  • E-Petition Session: TV Licensing, HC 1233
Petitions Committee Oral evidence: E-petition session: TV Licensing, HC 1233 Monday 1 March 2021 Ordered by the House of Commons to be published on 1 March 2021. Watch the meeting Members present: Catherine McKinnell (Chair); Tonia Antoniazzi; Jonathan Gullis. Other Members present: Rosie Cooper; Damian Collins; Gill Furniss; Gareth Bacon; Jamie Stone; Ben Bradley; Tahir Ali; Brendan Clarke-Smith; Allan Dorans; Virginia Crosbie; Mr Gregory Campbell; Simon Jupp; Jeff Smith; Huw Merriman; Chris Bryant; Mark Eastwood; Ian Paisley; John Nicolson; Chris Matheson; Rt Hon Mr John Whittingdale OBE, Minister for Media and Data. Questions 1-21 Chair: Thank you all for joining us today. Today’s e-petition session has been scheduled to give Members from across the House an opportunity to discuss TV licensing. Sessions like this would normally take place in Westminster Hall, but due to the suspension of sittings, we have started holding these sessions as an alternative way to consider the issues raised by petitions and present these to Government. We have received more requests to take part than could be accommodated in the 90 minutes that we are able to schedule today. Even with a short speech limit for Back- Bench contributions, it shows just how important this issue is to Members right across the House. I am pleased to be holding this session virtually, and it means that Members who are shielding or self-isolating, and who are unable to take part in Westminster Hall debates, are able to participate. I am also pleased that we have Front-Bench speakers and that we have the Minister attending to respond to the debate today.

  • Press Release August 2014
Press release August 2014 For immediate release Metal Billboard National arts organisation Metal, based in Peterborough, have been working with artists and designers to create new billboard signs that ask passers-by to engage in a conversation about big issues Inspired by the quote from Anton Chekhov in 1888, that ‘the role of the artist is to ask questions’, arts organisation Metal, based at Chauffeurs Cottage on St. Peters Road, Peterborough, approached key national figures working in the art-world today to pose questions to the city of Peterborough. These included comedian Phill Jupitus, singer/songwriters Neil Hannon from The Divine Comedy and Mark Stewart from The Pop Group, poet Mark Grist and authors Paul Morley and Yasmin Alibhai-Brown. The questions posed range from the humorous to the thought provoking, and often relate to real issues that the city or the world is facing. For example, themes like migration, finance, war, and animal rights are all explored. The Questions “When was the last time you went to an art gallery?” Phill Jupitus, comedian “What happens next?” Paul Morley, author “Are migrants not human?” Yasmin Alibhai-Brown, author “Are you worth it?” Neil Hannon, singer/songwriter (The Divine Comedy) “What’s an artist worth?” Mark Grist, educator and poet “Why do animals exist?” Kate Garner, photographer “Can you fall up?” Mehmet Sander, choreographer “For how much longer do we tolerate mass murder?” The Pop Group, post punk provocateurs “What role does love play in economics?” Jude Kelly, artistic director (Southbank Centre) “What is necessary here?” Sally Tallant, artistic director (Liverpool Biennial) The questions acted as inspiration for new art works created by ten visual artists who were selected from a national call-out.

  • Saints and Sinners: Lessons About Work from Daytime TV
Saints and sinners: lessons about work from daytime TV First draft article by Ursula Huws for International Journal of Media and Cultural Politics Introduction This article looks at the messages given by factual TV programmes to audiences about work, and, in particular, the models of working behaviour that have been presented to them during the period following the 2007‐8 financial crisis. It focuses particularly, but not exclusively, on daytime TV, which has an audience made up disproportionately of people who have low incomes and are poorly educated: an audience that, it can be argued, is not only more likely than average to be dependent on welfare benefits and vulnerable to their withdrawal but also more likely to be coerced into entering low‐paid insecure and casual employment. It argues that the messages cumulatively given by ‘factual’ TV, including reality TV programmes ostensibly produced for entertainment as well as documentaries, combine to produce a particular neoliberal model of the deserving worker (counterposed to the undeserving ‘scrounger’ or ‘slacker’) highly suited to the atomised and precarious labour markets of a globalised economy. This is, however, a model in which there are considerable tensions between different forms of desired behaviour: on the one hand, a requirement for intense, individualised and ruthless competitiveness and, on the other, a requirement for unquestioning and self‐sacrificing loyalty and commitment to the employer and the customer. These apparently contradictory values are, however, synthesised in a rejection, often amounting to demonisation, of collective values of fairness, entitlement and solidarity. The context Despite the explosive growth of the internet and multiplication of devices for accessing it, television remains the main means by which most people absorb narrative information.
