CONGRESSIONAL SCHOLARSHIP AWARDS PROGRAM

The Fund for American Studies estab- lished the Congressional Scholarship Awards Program to provide financial sup- port for college students who wish to at- tend the Institute on Comparative Political and Economic Systems, the Institute on Political Journalism, and the Institute on Business and Government Affairs. Based at Georgetown University, these Institutes are sponsored by The Fund for American Studies, a tax-exempt educational founda- tion based in Washington, D.C. The Congressional Scholarship Awards Dinner provides the primary source of sup- port for this program. The Dinner is held annually in Washington, D.C. to honor a Member of Congress for his or her contri- butions to our nation and its young people. A portion of the dinner proceeds are used to provide two annual scholarship awards-the Barry M. Goldwater Scholar- ship Award, which The Fund established in 1975, and the Congressional Scholarship A ward, named for the annual Congres- sional honoree. A major portion of each dinner sponsor's gift may be designated to establish a scholarship either in the name of the donor or a Member of Congress. Congressional Scholarships are awarded to outstanding undergraduate stu-

THANK YOU DAVID (PRYOR). IT'S A PLEASURE TO BE HERE TONIGHT TO HONOR OUR GOOD FRIEND DAVID BOREN. AND IT'S CERTAINLY FITTING THAT DAVID IS BEING HONORED BY THE CONGRESSIONAL SCHOLARSHIPS AW ARD PROGRAM, BECAUSE OF HIS OUT ST ANDING COMMITMENT TO 2

EDUCATION AND AMERICA'S YOUTH. NO ONE HERE HAS ANY DOUBT ABOUT THE IMPORTANCE OF EDUCATION TO OUR NATION'S YOUTH AND OUR NATION'S FUTURE. BUT THERE'S A BIG DIFFERENCE BETWEEN RECOGNIZING ITS IMPORTANCE AND DOING SOMETHING ABOUT

IT. THAT'S WHERE DAVID BOREN COMES IN. DAVID'S COMMITMENT TO EDUCATIONAL EXCELLENCE IS NO PASSING FAD -- FROM HIS DA VS IN THE OKLAHOMA ST A TE LEGISLATURE, TO HIS TERM AS GOVERNOR OF THE ST A TE, AND TO HIS NEARLY 12 YEARS IN THE SENATE, DAVID

BOREN HAS BEEN A CHAMPION FOR IMPROVING THE EDUCATION OF YOUNG AMERICANS. IN FACT, HIS FIRST MAJOR LEGISLATIVE INITIATIVE IN EDUCATION, THE SCHOLAR LEADERSHIP PROGRAM, BROUGHT TOP SCHOLARS FROM AROUND THE WORLD TO LEAD SEMINARS WITH OKLAHOMA COLLEGE 5

STUDENTS. THAT ALONE DEMONSTRATED DAVID'S EXTRAORDINARY COMMITMENT TO EDUCATION -- HE PLUGGED AW A Y FOR EIGHT YEARS IN A PERSONAL CRUSADE TO WIN PASSAGE OF THE LEGISLATION, AND HAD THE PLEASURE OF SIGNING IT INTO LAW AS GOVERNOR.

Page 31 of 38 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

IN THE SENA TE, DAVID'S COMMITMENT TO RECOGNIZING EXCELLENCE IN EDUCATION HAS GROWN. IN 1985, FOR EXAMPLE, HE ESTABLISHED THE OKLAHOMA FOUNDATION FOR EXCELLENCE, WHICH AWARDS PRIZES TO OUT ST ANDING PUBLIC SCHOOL TEACHERS, RECOGNIZES HIGH SCHOOL SENIORS AS 7

HAPPENS I SERVE WITH HIM ON THE SENATE AGRICULTURE AND FINANCE COMMITTEES, WHERE HE HAS DISTINGUISHED HIMSELF AS AN EXPERT IN SO MANY AREAS. HE AND I MAY NOT AGREE ON EVERY ISSUE, BUT ONE THING WE CAN AGREE ON -- DAVID BOREN HAS EARNED OUR RECOGNITION HERE
