Introduction The meeting of the Ministerial Panel on Child Intervention was held at the Wales Room on the 10th floor of the Federal Building in Edmonton, on traditional Treaty 6 territory and Métis homeland. Elder Gilman Cardinal offered a prayer to start the meeting on December 6, 2017.

The Panel Chair acknowledged those members of the public present and thanked them for their attendance. The meeting was supported through an audio livestream and the archive is available on the panel website, childinterventionpanel..ca.

Ministerial Panel on Child Intervention Secretariat Lead: Sheryl Fricke, Executive Director, Children’s’ Services. As a preface to discussions on recommendations, Sheryl Fricke provided an overview of the Phase Two review process, learnings to date, issues and system drivers.

Damien Traverse, a facilitator from Community Development, then facilitated a Panel discussion about the presentation. Panel members validated the system drivers identified in the presentation and added another one related to “family systems and kinship care.” The Panel agreed to build recommendations in the five “system driver” areas, all of which were identified as important topics throughout the review process:

• Supporting families and communities. • Supporting the workforce. • Cultural connections and child well-being. • Improving mental health and addictions. • Family systems and kinship care.

The Panel also noted the need for public education and communications to ensure public understanding of the child intervention system and the changes being made.

Next Steps

In terms of moving forward, the Panel agreed it will define the shifts it wants to make, and the recommendations needed to achieve those shifts. The Panel will then review the recommendations and determine whether there is consensus on the recommendations. The Panel will begin to develop its recommendations on December 13 from 9am – Noon in Room 512 of the Alberta Legislature.

The information received through the discussion guide and emails has been sent to the Panel throughout Phase 2 and will be used to inform its development of recommendations next week. No new submissions are being accepted.
