of the Board of Directors of the Canada Games Council from 1971 to 2001 .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 26 Claude Hardy Award Claude Hardy was a pioneer of the Canada Games from their very beginning . His first involvement was as an athlete at the inaugural Canada Games in Québec City in 1967 . In 1969, he was a coach for Team Québec at the first Canada Summer Games in Halifax-Dartmouth, . From 1971 to 1999, excluding only the 1975 and 1979 Canada Games, Claude Hardy led Team Québec as Chef de Mission . His last Games were the 1999 Canada Winter Games .

An award in his name serves to recognize the talents and dedication of a provincial or territorial Mission Team . The first Claude Hardy Award was presented at the 2001 Canada Summer Games in London, Ontario . Team Ontario was proud to earn this award at the 2007 Canada Winder Games in Whitehorse .

Roland Michener The Roland Michener Canada Games Award was established in 1992 in recognition of Roland Michener’s contribution to Canada, for his passion for physical fitness and his belief in the power of sport in building unity and mutual trust . One of Canada’s Governor Generals, he attended three Canada Games .

The Roland Michener Canada Games Award is presented every two years to a young male and a young female Canada Games athlete who exemplifies leadership, cooperation and excellence . The award is a replica of the 1992 Roland Michener Commemorative stamp and is accompanied by a modest athletic bursary intended to assist with the ongoing training and living expenses of its recipients .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 27 Accreditation Athletes will get their accreditation as soon as they arrive . Accreditation must be worn at all times other than on the field of play . This is your meal ticket, residence pass, admission to sporting events and everything else while at the Games . Discuss with your team manager where you will secure your accreditation while you are in competition . Parents are not allowed in the athlete village as they are not accredited.

Medical The medical clinic at the Canada Games is called the polyclinic . Staffed by incredibly dedicated and talented volunteer doctors, nurses, physiotherapists and athletic therapists, the polyclinic is equipped to take care of injuries and illness .

The first time an athlete needs to go to the polyclinic they need to be accompanied by a coach, manager or Mission Staff . Athletes and sport teams are not permitted to bring their own medical staff . The Host Society is responsible for providing medical services to all provinces and territories .

Pin Trading Pin trading is very popular at the Canada Games . Every participant from every province and territory is given pins to trade . Team managers will be given Team Ontario pins for you to trade with other participants .

Pins are also a wonderful way to thank someone who has been particularly helpful to you . Towards the end of the week each Team Ontario member will get an additional 5 (approx .) pins that say “Thank you Merci Prince George” . These are a great way to thank bus drivers, volunteers at your venue or other helpful people .

Pep Rally Team Ontario will have a pep rally shortly after you arrive in Prince George . Get ready to show your Team Ontario spirit and encourage your team to join in the excitement . Your Mission Staff will give you all the details when you arrive .

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 28 Volunteers At the Canada Games you will encounter many volunteers . We expect Team Ontario members to be polite and appreciative of all volunteers and the efforts they are making . Do not harass or verbally spar with volunteers, they are doing the best they can with the information they have been given . Most volunteers are wonderful! They love to hear that you are enjoying the Games and visiting their city . They are excellent resources for out of competition excursions to restaurants, points of interest, local attractions, etc .

Friends and Family Reception One evening each week is set aside for a Team Ontario coaches, managers, friends and families reception . We try to pick the evening that has the fewest teams in competition so that as many coaches, managers, support personnel, parents and friends can attend . It is a time to relax, be social and for Team Ontario to say thank you for all the time and effort you have given to prepare your athletes . Athletes are not invited to this event . We look to you for help in promoting this event to the parents and families that will be making the trip to Prince George .

Week One: Tuesday, February 17th, 2015 – 6:00 p .m . to 10:00 p .m . Week Two: Tuesday, February 24th, 2015 – 6:00 p .m . to 10:00 p .m . At the: Sandman Signature Prince George, 2990 Recplace Drive, Prince George, BC

Team Ontario Athletes Handbook ~ 2015 Canada Winter Games Page 29 Goodbye Before you know it, your week will be over . There will be lots of wonderful memories and hopefully at the end of Week 2, Team Ontario will once again bring home the Canada Games Flag .

The day before departure, your team manager will give you all the details you need about luggage, equipment, check in, meals etc .

Should parents/guardians wish to have their athletes travel back to Toronto with them we would appreciate notification in advance and will require that the parent/guardian for under age or athletes of age sign a release form available from your Mission Staff .

Please remember all your belongings and to leave your accommodation in the same or better shape as when you arrived .

We hope your Canada Games experience will have been a fantastic one and that you will spread the word through your sport contacts about this uniquely Canadian multi-sport event .

Congratulations again for being selected for Team Ontario . The Canada Games are an amazing truly Canadian institution and you are very fortunate to be part of them .

Thank you for taking the time to read this handbook, we hope it is helpful. You probably have many unanswered questions that we could not address in this document because the planning is still underway or the Host Society has yet to provide them. Direct any questions to your Mission Staff. Feel free to share any part of this document.
