Assalamualaikum Warahmatullahi Wabarakatuh. Selamat pagi dan salam sejahtera. Ahli-ahli Yang Berhormat, bersyukur kita ke hadrat Illahi kerana dengan limpah kurnia-nya maka kita dapat berkumpul sekali lagi di Mesyuarat Kedua bagi Penggal Pertama Dewan Undangan Negeri Kelapan Belas atau lebih dikenali sebagai Persidangan Belanjawan. Saya mengucapkan selamat datang dan terima kasih atas kehadiran Ahli-Ahli Yang berhormat ke persidangan pada kali ini. Persidangan kita akan berlangsung selama lapan hari mulai hari ini, 21 hingga 30 November 2016 kecuali hari Sabtu, 26 November 2016 dan Ahad, 27 November 2016. Semoga kita dapat bersidang dalam suasana yang muhibah dan penuh bertatatertib. Bagi pihak Dewan yang mulia ini, saya mengucapkan setinggi-tinggi tahniah kepada Tuan Yang Terutama Tun Pehin Sri Haji Abdul Taib Mahmud Yang di Pertua Negeri Sarawak atas kemasyhuran sebagai Canselor University College of Technology Sarawak pada 8 Oktober 2016 yang lepas. Bagi pihak Dewan yang mulia ini saya juga mengucapkan setinggi-tinggi tahniah kepada Yang Amat Berhormat Datuk Patinggi Tan Sri (Dr) Haji Adenan Bin Haji Satem, Ketua Menteri Sarawak yang Ahli Yang Berhormat bagi N.3 Tanjung Datu atas pengurniaan penganugerahan Darjah Gemilang Seri Melaka DGSM yang membawa gelaran Dato Seri sempena sambutan ulang tahun hari lahir Tuan Yang Terutama Yang di-Pertua Negeri Melaka ke 78 pada 14 Oktober 2016 yang lepas. Four days, that is Tuesday, Wednesday, Thursday and Friday are set aside for the daily one hour question time. Wednesday, Thursday and Friday, shall be devoted to debate on the Budget. Datuk Patinggi Tan Sri (Dr) Haji Adenan Bin Haji Satem: I beg to move that the Supply Bill be read a second time, be read a second time. Suatu Ordinan bagi membenarkan sejumlah wang daripada Kumpulan Wang Disatukan untuk perkhidmatan pada tahun 2017 dan bagi memperuntukkan wang itu untuk perkhidmatan tahun ini dibacakan kali yang kedua. Bismillhir Rahmanir Rahim. Saya menyatakan kesyukuran kita kepada Allah S.W.T. kerana dengan izinnya dapat kita membentangkan bajet 2017 dalam Dewan yang mulia ini dan berdoa agar ianya dapat mencapai tujuan seperti yang dihasratkan. As we are entering into an increasingly challenging phase of the development and economic transformation of the State towards a high income economy, it is imperative that we highlight some of the major challenges that we are facing in our continuos effort in developing the state. The Government will continue to focus its effort in structuring and transforming the State economy to achieve a developed State status by 2030. This is of upmost importance as the State is progressively moving into the next level of the development phase. While we are quite pleased with our progress and our achivement, there are so much more that need to be done particularly in transforming the rural areas to catch up with the development in the urban area. In this process of transformation the State Government will not able to do it alone but require all the neccessary effort of the Federal Government especially in providing good facilities, good and public facilities and infrastructure such as schools, clinics, hospitals, roads, bridges, wáter and electricity supplies in rural areas. Such development programs will require huge investment and conserted effort among the State and Federal Government. Tuan Speaker, with challenging and competitive global economy, the resilience of our State economy in the coming years will determine how far you can attain rapid and sustained economic development and growth. Some of the major challenges that we are currently facing are: Slowing world economy especially in the Euro area and the Asian region particularly in China and Japan; Weakening Malaysia Market, Weakening Ringgit Malaysia; Lower commodity prices; and Higher cost of living and the cost of doing business. While acknowledging that challenges ahead are becoming more complex, we must remain focus in our development agenda. We are now operating in a world which is highly dynamic and volatile. In order for us to sustain, to remain competitive, we ought to continuously broaden our economic base, enhance our knowledge, upgrade our skills, be more efficient, productive and innovative. We must include a more pervasive culture of good governance and uphold the highest level of integrity. At the same time, be agile and vigilant in facing external, 3 BELUM DISUNTING 21 NOVEMBER 2016 emerging external challenges arising from global regional competitions, and the increasing volatility in the world economic. We take great pride with the State for being able to achieve its present level of development as a result of our ability to manage our resources effectively and our continuous efforts to promote unity and harmony among our people despite facing many challenges along the way. This reflects the resilience and the strength of our people, our social unity and our political stability. Tuan Speaker, I wish now to introduce to our guests in this august House on the latest economic performance of 2016 and the outlook for 2017. The Global Monetary Fund in its October 2016 World Economic Report estimated that the world economy projected to remain modest at about 3.1 percent in 2016 slightly weaker than their earlier estimates of 3.2 percent in July of 2016. The IMF anticipates global economy to grow by 3.4 percent for 2017, instead influenced by the performance of the United State, Canada, Euro and Japan with the economic political and institutional uncertainties following the Brexit and US election. The growth in advanced economies for 2017 is expected to be 1.8 percent. The emerging market such as India and other developing economies are also expected to support global growth momentum in 2017, despite an expected slowdown in China. Growth in Asean-5 for 2017 is expected to be 5.1 percent. After registering the growth to 5 percent in 2015, the National economy is estimated to slow down between 4.0 percent and 4.5 percent this year affected by the slow global growth, the low prices of oil and commodities, the weakening of the Ringgit, and the reduction or the removal of subsidies on essential items. In the first half of this year, the growth was 4.1 percent supported by investment activities and services and manufacturing sectors. Federal Government is optimistic that the national economic growth can expand by 4.0 percent to 5.0 percent in 2017. The growth is anticipated to be driven by domestic infrastructure expenditures and foreign direct investments.

This paper is based on the observation made throughout the campaign period of the 2016 Sarawak State Elections with a special focus on four constituencies in Kuching – Batu Kitang (N.13), Padungan (N.9), Satok (N.8) and Mambong (N.19). Both Batu Kitang and Padungan are Chinese majority seats. While Satok is a predominantly Malay/Melanau seat and Mambong is a Bidayuh seat. This paper aims to identify the campaign issues in the four selected constituencies and the key strategies of the contesting parties and the main voting determinants. This paper is divided into two parts. Part I is a general overview of Kuching so as to give the proper context of the studied areas. Part I also briefly discusses the election results and the candidates of each constituency. Part II deals with campaign issues and strategies of the contesting parties. The question is really, by how much. Taib Mahmud’s successor as chief minister, Adenan Satem, has through various measures taken over the last two years, increased his personal popularity and the popularity of his party tremendously. While there have been disagreements within both the coalitions – Barisan Nasional (BN) and Pakatan Harapan (PH) – those within PH are most serious, and damage the credibility of its component parties even at the federal level. This may affect voter support in the general elections to be held within two years. As the situation now stands, the opposition parties have lost the initiative that they had in 2011, and are basically carrying out damage control measures.     JEBAT 35 (2008) 65-80 65 RIZAL YAAKOP & GHAZALI MAYUDIN TRADITIONALISM AND ELECTORAL POLITICS IN THE LAND OF THE HORNBILLS, SARAWAK This article discusses traditionalism as an issue in electoral politics by analyzing Sarawak 2006 State Legislative Assembly Election. Traditional politics is based on communal differences and on ethnic-based framework; it focuses on the existence of ethnic divisions that constitute the basis of more traditional politics. In 2006 we saw the revival of Traditional Politics and processes which challenge traditional politics to engage a new way of looking. The results of the 2006 State Legislative Assembly Election of Sarawak were a shock to both the government and the opposition parties. The election results also showed that especially among the Malay voters, traditional politics still persist as they do not favour political change. On the other hand Chinese voters were more calculative and rational in their choice of party and candidates- more pragmatic and in favour of change. This article stresses external and internal issues raised by the Chinese-based parties, Sarawak United People’s Party (SUPP) and Democratic Action Party (DAP), in Sarawak State Elections of 2001 and 2006; and the effects on the election results. In 2001, the main campaign issue was on external issues such as the 9/11 incident and the racial conflicts in other countries. On the other hand, in 2006, domestic issues such as the increase of petroleum price, land lease and land premium were predominant. Status Kes COVID-19 Di Dalam Wad Hospital Dan Masih Di Bawah Pengawasan Perubatan (Kes Aktif) Hari ini terdapat 196 kes baharu yang telah pulih dan dibenarkan discaj iaitu dari Hospital Sibu (118), Hospital Bintulu (22), Hospital Sarikei (22), Hospital Umum Sarawak (19), PKRC di bawah Hospital Kapit (10), dan Hospital Miri (5). Ini menjadikan jumlah keseluruhan kes positif COVID-19 yang telah pulih atau dibenarkan discaj meningkat kepada 8,595 orang atau 77.46% dari jumlah keseluruhan kes COVID-19 di Sarawak. Jumlah kes aktif yang masih mendapat rawatan dan diasingkan di PKRC dan wad hospital mengikut hospital rujukan adalah seramai 2,377 orang dimana: • 892 kes di Hospital Sibu dan PKRC di Sibu; • 341 kes di Hospital Bintulu dan PKRC di Bintulu • 308 kes di Hospital Miri dan PKRC di Miri; • 299 kes di Hospital Umum Sarawak dan PKRC di Kuching; • 209 kes di Hospital Betong dan PKRC di Betong, 1 Kenyataan Media JPBN Bil 66/2021 • 170 kes di Hospital Kapit dan PKRC di Kapit; • 137 kes di Hospital Sarikei dan PKRC di Sarikei; dan • 21 kes di Hospital Sri Aman dan PKRC di Sri Aman.
