1. INTRODUCTION

Introduction

1.1 TPS Transport Consultants Ltd (TPS) has been commissioned by Grantside to prepare a residential Travel Plan to accompany a planning application for development at Bowling Green Street, Sheffield. The proposals comprise 939sqm of ground floor commercial space and a total 90 dwellings above. The development will be car-free.

Development Proposals

1.2 The site is located in Kelham Island, approximately 650m northwest of and is surrounded by a mixture of existing commercial and residential uses. The site is currently occupied by commercial units which take access from South Parade, Bowling Green Street and Ebenezer Street on the northern eastern, eastern, and north-western site boundaries, respectively.

1.3 The site location is shown in Figure 1.1 below, whilst the proposed site layout is provided at Appendix A.

Developer’s Commitment to Travel Planning

1.4 It is recognised that by submitting and implementing a Travel Plan, sustainable travel patterns can be established from first occupation of a development and then are more likely to continue over time, minimising the impact that a development has upon local infrastructure and the environment and ensuring that, where possible, all residents make informed journey choices.

1.5 Travel Plans can deliver a wide range of benefits to developers themselves, as well as to residents and the wider community, helping to facilitate development that does not require residents to own / use a car.

1.6 Individuals can benefit through the use of sustainable travel options include financial gains, improved health and fitness and reducing the environmental impact of their travel.

1.7 Recognising these benefits, the developer is fully committed to the process of delivering this Travel Plan in taking the development forward, and to providing the appropriate level of resource to ensure the continued strategic implementation of the measures contained within this document, monitoring the progress of the plan, and amending it where necessary.

The Travel Plan Vision

1.8 The vision for this Travel Plan is:

“To make the development a place that facilitates and supports residents and visitors to make fully informed choices about how they travel.”

Travel Plan Aims and Objectives

1.9 To achieve this vision, the aim of this document is to:

• Minimise the impact the development has upon the environment and local highway network by promoting the use of sustainable travel options above less sustainable modes.

1.10 Reflecting this aim, the objectives of this Travel Plan document are to:

• Identify the range of travel options available to residents; • Maximise the use of sustainable travel modes amongst residents through effective promotion and engagement; and

• Use suitable monitoring and reporting mechanisms to assess, over time, the impact of the measures within this Travel Plan.

1.11 Due to the location and car-free nature of the site, it is likely that the proportion of daily trips by sustainable modes will be high, with private car ownership and use being negligible; this Travel Plan therefore focuses on the opportunities for non-car modes of travel, albeit notes that it is unrealistic to expect that no trips by car will be generated by the proposals.

Report Format

1.12 Following this introductory section, this document outlines the principles, policies and strategic benefits of effective travel planning, before exploring the nature of the transport infrastructure surrounding the development.

1.13 Effective Travel Plans are those that contain a range of measures, targeted at the demographic of a development and backed up by a communications strategy that ensures people are made aware of the range of opportunities available to them. This document outlines both the measures to be implemented by the developer as part of the development build and post-occupation, and also discusses the way in which travel by each mode of transport will be supported and encouraged through promotion of existing opportunities.

2. POLICY CONTEXT

What is a Travel Plan?

2.1 A Travel Plan is a general term for a package of measures tailored to the needs of an individual site or organisation and aimed at promoting greener, cleaner travel choices and reducing reliance on the car. It involves the development of a set of mechanisms, initiatives and targets that, together, can enable a developer or organisation to reduce the impact of travel and transport on the environment, whilst also bringing a number of other benefits to individuals, whether they be residents or their visitors.

2.2 A Travel Plan is a dynamic process that will grow and develop with time and in accordance with the changing circumstances of a site and the environment in which it is to be delivered. It is not a one-off event to be undertaken and completed, nor is it a document to be produced and put on a shelf.

2.3 Whilst this Travel Plan report is, therefore, being developed as a planning requirement, it is flexible and dynamic enough to take account of the evolving requirements and circumstances of the individual development to which it applies and the actions within it will, therefore, be reviewed and updated (if necessary) on a regular basis.

National Policy Context

National Planning Policy Framework (NPPF – February 2019)

2.4 The revised National Planning Policy Framework was published in February 2019 and sets out the government’s planning policies for England and how these are expected to be applied.

2.5 It defines a Travel Plan as: “A long-term management strategy for an organisation or site that seeks to deliver sustainable transport objectives and is regularly reviewed.”

2.6 The core planning principles within the NPPF encourage Planning Authorities to:

“Actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable”

2.7 The NPPF also specifically encourages the development of sustainable transport opportunities, including the provision / use of high quality public transport facilities, and

notes that these should be promoted in the context of a specific development through a Travel Plan.

2.8 The above has been borne in mind when developing this Travel Plan strategy, which seeks to minimise vehicular trips and maximise opportunities for more sustainable modes.

Local Policy

Sheffield City Council Core Strategy (2009)

2.1 The Core Strategy sets out the policy context for development within Sheffield. The document identifies a number of challenges for the city, which includes connecting the city, efficient use of transport network, reducing the need to travel, supporting sustainable travel, and encouraging sustainable design and development.

2.2 Chapter 10 of the document sets out a number of policies, aimed at encouraging sustainable transport. Policy CS51 sets out the authority’s strategic transport priorities including:

• Promoting choice by developing alternatives to the car;

• Maximising accessibility;

• Containing congestion levels,

• Improving air quality;

• Improving road safety; and

• Supporting economic objectives through demand management measures and sustainable travel initiatives.

2.3 In addition to the above, Policy CS53 aims to manage the increasing demand for travel by:

• Increasing the choice of travel modes by promoting good quality public transport and routes for walking and cycling;

• Actively promoting sustainable use of vehicles through car clubs and car sharing initiatives; and

• Implementing Travel Plans for new developments to maximise the use of sustainable forms of travel and mitigate the impacts of transport.

2.4 This Travel Plan demonstrates how the proposals are complementary to the Sheffield Core Strategy Document, providing residential development in an accessible location.

South Yorkshire Local Transport Plan 3 (LTP3), (2011 – 2026)

2.5 Transport is of fundamental importance to the economy and environment. Of particular relevance, the third Local Transport Plan sets out several policies to help reduce vehicle emissions; this includes encouraging active travel, developing high quality cycling and walking networks and providing information / travel advice for all modes of transport, so people can make informed travel choices.

Summary

2.6 This Travel Plan has been produced taking into account the overarching themes of both national and local policy guidance, which seeks to encourage development that is readily accessible by means other than the private car and to enhance this, as appropriate through delivery of bespoke Travel Plan measures.

3. DEVELOPMENT ACCESSIBILITY

Introduction

3.1 This section of the Travel Plan describes the existing infrastructure that will facilitate and encourage future residents to walk, cycle or use public transport, rather than travelling to site by car.

Active Travel Options

Pedestrian Access

3.2 Guidance provided by the Institute for Highways and Transportation (IHT) on the preferred maximum walking distance by journey type is provided in Table 3.1, below; for commuting to work, this is two kilometres.

3.3 A 2km walking catchment from the site includes Kelham Island and Sheffield city centre, as well as the surrounding areas of Burngreave, Neepsend, Philadelphia, Upperthorpe, Park Hill, Netherthorpe, Crookesmoor, St Vincent and St George’s. This 2km walking catchment is illustrated in Figure 3.1 overleaf.

3.4 The principal pedestrian routes to the site will be taken via the footways on South Parade, Bowling Green Street and Ward Street, which are located on the north-eastern, eastern, and southwestern site boundaries, each of which facilitate pedestrian movement within Kelham Island. Continuous, lit footways are provided throughout key pedestrian routes of Kelham Island.

3.5 The A61 Moorfields can be accessed via the footways along Bowling Green Street and Ebenezer Street to the northwest and southwest of the site. The footways along the A61 Moorfields would form part of the likely pedestrian route towards Sheffield city centre (which can be accessed in around 15 minutes) and to the surrounding areas of Netherthorpe and Philadelphia. To facilitate safe pedestrian movement towards the city centre, a signalised pedestrian crossing is provided across the A61 Moorfields at the terminus of Bowling Green Street; this crossing benefits from a pedestrian refuge island, tactile paving, dropped kerbs and guard railings.

3.6 To the northeast of the site, there is a further pedestrian route along Green Lane / Alma Street, which can be used to access the northern and eastern areas surrounding the city centre including Burngreave, Wicker and Park Hill. Alma Street can be used to access

footways along A61 Corporation Street. There is a signalised pedestrian crossing across the A61 Corporation Street south approach to the Alma Street / A61 Corporation Street which benefits from tactile paving, dropped kerbs and a pedestrian refuge island.

3.7 Given the location of the site within Kelham Island, and the proximity of Sheffield city centre there are a range of amenities accessible within walking distance of the site which would be utilised by residents of the site. Details of the amenities accessible within walking distance of the site are provided in the latter part of this section.

Cycle Access

3.8 Cycling can be a substitute for car trips, particularly those of up to 5km, as well as forming part of a longer journey by public transport. Cycling, therefore, plays an important role in reducing the need to travel by car. A 5km catchment of the site includes Kelham Island, Sheffield city centre, Pitsmoor, Atlas, Wadsley, Shirecliffe, Crookes Broomfield and Banner Cross, as well as many other areas. Figure 3.2 illustrates a 5km cycle isochrone from the site.

3.9 As can be seen in Figure 3.2, the site is well located to access a number of nearby cycle routes. Figure 3.3, illustrates, in more detail, those located within close proximity of the site.

3.10 As can be seen in Figure 3.3 above, given the location of the site in Kelham Island and its proximity to Sheffield city centre there are a wide range of cycle routes and facilities in the immediate vicinity of the site.

3.11 There is a suggested cycle route along Bowling Green Street on the eastern boundary of the site. This facilitates a cycle route between the on-road cycle lanes along the A61 Moorfields and a signed cycle route which runs along Green Lane and Alma Street. Across the A61 Moorfields, the suggested cycle route from Bowling Green Street continues southwards onto Upper Allen Street, this in turn, connects onto a number of other suggested cycle routes. This suggested cycle route could be utilised to access destinations including the University of Sheffield and Sheffield city centre. It should be noted that this route also forms part of the Sheffield Local Cycle Network.

3.12 The on-road cycle lanes on the A61 Moorfields can be used to access destinations to the east and west of the site, including Shalesmoor and Wicker.

3.13 To the north of the site, National Cycle Network (NCN) Route 627 can be accessed where it runs along Green Street and Alma Street. The route is formed of an on-road section in the vicinity of the site, and facilitates a route across Sheffield, which can be used to access destinations including Wicker, Wybourn, Philadelphia and the Manor Estate.

3.14 Given the proximity of the site to nearby cycle facilities and routes which facilitate cycle routes across the local area, it is considered that cycling would represent an attractive travel option for future staff at the site.

Public Transport

Bus Services

3.15 The site benefits from access to bus stops on A61 Moorfields, which are located to the southwest of the site and are accessible within around a 2-minute walk. The bus stops benefit from a waiting shelter, raised kerbs, bus layby and timetable information.

3.16 Further bus services are also located on Nursery Street, 650m east of the site and accessible within an 8-minute walk via Alma Street. These bus stops benefit from a flag, pole, and timetable information. It is noted that these stops are located further than 400m from the site, which is the acknowledged maximum walking distance to bus stops outlined by IHT. It should be noted, however, that in guidance provided by WYG in ‘How Far Do People Walk?’, published in July 2015, the following is stated:

“Planning for Public Transport in New Development (IHT, 1999, para 5.21) advises that, “New developments should be located so that public transport trips involving a walking distance of less than 400m from the nearest bus stop or 800m from the nearest railway station”; advice which has been widely adopted by Local Authorities….“These standards should be treated as guidance, to be achieved where possible by services that operate at regular frequencies and along direct routes. It is more important to provide services that are easy for passengers to understand and attractive to use than to achieve slavish adherence to some arbitrary criteria for walking distance” (IHT, 1999, para 5.17).

3.17 Furthermore, in ‘Buses in Urban Developments’ (January 2018) the CIHT identified that people are willing to walk further than a the generally accepted maximum distance of 400m in order to access high frequency bus services. It is considered that, given the frequent services available, that future residents will walk slightly further to access the bus services from Nursery Street.

3.18 Figure 3.4 illustrates the locations of the bus stops on the A61 Moorfields and Nursery Street, whilst Table 3.2 summarises the services that stop at these bus stops.

3.19 As can be seen above, there are a number of frequent bus services available within a short walk from the site which could easily be utilised by residents and users of the site. Furthermore, given the proximity of Sheffield city centre to the site (which can be accessed

in around 15 minutes), there are a number of other bus services which could easily be accessed from the site from Sheffield Interchange.

Sheffield Supertram Services

3.20 Services on the Sheffield Supertram Network can be accessed from Shalesmoor, which is located approximately 500m west of the site. Shalesmoor tram stop is accessible in around a 7-minute walk or in a 2-minute cycle via the A61 Shalesmoor.

3.21 Shalesmoor tram stop is located on the Blue and Yellow lines of the Sheffield Supertram Network. It benefits from regular services to destinations including Malin Bridge, Hillsborough Interchange, Crystal Peaks and Beighton on the Blue line; destinations including Middlewood, Attercliffe, Carbrook and Meadowhall can be accessed on the Yellow line. A range of destinations including Sheffield city centre, the University of Sheffield and Fitzalan Square can be accessed on services running along both lines.

3.22 Facilities at Shalesmoor tram stop include waiting shelters, CIS displays and timetable information.

National Rail Services

3.23 The closest national rail services to the site can be accessed from Sheffield train station, which is located 1.6km southeast of the site. It can be accessed in around a 20-minute walk, 8-minute cycle, a 17-minute bus journey or in a 20-minute tram journey.

3.24 is a major national rail hub, and benefits from regular services to local, regional, and national destinations; a service frequency summary is provided in Table 3.3 below.

3.25 Sheffield train station benefits from a large number of facilities such as waiting rooms, lounges, toilets, cafés, restaurants and shops. The station provides 400 bike stand storage spaces and, as such, allows residents to combine cycling with a longer journey by train. The station also offers a cycle hub with cycle repair facilities and 8 hire bikes.

Car Club

3.26 Car clubs provide those who do not have access to a private car with the ability to use a vehicle over short rental periods, and at short notice. They are ideal for those who do not need to use a car on a regular basis, but who wish to have access to a car for occasional trips. This, for many people, can avoid the need to own and pay for a car. They also have the potential to bring about wider benefits to the environment and result in less congestion, by reducing the number of private cars on the road.

3.27 The closest Car Club vehicle to the site is operated by Enterprise Car Club and is located on Dun Street, approximately 250m northwest of the site and is accessible in around a 4-minute walk. A Vauxhall Corsa is available from Dun Street, which costs £6.10 per hour for rental. Figure 3.5 illustrates the location of the Car Club vehicle in relation to the site.

3.28 The proximity of the Car Club vehicle will represent a highly attractive travel option for the future residents of the site. It is acknowledged that many residents will choose to live at the site, due to its proximity to Sheffield city centre and the Kelham Island area also as the numerous public transport opportunities locally which have been identified. The Car Club vehicle will allow future residents the benefits of using a car (for a short-term basis), located close to the apartments, without having to park one; this will result in a lower level of parking demand and vehicle trips but still permit residents with the option to use a car when required.

Local Amenities

3.29 Given the proximity of the site to Sheffield city centre, there are a range of facilities located within walking and cycling distance which could be easily accessed by future residents. Table 3.4 details these local facilities, along with their corresponding distance and journey time, by mode.

factor for many residents choosing to live at the site and as a result of this, many residents will forego owning a car to live at the site.

Summary

3.31 Overall, it is considered that the site is located within an excellent location for access by non-car modes. There are excellent opportunities for walking and cycling locally, with a wide range of amenities accessible within Kelham Island and Sheffield city centre. Furthermore, residents and users of the site can benefit from regular public transport services with frequent bus and tram services available within a short walk of the site to destinations across Sheffield and the region. Sheffield train station is also accessible within a 20-minute walk, which is a major national rail hub that can be utilised for more long-distance journeys.

4. TRAVEL PLAN MEASURES

Introduction

4.1 The key to successful travel planning is to identify the most suitable modes of transport that are realistic and practical for residents of a site such as this to adopt, before making these modes as attractive as possible. There is no single solution to any one person’s transport needs. Different people will respond to different measures, whilst some may not react to any. A range of measures is therefore proposed, which residents can pick and choose from as they consider appropriate.

4.2 The following section will first discuss Travel Plan management and coordination before highlighting the range of measures that will be delivered as part of this TP. These measures and the anticipated timescales are summarised in the Action Plan at Appendix C.

Travel Plan Budget

4.3 In preparing this Travel Plan, the developer is committed to strategically implementing the measures contained within this document, monitoring the progress of the plan and amending it, where appropriate. To achieve this, necessary resources and funding will be made available to the Travel Plan Coordinator.

Travel Plan Coordination

4.4 The developer will appoint a Travel Plan Coordinator (TPC) to oversee the implementation of the Travel Plan for a period of 3 years following first occupation. On appointment, the TPC will provide their details to the Council. In the interim period (i.e. prior to the appointment of a TPC), any queries concerning the TP should be directed to:

4.5 The TPC will be in post prior to first occupation and for 3 years after first occupation of the site. The role of the TPC will include (but not be limited to):

• Preparation and distribution of travel information and marketing material, including liaising with the sales office to ensure easy dissemination;

• Engaging with residents on travel and transport related issues;

• Delivering annual monitoring in line with Council requirements; and

• Responding to travel issues/questions.

Resident Engagement and Information Provision

4.6 One of the principal aims of this Travel Plan is to ensure that the range of sustainable travel options are effectively promoted to all residents, both prior to moving to the site and following occupation.

4.7 Whilst promotion of individual travel modes is set out further on in this section, the following summarises the engagement techniques that will be used to deliver this information to residents.

Resident Engagement Strategy 1: Promotion of travel options through the buying process

4.8 One of the best times to influence travel patterns and habits is before they are established. For this reason, it is important that all prospective residents are made aware of the travel options available to them at the point at which they are considering moving to the development.

4.9 Sales staff dealing with the purchase of properties at the development will, therefore, be made aware of their role in the delivery of the Travel Plan. Within the sales office / show home travel information leaflets (Residential Engagement Strategy 2) will be provided ensuring information is provided to prospective residents on the full range of travel options available at the earliest possible stage.

Resident Engagement Strategy 2: Preparation of a travel information guide

4.10 A travel guide will be prepared for the development; this will contain site-specific information on the range of sustainable travel options available. The guide will be made available within the sales office (or equivalent) for the site, and then provided to all new residents at first occupation, alongside their welcome pack. An example travel guide can be found in Appendix C.

4.11 In summary the travel guide will include:

• A summary of the range of sustainable travel options available, and the location of the site relative to key local amenities (on a map); • A summary of relevant public transport timetables and routes for local services; • Details of where to find details on a cycle map illustrating the strong local cycle routes; and

• Links to further useful sources of information and advice on sustainable travel options. Resident Engagement Strategy 2: Annual resident’s newsletter

4.12 To ensure that residents are reminded of the opportunities for sustainable travel that are available to them and also as a means to communicate any changes to facilities / services for sustainable travel, the TPC will prepare an annual travel newsletter. This will be sent to all occupied dwellings at the time of preparation.

Promotion and Support of Sustainable Travel Options

Walking

4.13 Given the location of the site, relative to amenities within Kelham Island and Sheffield city centre, walking will no doubt be a popular travel choice amongst future residents of the development.

Walking Strategy 1: Promote and encourage walking through the distribution of promotional material which outlines the benefits

4.14 Walking for local trips will be marketed through the engagement techniques outlined previously in this section. In particular, this will include:

• The benefits of walking (health, financial, environmental etc); • Promotion of local and national schemes and initiatives; • Promotion of local walking routes and the location of key local destinations within a realistic walking distance; and • Promotion of links to further sources of advice and information, including the Council’s raft of local walking route leaflets. Cycling

4.15 As demonstrated earlier in this Travel Plan, large parts of Sheffield are within cycling distance of the development site. Whilst the local topography may act to deter some, the presence of formal cycle routes within the immediate area and the links with the city centre will likely mean that cycling is a popular option for residents (particularly given that the development is car-free).

Cycle Strategy 1: Promote and encourage cycling through the distribution of promotional material which outlines its benefits.

4.16 Cycling and its benefits will be marketed through the communication channels outlined previously. In particular this will include:

• The benefits of cycling (health, financial, environmental etc);

• Details of local cycle routes, including a link to SCC’s cycle maps;

• Access to online cycle journey planners, such as www.cyclestreets.net;

• Details of destinations that can be easily accessed by bike; and

• Details of local cycling groups.

Cycling Strategy 2: Provision of Cycle Parking Facilities

4.17 Secure cycle parking provision for 24 bicycles will be provided for residents.

Cycling Strategy 3: Promote free cycle training available through South Yorkshire PTE Pedal Ready Scheme

4.18 Free and low cost cycle ride and cycle maintenance training is available to anyone living or working within the South Yorkshire area and will be promoted through the travel information guides. The training is for cyclists of all competencies from complete beginners, to experienced cyclists cycling standards.

Public Transport

4.20 New residents at the development may initially be unaware of their public transport options. Through the provision of easy to use travel information, residents can be encouraged to use bus / rail / tram services. With this in mind, information on public transport opportunities will be made available to residents via the range of communication channels identified earlier.

4.21 Furthermore, with a range of user friendly, easily accessible online journey planning tools and Apps now available, it is quick and simple to plan a journey whether for commuting or leisure purposes.

Public Transport Strategy 1: Public Transport will be marketed as a sustainable and practical method of transport

4.22 Travel by public transport will be marketed through the communication channels identified earlier, and in particular will include the following:

• Access to relevant bus timetables and maps in electronic copy from the Travel South Yorkshire website www.travelsouthyorkshire.com.

• Ticketing information;

• Details of online public transport journey planners; and

• A plan showing the location of the nearest bus stops, tram stops and railway station.

Sustainable Car Use

4.23 The development has no car parking for residents, so it is anticipated that residents will make the decision not to own a vehicle, when moving to the site. It may be unrealistic, however, to expect that all journeys will, or even could, be undertaken by sustainable modes of transport. Sometimes the only option available to a resident is to travel by car and in such instances the aim of the Travel Plan is to identify ways in which travel by car can be achieved in a more sustainable way.

Sustainable Car Use Strategy 1: Promote Car Sharing

4.24 Car sharing is when two or more people share a journey by car and travel together. It allows people to take advantage of the benefits of using the car, whilst at the same time reduces the overall number of vehicle trips made, and subsequently the impact on the environment. On a personal level, car sharing allows individuals to significantly reduce the cost of travelling by car. It is possible to register on car sharing schemes even if you don’t have a car, and are hoping to find a match to drive you to your destination.

4.25 A great deal of car sharing is arranged informally; however, to assist residents that wish to make more formal arrangements to find a lift, the South Yorkshire Liftshare car share scheme (https://liftshare.com/uk/community/southyorkshire) will be promoted. The scheme will be promoted to prospective residents by way of the aforementioned travel information guide.

Sustainable Car Use Strategy 2: Promote Local Car Clubs

4.26 Car Clubs give the convenience of a vehicle, without the hassle and expense of owning one. Residents will be made aware of the benefits of car club vehicles, together with locations of the closest vehicles, via the aforementioned travel guide. The closest Enterprise Car Club vehicle is located at Dun Street (S3 8SL), within 250m of the development.

5. TARGETS, MONITORING AND REPORTING

Introduction

5.1 Successful travel planning is dependent upon ongoing monitoring and evaluation. Therefore, there will be a structured monitoring programme in place.

Targets

5.2 The development will not provide car parking and residents will be informed of this in advance of moving to the development. Similarly, opportunities for on-street parking in the surrounding area are limited – as set out in the accompanying Transport Statement. It is anticipated, therefore, that the majority of trips that are undertaken in the course of a resident’s typical day will be made by sustainable means.

5.3 As commuting trips have the biggest impact on local congestion (and are made regularly, rather than on adhoc or one off occasions where residents may have a need to travel further afield), the target for the Travel Plan is that all commuting trips are undertaken by sustainable means.

Monitoring

Monitoring and Review Strategy 1: Baseline Travel Survey & Monitoring Report

5.4 Within 12 months of first occupation of the development, it is intended to determine mode split for regular commuting trips via a resident travel survey. This will be organised by the TPC and administered online.

5.5 The results of the baseline survey will be presented in a short report for submission to the Local Authority, within 1 month of the survey period closing. Travel Plan targets will be confirmed as appropriate with the Local Authority, reflecting the baseline survey data. The report will also confirm the Travel Plan measures that have been introduced prior to / since first occupation.

Monitoring and Review Strategy 2: Annual Travel Survey and Reporting

5.6 On the anniversary of the baseline survey a follow-up survey will be undertaken. This will follow the same format as the baseline survey, such that comparisons can be made with the initial survey.

5.7 The results of the annual survey will be presented in an annual Monitoring Report for submission to the Local Authority, within 1 month of the survey period closing and will again confirm travel planning activities undertaken in the preceding year.

5.8 Monitoring will be undertaken for a period of 3 years from first occupation (i.e. in 2 further years following the baseline survey), in line with the timescales for the appointment of the Travel Plan Coordinator.
