Lastly, to all the staff of Berekum Municipal Assembly who helped me in one way or the other but whose names were not mentioned, I say may God bless you all. iii ABSTRACT The study is on the topic assessing the financing of Berekum Municipal Assembly. The study set out to identify the major sources of revenue of Berekum Municipal Assembly; assess the procedures involved in accounting for revenues collected; assess the revenue mobilization strategies adopted by BMA and to assess challenges facing revenue mobilization in BMA. The sample was made up of the management of the assembly, revenue collectors, assembly members and other staff of the assembly. Stratified sampling technique was used to group respondents into three main strata. In all, 50 questionnaires were administered to the carefully selected sample size through the use of purposive sampling techniques for management and simple random sampling for each category of strata. A one-on-one interview was also conducted with the Municipal Finance Officer to solicit his views and gather some facts on the topic. The study revealed that BMA has other sources of revenue activities aside the traditional sources that can contribute immensely towards IGF of the assembly when given the necessary attention. It was also clear that gender and educational background of revenue collectors had great implications on revenue targets as well as educated female revenue collectors have the tendency of meeting revenue targets. The study identified challenges such as lack of logistics, lack of motivation and lack of training for revenue staff to be affecting revenue generation at the municipality. The study revealed that respondents were very much conversant with the accounting procedures of the assembly as stipulated in the accounting manual 2010 of MMDAs. However, it usually takes revenue collectors up to 3 years to be conversant with these procedures. The study therefore recommends that the assembly should recruit more female revenue collectors with higher educational background, preferably tertiary level of education. Orientations should also be organized for new revenue staffs to get iv them acquainted with accounting reporting procedures even before they commence their duties. Finally, the assembly should organize regular training programs to revenue staff and other stakeholders to enable them communicate effectively with the general public on revenue issues. v TABLE OF The findings in this report are based on bi-weekly field reports submitted by CODEO’s Long Term Observers (CODEO LTOs) deployed in 134 out of the 138 constituencies randomly selected from the 10 regions of Ghana. Guided by a checklist, CODEO’s LTOs observe the general political environment, including election-related preparatory activities by state and non-state actors, civic/voter education programs as well as political party campaign activities. The LTOs also observe the conduct of the security agencies, electoral irregularities and pre-election disputes adjudication. Summary of Findings: The Electoral Commission (EC) is undertaking key preparatory activities ahead of the elections across the constituencies. Radio continues to remain the main medium for civic/voter education in the constituencies. The National Democratic Congress (NDC) and the New Patriotic Party (NPP) continue to remain the most visible parties with regard to election campaigning activities across the constituencies under observation. Four key policy priority issues: education, unemployment, health and corruption dominated political party campaigns in the constituencies. The National Democratic Congress (NDC) leads as the party that featured women and Persons with Disability (PWDs) as the leading speakers on their campaign platform followed by the New Patriotic Party (NPP), the Convention People’s Party (CPP) and Progressive People’s Party (PPP).

The findings in this report are based on bi-weekly field reports submitted in the month of July and August from 134 out of the 138 constituencies randomly selected from the 10 regions of Ghana. Guided by a checklist, CODEO’s LTOs observe the general political environment, including election-related preparatory activities by state and non-state actors, civic/voter education programs as well as political party campaign activities. The LTOs also observe the conduct of the security agencies, electoral irregularities and pre-election disputes adjudication. Summary of Findings: The National Commission on Civic Education (NCCE) and the Electoral Commission (EC) have stepped-up civic/voter education across the country using radio as the main medium for educating the public. There is low visibility of Civil Society Organizations (CSOs) working in the areas of election violence monitoring, and peace promotion activities.

The size of the population and its spatial distribution, growth and change over time, and socio-economic characteristics are all important in development planning. The Kilimanjaro Programme of Action on Population adopted by African countries in 1984 stressed the need for population to be considered as a key factor in the formulation of development strategies and plans. A population census is the most important source of data on the population in a country. It provides information on the size, composition, growth and distribution of the population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of resources, government services and the allocation of government funds among various regions and districts for education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users with an analytical report on the 2010 PHC at the regional level to facilitate planning and decision-making. This follows the publication of the National Analytical Report in May, 2013 which contained information on the 2010 PHC at the national level with regional comparisons. Conclusions and recommendations from these reports are expected to serve as a basis for improving the quality of life of Ghanaians through evidence-based policy formulation, planning, monitoring and evaluation of developmental goals and intervention programs.

    Small and Medium Forest Enterprises in Ghana Small and medium forest enterprises (SMFEs) serve as the main or additional source of income for more than three million Ghanaians and can be broadly categorised into wood forest products, non-wood forest products and forest services. Many of these SMFEs are informal, untaxed and largely invisible within state forest planning and management. Pressure on the forest resource within Ghana is growing, due to both domestic and international demand for forest products and services. The need to improve the sustainability and livelihood contribution of SMFEs has become a policy priority, both in the search for a legal timber export trade within the Voluntary Small and Medium Partnership Agreement (VPA) linked to the European Union Forest Law Enforcement, Governance and Trade (EU FLEGT) Action Plan, and in the quest to develop a national Forest Enterprises strategy for Reducing Emissions from Deforestation and Forest Degradation (REDD). This sourcebook aims to shed new light on the multiple SMFE sub-sectors that in Ghana operate within Ghana and the challenges they face. Chapter one presents some characteristics of SMFEs in Ghana. Chapter two presents information on what goes into establishing a small business and the obligations for small businesses and Ghana Government’s initiatives on small enterprises. Chapter three presents profiles of the key SMFE subsectors in Ghana including: akpeteshie (local gin), bamboo and rattan household goods, black pepper, bushmeat, chainsaw lumber, charcoal, chewsticks, cola, community-based ecotourism, essential oils, ginger, honey, medicinal products, mortar and pestles, mushrooms, shea butter, snails, tertiary wood processing and wood carving.

    Socio-economic status of international return migrants to the Berekum Municipality of Ghana Elijah Yendaw Department of population and Health University of Cape Coast, Ghana Introduction In the past, migration has generally been seen as reflecting the failure of development; or worse, as contributing to a vicious cycle in which poverty in the migration source country was reinforced. However, there is now a growing recognition that migration, both internal and international, can offer an important route out of poverty for many people from developing countries (Black, King & Tiemoko, 2003). Rather than a vicious cycle, migration is increasingly seen as part of a virtuous interaction in which development is enhanced, not only in the destination country but also in the sending country (Weinstein, 2001). People migrate in search of a better life, new job or education opportunities and/or as a result of political and economic changes, crises and wars. For various reasons some of them return to their country of origin, and especially the highly skilled can stimulate or support knowledge-based economic development. The return migration of highly skilled can thus contribute to reverse the negative effects of what has been discussed as brain drain, especially in developing and newly industrializing countries (Iredale & Guo, 2001, Hunger, 2004). The arguments used are, for example, the role of remittances and repatriated savings in overcoming capital constraints (Ilahi, 1999; Mesnard, 2004) and the accumulation of human capital (e.g. business skills and ideas) through exposure to the host country’s market economy environment (McCormick & Wahba, 2001; Dustmann & Kirchkamp, 2002). The role of return migration as a 1 development tool has increasingly been attracting the attention of policy- makers and others in both the migration and development domains (IOM, 2008).

The PVT methodology is a reliable tool available to independent and non-partisan citizens’ election observer groups around the world for verifying the accuracy of official presidential elections results. In keeping with our protocols, which is that CODEO releases its PVT findings after the official results have been announced by the Electoral Commission, CODEO is here to release its PVT estimates for the presidential election. CODEO’s PVT estimates for the presidential results form part of its comprehensive election observation activities for the 2020 elections that covered voter registration exercise, pre-election environment observation for three months (September to November), and election day observation. The PVT Methodology The PVT is an advanced and scientific election observation technique that combines well-established statistical principles and Information Communication Technology (ICT) to observe elections. The PVT involves deploying trained accredited Observers to a nationally representative random sample of polling stations. On Election-Day, PVT Observers observe the entire polling process and transmit reports about the conduct of the polls and the official vote count in real-time to a central election observation database, using the Short Message Service (SMS) platform.
