CARRIED ______________________________ 154 Section I – Items for Authority Action RES.#B32/16 - GREENLANDS ACQUISITION PROJECT FOR 2016-2020 Flood Plain and Conservation Component, Duffins Creek Watershed Kindwin (Brock) Developments Corporation, CFN 55650. Acquisition of property located east of Brock Road and north of Finch Avenue, municipally known as 2095 Brock Road, in the City of Pickering, Regional Municipality of Durham, under the "Greenlands Acquisition Project for 2016-2020," Flood Plain and Conservation Component, Duffins Creek watershed. Moved by: Vincent Crisanti Seconded by: Mike Mattos THE EXECUTIVE COMMITTEE RECOMMENDS THAT 1.251 hectares (3.091 acres), more or less, of vacant land, located east of Brock Road and north of Finch Avenue, said land being Part of Lot 18, Concession 2 and designated as Part 74 on the Draft M-Plan prepared by J.D. Barnes, Land Information Specialists, Reference No. 13-25-795-03, dated January 19, 2016, municipally know as 2095 Brock Road in the City of Pickering, Regional Municipality of Durham, be purchased from Kindwin (Brock) Developments Corporation; THAT the purchase price be $2.00; THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land free from encumbrance, subject to existing service easements; THAT the firm Gardiner Roberts LLP, be instructed to complete the transaction at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs, and disbursements are to be paid; AND FURTHER THAT authorized TRCA officials be directed to take the necessary action to finalize the transaction including obtaining any necessary approvals and signing and execution of documents. CARRIED BACKGROUND Resolution #A161/15 at Authority Meeting #8/15, held on September 25, 2015, approved the Greenlands Acquisition Project for 2016-2020. Negotiations have been conducted with Lynn Collins, Senior Project Manager, Planning and Environmental Assessments at Candevcon Limited, acting as agent for the owners. Access to the subject lands will be achieved through adjacent TRCA lands, which lead to Brock Road. Attached is a plan showing the location of the subject lands. RATIONALE The subject lands fall within TRCA's approved master plan for acquisition for the Duffins Creek watershed as outlined in the approved Greenlands Acquisition Project for 2016-2020. On July 18, 2013, the City of Pickering approved Plan of Subdivision SP-2001-04, to permit the development of a residential subdivision with the open space lands being transferred to TRCA. 155 TAXES AND MAINTENANCE Based on preliminary review of environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property may be eligible for exemption for the 2017 taxation year. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location. Proposal from 360°kids Support Services (360°kids) to enter into a 10 year lease and contribute capital assistance in restoring a Toronto and Region Conservation Authority (TRCA) owned heritage home located at 17 Mill Street, in the City of Markham, Regional Municipality of York. Moved by: Jack Ballinger Seconded by: Michael Di Biase THE EXECUTIVE COMMITTEE RECOMMENDS THAT Toronto and Region Conservation Authority (TRCA) enter into a lease arrangement with 360°kids Support Services to operate and manage a youth transition facility located at 17 Mill Street, City of Markham, Regional Municipality of York, Rouge River watershed; THAT the term of the lease be for 10 years; THAT consideration be a nominal sum of $12.00 per annum along with an initial capital investment of $120,000 for building restoration; THAT the final terms and conditions of the agreement be satisfactory to TRCA staff and solicitors; THAT authorized TRCA officials be directed to take whatever actions may be required to give effect thereto including obtaining any necessary approvals and signing and execution of documents; AND FURTHER THAT staff report back on the development of the program partnership between TRCA and 360°kids at a future date. CARRIED BACKGROUND Resolution #A182/15 at Authority Meeting #8/15, held on September 25, 2015 was approved as follows: THAT the Toronto and Region Conservation Authority (TRCA)-owned property located at 17 Mill Street, City of Markham, Rouge River watershed, be retained for conservation purposes; AND FURTHER THAT staff be directed to investigate the potential of a long term lease for the restoration and preservation of the heritage building located at 17 Mill Street, in consultation with the City of Markham. TRCA staff has received three proposals for long term lease of 17 Mill Street, all of which identified a capital contribution toward restoration of the building. Two proposals were received from private individuals for use as a single family residential dwelling, along with a proposal from 360°kids for the operation of an affordable rental facility for York Region youth transitioning between foster care and independent living. As a component of the partnership with 360°kids, and to advance research related to the performance of sustainable technologies within a heritage home, TRCA has taken a lead role in the renovations and rehabilitation of 17 Mill Street, including integrating this house in to TRCA’s Sustainable Technology Evaluation Program (STEP) to measure the performance of the systems within the heritage building. As a result of TRCA’s partnership with 360°kids, corporate and community in kind contributions have been identified for consulting services, construction materials and labour for this project from local companies, including SCS Consulting Group Ltd., Geranium Homes, Enbridge, heritage architect David Johnston Architect Ltd., and others, that will accelerate the restoration of this heritage asset, while also engaging youth in training and employment opportunities during the renovations. 360°kids has been assisting at risk and homeless youth with a variety of programs and services since 1988. As their name suggests, 360°kids surrounds kids in crisis with care, in an effort to bring them to a place of safety and stability. In looking after their health and well-being, they offer counselling, employment programs, outreach services, mentorship and housing support. For youth in York Region, finding affordable and appropriate housing is very difficult. Many youth cannot afford to pay market rents, and often those who may have trouble finding a landlord willing to rent to them. While there are some transitional apartments available, through both 360°kids and the Salvation Army, youth may only stay in these apartments for up to one year. Understanding that after many years of precarious housing, for many youth, one year will not be enough to transition to independent living. 360°kids has developed a new program called “Transitions” where kids can live semi-independently for up to three years. While their rent is subsidized, staff at 360°kids work with the youth to increase their rent annually in hopes that the eventual transition to market rent will be made easier upon their completion of the three year term. The program will be run by a program coordinator, whose main role will be to work with both the landlords and youth to maintain their housing. The coordinator will meet weekly with the youth to make sure they are following their personalized plan, which will keep them on track to maintain their housing both now and in the future. During their time in the program, youth will work with the coordinator on their long term goals, including finding housing once their time in the program is complete. 159 Lease Agreement The area subject to this lease consists of a heritage home together with approximately 0.097 hectares (0.24 acres) of land.
