Bosnia to War, to Dayton, and to Its Slow Peace – European Council On
REPORT BOSNIA TO WAR, TO DAYTON, AND TO ITS SLOW PEACE Carl Bildt January 2021 SUMMARY The international community was gravely unprepared for the conflicts that followed the dissolution of Yugoslavia. In particular, it neglected the challenge of Bosnia. Europe alone was not enough to bring peace, and the United States went from disinterested to disruptive and finally to decisive for a credible peace process. Russia in those days was a constructive actor. The war in Bosnia lasted years longer than it should have more because of the divisions between outside powers than because of the divisions within the country and the region itself. The fundamentals of the Dayton Agreement in 1995 were not too dissimilar from what had been discussed, but not pursued, prior to the outbreak of the war. It is a solution that is closer to the reality of Belgium than to the reality of Cyprus. After the war, many political leaders in Bosnia saw peace as the continuation of the war by other means, which has seriously hampered economic and social progress. Ultimately, it will be difficult to sustain progress for Bosnia or the region without a credible and clear EU accession process. INTRODUCTION It was a quarter of a century ago that the most painful conflict on European soil since the second world war came to an end. Peace agreements are rare birds. Most conflicts end either with the victory of one of the sides or some sort of ceasefire that is rarely followed by a true peace agreement. The map of Europe shows a number of such ‘frozen conflicts’. -

“A Short History of Quotas in Slovenia” Sonja Lokar Chair, Gender Task Force of the Stability Pact for South Eastern Europe A paper presented at the International Institute for Democracy and Electoral Assistance (IDEA)/CEE Network for Gender Issues Conference The Implementation of Quotas: European Experiences Budapest, Hungary, 22–23 October 2004 The Communist-dominated Federal People’s Republic of Yugoslavia was formed after the Second World War. Slovenia became the most developed of its six federal republics, gaining independence in the early 1990s. This case study looks at the participation of women in Slovenia before and after the break-up of the Former Yugoslavia, and examines the evolution of quota provisions that have been implemented to secure women’s participation in decision-making. Background Women in Slovenia were granted the universal right to vote for the first time in 1945, along with equality with men. At the beginning of the 1970s, some of Yugoslavia’s strongest Communist women leaders were deeply involved in the preparations for the first United Nations (UN) World Conference on Women in Mexico. They were clever enough to persuade old Communist Party leaders, Josip Broz Tito and his right-hand man Edvard Kardelj, that the introduction of the quota for women—with respect to the decision-making bodies of all political organizations and delegate lists—had implications for Yugoslavia’s international reputation.1 Communist women leaders worked hard to make Socialist Yugoslavia a role model (in terms of the emancipation of -

The normalization of Yugoslav-Soviet relations brought to an end a conflict between Yugoslavia and the Eastern Bloc, in existence since 1948, which threatened the status quo in Europe. The thesis represents the first effort at comprehensively presenting the reconciliation between Yugoslavia and the Soviet Union, between 1953 and 1957. It will also explain the motives that guided the leaderships of the two countries, in particular the two main protagonists, Josip Broz Tito and Nikita Sergeevich Khrushchev, throughout this process. -

Over the course of the 20th- century, Croats living abroad were traditionally divided into three socio-political categories: “old emigrants,” “political émigrés” and “guest workers.” At the turn of the 1990’s, rising ethnic tensions in Yugoslavia pushed these groups towards a short-lived unity when diasporic organizations provided a vast humanitarian, military and lobbying support for the newly founded state of Croatia. -

Could you tell me when and where you were born and then we'll talk a little bit about your family, your parents. HANSEN: I was born in 1946 in Chicago. My family is originally from Chicago, both parents born there. My father was raised on the West Side, in the Austin neighborhood, and my mother on the South Side. On my father's side, his family on his father's side came from Norway, immigrants who came to the United States in the mid-1800s, I guess. I have heard the story of his grandmother coming as a 13-year-old and going into service with a Chicago family. His own father was a high school principal in Chicago. His father and all his uncles graduated from Northwestern University and went into a variety of professioneducation, law, pharmacy. Q: With an immigrant family, this is sort of remarkable that they would be within a relatively short time going to Northwestern, being a high school principal and in other professions. The analysis focuses on the works of both Slovenian professional and amateur historiographical production, that address historic developments which took place during the Second World War and in its immediate aftermath from the perspective of the post-war withdrawal of the members of various military units (and their families) that collaborated with the occupiers during the Second World War. In Slovenia, the once-vivid historiographical debate on the nature of histo- rical explanation has been ever since largely overshadowed by new attempts to mo- nopolize historical interpretation. The discussion, that has been led from the 1980s onwards, has brought forward new forms of historical representation which have once again given way to the politicized reinterpretation of the most disputed parts of the Second World War and the subsequent time of socialism. Keynote speech by the President of the Constitutional Court of the Republic of Slovenia, Mag. Miroslav Mozetič Independence and Unity Day, Cankar Hall, 23 December 2015 Oh, motherland, when God created you, He blessed you abundantly, saying: "Merry people in this place will dwell; song will be their language and joyous cries their song!" And it happened just as He said. Seeds of God had sprouted, ample fruit they bore - Heaven grew 'neath Triglav's mighty slopes (Ivan Cankar, Kurent) Your Excellency, Mr Borut Pahor, President of the Republic, Honourable Members of Parliament - the representatives of the people, Honourable representatives of the Executive and Judiciary, representatives of religious communities, “my beloved Slovenes,” and citizens! Let us ask ourselves today: Have we been successful at fulfilling the vision of Cankar? Or was it just a dream? Today is the right day for such a question, as we are celebrating the Independence and Unity Day in commemoration of that magnificent day 25 years ago, when on 23 December 1990 we replied to the plebiscite question: “Shall the Republic of Slovenia become an independent and sovereign state?” by saying: YES. And there were 1,289,369 of us who chose this answer. There were only 57,800 votes against. We can certainly state that on that day, Slovenes and other residents of the then Republic of Slovenia demonstrated unity, as well as a firm determination and courage of many to bring to life a dream of and longing for the establishment of our own state. We did not miss out on the historic opportunity offered to us.
