Besonders im englischsprachigen Raum erfreut es sich erhöhter Aufmerk- samkeit, findet in der deutschsprachigen Literatur aber nur mar- ginal Beachtung, obwohl man an Hand dieses Beispiels interes- sante Erkenntnisse über das Vorgehen der indischen Regierung in dem neuen Wirtschaftsystem gewinnen kann. Allerdings sind Reformen in diesem Bereich in Indien eher träge. Diese Publikation entstand auf der Basis eines kurzen Textes, der für die Webseite des Südasien-Informationsnetzwerkes e.V. geschrieben wurde (NIJHAWAN 2003b). Ich habe ihn jetzt er- weitert und komplett neu aufgelegt, da sich die Szene innerhalb von zwei Jahren weitestgehend geändert hat. Es besteht den- noch die Gefahr, daß der Text aufgrund des neuen dynamischen Umfelds in Indien in manchen Details nicht mehr aktuell ist. Allerdings ist die Fragestellung so aufgebaut, daß der Hauptteil auch dann kaum an Aktualität einbüßt. Darüber hinaus muß der Text nicht als ganzes, sondern kann auch kapitelweise studiert werden.
