Therefore, it was decided to include here not only the parties participating in elections, but all registered political parties. According to the Ministry of Justice of Georgia, as of September 1, 1999, there are 124 political parties registered in Georgia. (79 parties were registered on September 26, 1998) In order to collect the material for this directory, ICCC distributed questionnaires to all 124 registered parties. 93 parties have been included in the directory, 31 parties failed to return the questionnaire. Some claimed they didn’t have adequate time to respond, some of the parties have not been found at the addresses given by the Ministry of Justice and others just refused. -

Caucasian Regional Studies The International Association For Caucasian Regional Studies Law Politics Sociology Economics Modern History International Relations Caucasian Regional Studies, Vol. 3, Issue 1, 1998 THE QUESTION OF JAVAKHETI Voitsekh Guretski* Armenians are the second largest ethnic group and the most numerous ethnic minority in Georgia. Mainly they live in Tbilisi and also in Javakheti - a province in the southern part of Georgia, lying against the borders with Turkey and Armenia, where Armenians make up over 90% of the population. Beginning from the early 90's, when Georgia became engulfed in total chaos, problems have emerged in the relations between the authorities in Tbilisi and several of the political organisations in Javakheti. To this day, jurisdiction of the centre is considerably limited in Javakheti, yet following the experiments in Abkhazia and South Ossetia, the central authorities prefer to refrain from any radical actions in this region. The situation is made more complex by the presence of the Russian military bases in Javakheti and the problem of Meskhetian Turks seeking to repatriate to Meskheti(1), from where they were forcefully deported in 1994. The future of the province will most probably be determined by the (now developing) new geopolitical order in the South Caucasus, the major determining factors of which are the new communication routes and pipelines. Introductory notes Historically, Armenians in Georgia were engaged chiefly in commerce and craftsmanship and, respectively, lived predominantly in the cities, principally in Tbilisi. According to the results of the 1897 census, Armenians made up 18.7% of the population in the Tiflis province, 25% in the Tiflis district and almost 75% in the city of Tiflis(2). -

The contents are the responsibility of MDF and do not necessarily reflect the views of USAID and UNAG. 2 INTRODUCTION The present report provides the results of monitoring conducted by the Media Development Foundation (MDF) ahead of the 2020 parliamentary elections. The monitoring was carried out on the cases of anti-Western messages and hate speech voiced by electoral subjects and political parties, as well as fake news and discrediting campaigns. The monitoring covered both mainstream and social media outlets, including regional media outlets and social accounts affiliated with political stakeholders. Part 1 of the report covers anti-Western messages; part 2 – hate speech; part 3 – discrediting pre-election campaigns; 4- fake news spread by political parties; and part 5 – fake news spread against political parties. The monitoring of hate speech and anti-Western narratives covers the period from August 1 to October 25, 2020, whereas the monitoring of fake news involves the cases revealed in the period between August 1 and November 10. 3 METHODOLOGY The report applied a mixed research methodology: ● Content analysis. Narratives and their sources are identified through content analysis of traditional Georgian language media (TV, print and online outlets), allowing to understand the context and observe the trends, as well as to process quantitative and qualitative data. -
Human Rights of the Residents of the Conflict Zones
HDIM.DEL/433/07 04 October 2007 Report on the Violations of Human Rights in the Conflict Zones The human rights situation in the second half of 2006 was extremely grim in the conflict zones of Georgia, particularly in South Osetia and Abkhazia where the Central Government is unable to exercise its effective control. Occurrence of human rights violations and abuses are frequent in the areas densely populated with ethnic Georgians and territories under the control of CIS Peacekeeping Forces, indicating the gross negligence and inaction on the part of the peacekeeping forces. According to International Laws, in an event of international or local conflict the rules stated under the International laws are applicable. Based on the principle and responsibility to “secure observance of human rights and norms of the International humanitarian law” The peacekeeping forces are deployed on the territory of Georgia. As much as these human rights issues pose as stumbling blocks to the peace in the region, it also provides an opportunity to create milestones in form of groundbreaking negotiations leading to peaceful resolutions. It is with this faith that the Government of Georgia is pursuing with all its efforts in the direction to resolve the conflicts. To help achieve its objective of monitoring and evaluating of human rights abuses and freedom according to international Law, The Public Defender’s Office deems it necessary to have its representative actively participating in peace negotiations, in particular its attendance in the four- sided weekly meetings in Chuburkhinji, Geneva process and working meetings of joint control commissions. Permanent and active participation at the above meetings would strengthen the Office of The Public Defender in obtaining first hand information and facts at the ground level, facilitating to proper and adequate reaction when necessary. -
Recruitment Strategy 2016-17
2016 2016-17 SDSU Georgia Cohort December 4, 2015 RECRUITMENT STRATEGY 2016-17 The 45-month contract between SDSU and MCC/MCA-G calls for submission of a comprehensive strategy paper for recruitment of SDSU-G’s 2016-17 cohort. This strategy paper is prepared as a deliverable of the 45-month contract. The three pillars of the recruitment strategy for the 2016-17 cohort are: 1) Identifying and signing memorandums of understanding (MOU's) with public and private Feeder Schools (mostly private schools); 2) Creation of a STEM Database for Georgia which can then be used for CRM activities to have continuous communication with prospective students, and; 3) Establishing "Pathway" programs with partner universities for international student recruitment. Due to the fact that high schools finished their summer break on September 15, and the fall recruitment season is in full swing, the recruitment strategy described herein is at the same time being implemented.
