The incumbent Member of Parliament for the Klottey Korle constituency, who is the 1st interested party herein, lost the opportunity to contest for the seat again on the ticket of the National Democratic Congress (NDC) in the 2016 general elections because he was defeated in the party primaries by the applicant herein. The 1st interested party took an action at the High Court to nullify the election of the applicant on ground that she was not a registered voter when she took part in the party primaries and was thus unqualified. During the pendency of the action before the High Court, certain decisions were taken by the said court which the applicant brought before this court to quash. Hence the title to the case as stated above. It was when the court was deciding that application that it concluded that a question of interpretation of Article 94(1)(a) of the 1992 Constitution had arisen from the proceedings before the High Court.

In spite of the fact that women have the capacity to compete favorably in national politics if they have a say in choosing who stands for elections at political party level, several studies tend to pay less attention on women’s leadership in political parties at the subnational level. Using qualitative methods, the paper makes a contribution to women’s participation in political leadership using the two dominant political parties, the National Democratic Congress and New Patriotic Party, that have alternated political power in Ghana since the return to constitutional rule in 1993.

Based on these findings, CODEO confidently confirmed that the arrangements put in place by the EC for the setup and opening of polls were adequate for most polling stations. This close of polls statement focuses mainly on the voting process, and a number of incidents received from 1,486 out of the 1,502 PVT Observers (i.e., 98.9%) located in all 275 constituencies in the 16 regions of the country as at 7:00PM today (i.e., Election Day). Voting Process • CODEO observers in 99.9% of polling stations reported that election officials validated (i.e. stamped) ballot papers before they were issued to voters. • At 92.4% of polling stations, no unauthorized persons were allowed to be present during voting. • The biometric verification machines worked perfectly in 89.9% of polling stations. However, the machines failed to function properly at some point in time in 10.1% of polling stations.

Lors de la présidentielle de 2004, J. Kufuor réussit à éviter de peu un second tour, alors que les pertes de l’opposition aux législatives furent contrebalancées par un sursaut ailleurs, notamment dans le Grand Accra. La prestation du NDC, eu égard aux piètres résultats des petits partis, souligne la structuration de la vie poli- tique autour d’un système bipartisan. Cet article étudie les stratégies électorales et les résultats en fonction des allégeances historiques, du rôle de l’ethnicité et des perceptions de l’action passée du NPP. Le 7 décembre 2004, pour la quatrième fois depuis le rétablissement d’un régime constitutionnel en 1992, les Ghanéens sont allés aux urnes. Pour la plupart des observateurs et politiciens, l’issue des scrutins était jouée d’avance : le mandat présidentiel de John Kufuor serait reconduit et son parti, le New Patriotic Party (NPP), s’assurerait une confortable majorité parlementaire. Beaucoup s’inquiétaient même d’une victoire si nette qu’elle pourrait conduire au retour d’un système monopartite. Le principal parti d’opposition, le National Democratic Congress (NDC), semblait démoralisé et dépourvu de fonds de campagne depuis sa disgrâce de 2000 ; quant aux autres partis, les plus petits, ils n’existaient guère que sur le papier.
