Negotiations have been conducted with Lynn Collins, Senior Project Manager, Planning and Environmental Assessments at Candevcon Limited, acting as agent for the owners.

Access to the subject lands will be achieved through adjacent TRCA lands, which lead to Brock Road.

Attached is a plan showing the location of the subject lands.

RATIONALE The subject lands fall within TRCA's approved master plan for acquisition for the Duffins Creek watershed as outlined in the approved Greenlands Acquisition Project for 2016-2020. On July 18, 2013, the City of Pickering approved Plan of Subdivision SP-2001-04, to permit the development of a residential subdivision with the open space lands being transferred to TRCA.

TAXES AND MAINTENANCE Based on preliminary review of environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property may be eligible for exemption for the 2017 taxation year. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location.

THAT the term of the lease be for 10 years;

THAT consideration be a nominal sum of $12.00 per annum along with an initial capital investment of $120,000 for building restoration;

THAT the final terms and conditions of the agreement be satisfactory to TRCA staff and solicitors;

THAT authorized TRCA officials be directed to take whatever actions may be required to give effect thereto including obtaining any necessary approvals and signing and execution of documents;

AND FURTHER THAT staff report back on the development of the program partnership between TRCA and 360°kids at a future date. CARRIED BACKGROUND Resolution #A182/15 at Authority Meeting #8/15, held on September 25, 2015 was approved as follows:

THAT the Toronto and Region Conservation Authority (TRCA)-owned property located at 17 Mill Street, City of Markham, Rouge River watershed, be retained for conservation purposes;

AND FURTHER THAT staff be directed to investigate the potential of a long term lease for the restoration and preservation of the heritage building located at 17 Mill Street, in consultation with the City of Markham.

TRCA staff has received three proposals for long term lease of 17 Mill Street, all of which identified a capital contribution toward restoration of the building. Two proposals were received from private individuals for use as a single family residential dwelling, along with a proposal from 360°kids for the operation of an affordable rental facility for York Region youth transitioning between foster care and independent living.

Upon a thorough internal review of the proposals, 360°kids was determined to be the preferred tenant as it is a charitable organization, providing important community services while also having a track record of operating similar facilities as well as the opportunity for future partnerships with TRCA.

As a component of the partnership with 360°kids, and to advance research related to the performance of sustainable technologies within a heritage home, TRCA has taken a lead role in the renovations and rehabilitation of 17 Mill Street, including integrating this house in to TRCA’s Sustainable Technology Evaluation Program (STEP) to measure the performance of the systems within the heritage building. As a result of TRCA’s partnership with 360°kids, corporate and community in kind contributions have been identified for consulting services, construction materials and labour for this project from local companies, including SCS Consulting Group Ltd., Geranium Homes, Enbridge, heritage architect David Johnston Architect Ltd., and others, that will accelerate the restoration of this heritage asset, while also engaging youth in training and employment opportunities during the renovations.

360°kids has been assisting at risk and homeless youth with a variety of programs and services since 1988. As their name suggests, 360°kids surrounds kids in crisis with care, in an effort to bring them to a place of safety and stability. In looking after their health and well-being, they offer counselling, employment programs, outreach services, mentorship and housing support. For youth in York Region, finding affordable and appropriate housing is very difficult. Many youth cannot afford to pay market rents, and often those who may have trouble finding a landlord willing to rent to them. While there are some transitional apartments available, through both 360°kids and the Salvation Army, youth may only stay in these apartments for up to one year. Understanding that after many years of precarious housing, for many youth, one year will not be enough to transition to independent living. 360°kids has developed a new program called “Transitions” where kids can live semi-independently for up to three years. While their rent is subsidized, staff at 360°kids work with the youth to increase their rent annually in hopes that the eventual transition to market rent will be made easier upon their completion of the three year term.

The program will be run by a program coordinator, whose main role will be to work with both the landlords and youth to maintain their housing. The coordinator will meet weekly with the youth to make sure they are following their personalized plan, which will keep them on track to maintain their housing both now and in the future. During their time in the program, youth will work with the coordinator on their long term goals, including finding housing once their time in the program is complete.

Lease Agreement The area subject to this lease consists of a heritage home together with approximately 0.097 hectares (0.24 acres) of land. The following are the key terms and conditions of the proposed lease arrangement: 1. Lease Payment: $1.00/month, plus HST; 2. Capital Investment: $120,000.00; 3. Initial Term: 10 years; 4. Insurance: 360°kids will provide $3,000,000.00 in commercial general liability insurance; 5. Taxes and Utilities: 360°kids will be responsible for all applicable property taxes and utilities; 6. TRCA will have exclusive right of ingress and egress across the lands for use by TRCA employees, their equipment and machinery.

Attached is a sketch of the leased area.

RATIONALE Entering into the lease agreement would allow for the development and operation of a youth transition facility serving York Region while also facilitating an investment in the renovation and restoration of a TRCA-owned heritage building.

FINANCIAL DETAILS The capital contribution of $120,000.00 from 360°kids will be used for the renovation and restoration of the heritage building located at 17 Mill. All applicable taxes and utilities shall be paid by 360°kids. Based upon the capital investment, the lease agreement is in line with market rents, as per the rental valuation prepared by Dino Bottero and Associates, April 7, 2016.

THAT authorized staff be directed to take the action necessary to implement the contract including obtaining any approvals and the signing and execution of documents;

AND FURTHER THAT staff report back on the consultant’s recommendations resulting from the review of TRCA’s compensation program. CARRIED BACKGROUND The three main components of an optimal compensation program include an easily administered job evaluation methodology incorporating a point factor evaluation system that produces a defensible and internally equitable hierarchy of jobs; a market review with appropriate comparator groups to ensure competiveness in the broader labour market; and a pay equity analysis and subsequent Pay Equity Plan to ensure pay equity compliance as it pertains to the compensation framework and job rates.

A job evaluation (JE) system has been in place at TRCA since at least the mid 1990’s. However the methodology and tools have changed over time, including a JE Committee approach that was subsequently disbanded; and a JE point factor system that migrated to a hybrid of job bands with role profile/slotting system irrespective of JE points, and incorporating competencies, job requirements and job titling in varying degrees. Review and upgrade recommendations on TRCA’s current job evaluation system by an outside third party will ensure jobs are evaluated with a factor-based system that allows for a defensible and internally equitable hierarchy of jobs while at the same time encompassing the four basic pay equity factors of skills, effort, responsibility and working conditions.

As a public sector employer, TRCA is required to show evidence that pay equity has been achieved and maintained for full-time and casual employees. Pay equity can be demonstrated as maintained when all female jobs have the same job rate as the male comparator job in the same band. Where there are no male job comparators in the band, proportional value method of comparison will be required. The Pay Equity Plan reflects all full-time and casual positions and ensures that any adjustments are addressed appropriately on grid implementation to support compliance requirements in accordance with the Pay Equity Act. An approved Pay Equity Plan with a corresponding objective JE tool must be in place with regular review and maintenance or TRCA would be vulnerable with respect to pay equity compliance. Review and audit by an outside party of TRCA’s compensation program will ensure TRCA’s compliance with the Pay Equity Act.

Part of a job evaluation program is the comparison of salaries of positions to comparable jobs within the market. The information gathered is then used to match identified benchmark positions and analyze survey data to assess external equity. TRCA’s last benchmark study was completed in 2004 using a comparator group of 15 agencies including municipalities, provincial ministries and agencies, etc.; comparison with other conservation authorities was absent from the benchmark study but will be included with this review. Some market-based adjustments were implemented as a result of the benchmark review.

RATIONALE Over the past several years there has been considerable growth and change at TRCA, including a new strategic plan, organizational and service structure, and leadership scope. Specifically, there has been significant growth in staff resources and it has been necessary to review the current compensation system, including job evaluation methodology, pay equity compliance and market competitiveness. Additionally, as a result of senior team demographics, recruitment and retention are an organizational priority to prepare for future succession planning. Given the above, and the current job role profile/slotting evaluation system in use, it has become increasingly difficult to ensure roles are objectively and equitably placed within the salary range(s) and in compliance with pay equity. It is staffs’ opinion that TRCA’s current job evaluation system no longer supports the infrastructure required to ensure fair, competitive compensation that is equally internally equitable, externally competitive and legislatively compliant.

A revised and updated TRCA compensation program is necessary to ensure that TRCA is legislatively compliant with respect to pay equity, that employees are being evaluated and compensated using a job evaluation system that is fair and equitable, that internal equity is maintained for the total positions complement with a defensible hierarchy of jobs and that TRCA is externally competitive.

Request for Proposal (RFP) #10001723 was publicly advertised on the electronic website www.biddingo.com on March 21, 2016. Two addenda were issued to respond to questions posed and to assist bidders in preparing their bid submissions. Seven bid proposals were received by the deadline of April 1, 2016 and were opened that day by the Procurement Opening Committee.

Specifications The RFP described the need for a compensation consultant to review and develop the compensation and pay equity program for TRCA. The criteria used to evaluate and select the recommended consultant were based on understanding of project, proposed modifications, similar projects, scope of work, expertise and availability of project team, approach/methodology, schedule and cost. A summary of the received fee proposals and the scoring of the bidders by the Selection Committee are as follows:

Based on the Selection Committee’s review of the proposals and upon calling references, Gallagher McDowall Associates was evaluated as the highest ranked by the Selection Committee. Therefore, staff is recommending that Contract #1001723 – Compensation Project be awarded to Gallagher McDowall Associates at a total upset cost not to exceed $100,045.00, plus HST, plus a 10% contingency allowance if deemed necessary by TRCA staff.

DETAILS OF WORK TO BE DONE  Review and recommendations for a factor-based job evaluation system for compensation and pay equity purposes, similar to that which is widely used in the municipal sector. The system will be a gender-neutral system encompassing the four basic pay equity factors of skills, effort, responsibility and working conditions. The system will be acknowledged by Pay Equity Review Officers at the Pay Equity Commission as being a complaint and supported job evaluation/pay equity system. The system will be supported by accompanying tools, including a rating record rationale, job description template and job change form. The updated job evaluation tool will necessitate that all jobs be evaluated using the new/updated system and also testing the current weighting and banding structure to support the job values and organization structure.

 The preparation and presentation of preliminary pay equity analysis results, including observations, conclusions and recommendations relating to job evaluation process/results and pay equity compliance. A Pay Equity Plan that reflects all positions will be produced. Any adjustments will be addressed appropriately on grid implementation to address compliance requirements in accordance with the Pay Equity Act.  Undertaking of a custom market compensation review which includes conducting an external market analysis with the assistance of TRCA Human Resources staff, in collecting market data and facilitating participation of the comparators. Following the market survey a comparative statistical market analysis will be produced that will illustrate various market positions. The survey data will be analyzed to assess external equity. Job rates and salary ranges for each band will be developed in a way that reflects TRCA’s desired competitive positioning. Additionally, TRCA’s salary grid will be revised having regard for the market review and agreed upon positioning, as well as incorporating internal equity and pay equity compliance requirements.  Report back to Authority for approval of any salary grid adjustments as a result of pay equity analysis, market review.

RES.#B35/16 - CANADA GREEN BUILDING COUNCIL AND ITS GREATER TORONTO CHAPTER Continuation of Partnership Agreement. Approval to continue existing partnership agreement with the Greater Toronto Chapter of the Canada Green Building Council.

THAT Toronto and Region Conservation Authority (TRCA) execute the 2016 work plan agreement with the Greater Toronto Chapter of the Canada Green Building Council (CaGBC) to December 31, 2016;

THAT TRCA continue to work with the Greater Toronto Chapter to deliver the initiatives in accordance with the signed Memorandum of Understanding (MOU), as amended in 2015, with the Canada Green Building Council;

AND FURTHER THAT authorized TRCA officials be directed to take the action necessary to implement the agreement. CARRIED BACKGROUND As a founding partner of the Canada Green Building Council, TRCA has worked closely with CaGBC on several initiatives since the Council was first established in 2003. The Council's mission is to "lead and accelerate the transformation to high-performing, healthy green buildings, homes and communities throughout Canada." TRCA has provided ongoing support in their work towards this mission, which is well-aligned with TRCA's vision for The Living City.

The Authority first formalized this relationship by approving the establishment of an MOU between TRCA and CaGBC. By entering into the MOU, TRCA agreed to work in partnership with CaGBC on various initiatives focused on increasing the uptake of green building practices and promoting sustainable community development in the Greater Toronto Area. At Authority Meeting #3/10, held on April 30, 2010, Resolution #A54/10 was approved as follows:

THAT Toronto and Region Conservation Authority enter into a Memorandum of Understanding with the Canada Green Building Council.

The purpose of the MOU was to formalize the working relationship between the two organizations and to establish strategic joint priorities. Among the many roles and responsibilities outlined in the MOU, was the condition for TRCA to support and advocate for local funding opportunities and to work closely with the Greater Toronto Chapter (GTC). Following Resolution #A54/10, TRCA and GTC have developed and executed annual work plan agreements which identify key activities and initiatives to be completed in each calendar year.

RATIONALE Table 1 provides an overview of the various work plan components and the projected 2016 work plan. Execution of these activities is carried out, in part, with the annual grant funding provided by TRCA. Additional details related to the 2016 work plan and a summary of the 2015 deliverables are provided in Attachment 1.

TRCA and CaGBC-GTC Proposed Program Initiatives 2016

2016 Work Plan Introduction This document outlines a series of proposed deliverables by the Greater Toronto Chapter of the Canada Green Building Council (GTC-CaGBC) under an agreement with the Toronto and Region Conservation Authority (TRCA). The sections below outline new programs and initiatives that the TRCA may wish to enable, as well as currently existing successful programs and items that require support for maintenance and ongoing operation.

Municipal Engagement and Knowledge Sharing Sustainable Communities Toolkit In 2016 the GTA Chapter will be working with CaGBC national to update the Municipal Policy Toolkit (to be called the Sustainable Communities Toolkit) which is a presentation geared to municipalities encouraging them to adopt or enhance existing green building policies. To date the following municipalities have been identified in our region: Toronto, Vaughan, Kitchener, Waterloo, and Cambridge. The Chapter intends setting up presentations with decision makers in at least three of these municipalities in 2016.

Municipal Leaders Forum The Municipal Leaders Forum (MLF) chaired by Brook Marshall from Peel Region, brings together Municipal leaders in the southern Ontario region (including Peel Region and the City of Toronto) to share best practices regarding green building policy and practice issues at the municipal level. The working committee will plan three forums in 2016. The first session will be held in Peel Region and is focussed on creating flexible, sustainable, and walkable communities with a specific lens on seniors’ needs.

Ontario Green Policy Hub With the support of TRCA and the IESO (formerly the OPA), the MLF created and launched the Ontario Green Policy Hub (OGPH), an online searchable resource of the most innovative and best policy practices that promote and develop sustainable built environments by Ontario Municipalities. To date 43 policies have been uploaded to the site and work is now underway to expand the Hub to include municipalities across the country.

Building Benchmarking The Advocacy Committee of the Greater Toronto Chapter is continuing to work collaboratively with the Toronto Atmospheric Fund and other key stakeholders to provide input into the Province’s framework for mandatory building energy and water usage reporting for benchmarking overall energy performance. In the final stages of stakeholder feedback, the Province is expected to amend the Green Energy Act to include a new regulation outlining the mandatory requirements for reporting. CaGBC hopes to play a role in providing some form of training or information for our members and others as the program as it rolls out.

Strengthening Green Building Knowledge and Awareness

The Greater Toronto Chapter’s principal goal is to serve the needs of its members and supporting organizations. In meeting this goal, the Chapter strives to deliver value in a variety of formats that include large annual events and smaller education events.

In 2016 the Chapter will deliver:

Annual Events 4 large scale Chapter Events (150+ attendees), whose focus is on networking/awareness amongst the green building community.

Events will include: Spring Open – a celebration of green buildings through our annual green Building Blitz presentation and networking reception. This event will be held at the new Queen Richmond Centre West which will allow for the incorporation of member exclusive tours. - Annual Summer BBQ – The BBQ will be held at the end of the national conference at the AllStream Centre and will therefore attract out of town as well as local green building professionals. - Fall CaGBC Greater Toronto Chapter Gala and Awards - includes awards program recognizing innovation in LEED projects across Southern Ontario, as well as two individual awards for leadership and volunteerism. In 2014, the CaGBC-GTC introduced a new Innovation in Sustainability award geared towards exceptional projects, programs, and policies that aren’t necessarily tied to LEED. - Inaugural Golf Tournament – the Chapter’s first golf tournament will be held on the day after the national conference and 10% of net revenue will be donated to TRCA’s Living City Foundation. - National Conference Tours – During the CaGBC National Conference in Toronto in June, the Chapter will arrange tours of LEED certified buildings, the waterfront and the Regent Park community.

Education Events - National Workshops: The Chapter is responsible for the administration and delivery of national workshops specifically related to LEED education in the GTA. This year the Chapter will deliver a new version of the LEED for Green Associates workshop (6) at the Evergreen Brickworks. The Chapter will also deliver two new WELL standard workshops. - Chapter Education: - LEED Breakfast Series: the Chapter is entering into its third year of the LEED Breakfast Series, comprised of 3 sessions, commencing in April. This series is focussed primarily on issues related to LEED and is designed to engage and inform building owners, operators, and managers. The topics are: Building Benchmarking, LEED v.4, and Innovative Technologies in LEED buildings. - Green Homes Summit - Held annually, the Green Homes Summit focusses on single family dwellings and mid-rise multi-unit residential buildings. The summit showcases best practices for green building in the residential sector to encourage home builders to learn about and adopt green building practices - Materials Summit – With the advent of LEED v.4 and its emphasis on environmental product declaration and verification, the Chapter and national will work together to present this hands on workshop explaining how materials factor in to the new version of LEED. - Green Professional Building Skills Training (GPRO) - Two years ago the Chapter became the delivery partner in Canada for a green building training program (GPRO) for the trades. Developed by the trades for the trades, the GPRO program includes workshops for plumbers, electricians, hvac and refrigeration specialists, building operations managers, construction managers and more. The Chapter is working with national CaGBC to expand the program across the country but will continue to deliver workshops with qualified trainers to the GTA market. - Waste Management Information Session and Plant tour – The Chapter will be planning an in depth look at how waste is managed from the building to the recycling plant to further educate building owners and managers on best practices for waste management.

- Thank You Campaign -Launched in 2012, the Thank You Campaign is designed to applaud the efforts of individuals and organizations that have made a contribution to the sustainable built environment, and connect the Chapter to organizations that are making a difference.

By sending out emailed “Thank You” messages, participating in plaque presentation ceremonies for newly certified buildings, adding them to our Green Building Map, and showcasing them in Toronto FOCUS, we continue to acknowledge individuals and companies for achieving their LEED credential and welcome them to both our network and the Chapter. Through this campaign we continue to: o Create awareness of the work of the Chapter at the local level o Add to our database of green building professionals o Open conversations between individuals and the Chapter on green mandates o Increase brand identity

Toronto Focus (SAB Magazine supplement) Toronto Focus The Chapter produces two Toronto Focus supplements a year through SAB Magazine. This is the Chapter’s primary publication through which we can engage our sponsors, members and community at large to produce this 16 – 32 page supplement that includes green building features and success stories from the GTA and surrounding region. This publication allows TRCA to provide regular articles on the progress of the BRE Innovation Park. Please see link below:  Spring 2015 Toronto FOCUS, page 28

TRCA funding will go to supporting staff and part time interns to manage the writing and coordination of content, sponsorship promotions, advertisements, web-compatibility, and distribution.

Conclusion The Chapter has a very robust program of activities and education sessions that have increased its profile in the GTA. A renewed focus on outreach to municipalities in 2016 will further drive awareness of LEED and best green building practices at both the building and community level. The development and maintenance of these programs would not be possible without substantial support from partners like TRCA. .

Ontario Green Policy Hub The Ontario Green Policy Hub (OGPH), a dynamic free online resource consisting of emerging and innovative Ontario municipal policies, was launched by the GTC in 2012. The Hub, found at www.ogph.ca, provides a user friendly platform for municipalities to submit policy initiatives which not only include the actual policy (by-law, official plan, regulation or Council resolution) but also corresponding information including supporting background studies and staff reports. The Hub remains relevant to current activities, includes innovations and new technologies to address changes in the marketplace as well as some of the sustainable development advancements being led by the development industry.

The Hub is designed to capture municipal policy within several key areas of sustainable development including community planning, transportation, green infrastructure, water conservation, energy, waste reduction and public buildings. In many cases, a municipal initiative may cut across several areas of sustainable development and address a multitude of municipal objectives. For example, the City of Toronto’s Toronto Green Standard (TGS) and the Town of East Gwillimbury’s “Thinking Green Development Standards” both influence better performance in energy efficiency, stormwater management, active transportation, and offer financial incentives for exceeding minimum requirements set out. In addition, the Hub includes policy work focused on particular areas such as the City of Kitchener’s Stormwater Management Policy or the City of Ottawa’s Development Charge By-law which provides an incentive for development which promotes “smart growth” principles of redevelopment and intensification.

Forty three policies have been uploaded to the site since its inception in 2012. The following municipalities have policies on the hub: Burlington, East Gwillimbury, Brampton, Kingston, Kitchener, Toronto, Vaughan, York Region, Markham, Aurora, Mississauga, Guelph, Caledon, Cambridge, Ajax, Halton Region, Region of Peel, and Richmond Hill, Greater Sudbury, Collingwood, Ottawa, Huntsville, Waterloo, and Thunder Bay.

Annual Chapter Events 2015 These annual events provide an opportunity for the green building community around the GTA to network and to celebrate green building design and best practices.

Spring Open – April 30. RBC Waterpark Place. 150 attendees  RBC Waterpark Place is registered for LEED Platinum and is a state of the art office building with RBC as its major tenant. It is also the home for Cisco’s Innovation Centre as well as being its Canadian headquarters. Oxford is the building owner/manager. Comprehensive tours of mechanical rooms as well as office and meetings spaces were provided to Chapter members throughout the evening  A “ Building Blitz” featured presentations of outstanding LEED certified projects in a fast-paced pecha kucha style format and featured: RBC Waterpark Place, 25 York Street, 438 University Avenue, Orillia Public Library, the Forensics Services and Coroners Complex, Haddon Hall, Robinson Place, CIBC Pan Am and Parapan Am aquatic centre and field house  The networking reception was held in the showcase lobby on the ground floor.

Annual CaGBC Greater Toronto Chapter Gala and Awards Program – October 22. Arcadian Court – Toronto 275 attendees  The agenda included Andrew McCallan, Oxford (also Chair of National CaGBC) as the MC, Glen Murray, Provincial Minister of Environment and Climate Change as the keynote speaker, Brian Denney from TRCA as presenter of the Individual Awards, Hilary Corneau as presenter of enviroSCULPT, and 4 Innovation in LEED presenters (Residential: David Bellamy, MCW, CI: Paul Frith, Geosource, EBOM: Bryce Conacher, Ledcor Renew, NC: Mary Sye, Enbridge  Award winners were: Volunteer – Nazia Teirmazi; Leader – Ian Jarvis; Innovation in LEED - Residential 28 Senlac and Motion Condominiums ; EBOM – Robinson Place; NC – Canmet Materials Technology Laboratory;; CI – TD 21; and Innovation in Sustainability–Destination Forever Green (Bentall Kennedy)

Education Events  Green Homes Summit. The Chapter held its first Green Homes Summit with over 110 people in attendance. In partnership with the Sustainable Housing Foundation and a Program Committee the day’s program focussed on LEED for residential buildings, harmonizing green standards across municipalities in the GTA and the challenges and market drivers for green home builders.  Materials Summit: With the advent of LEED v.4 and its greater focus on the use of environmental products within the building fabric, this summit was designed to showcase the types of products available and their different uses. Through a hands on workshop participants learned how to identify materials for use in a LEED v.4 projects.  LEED Breakfast Series:. The series fosters a community of learning and elevated performance around LEED and is designed to engage and inform building owners, operators, and managers. Average number of attendees was 70 people per session. The four sessional topics were: the new LEED Dynamic Plaque: the new WELL Standard for buildings, the Sustainable Data Landscape, and Smart and Connected Buildings.  National Workshops: The Chapter continued to deliver LEED specific workshops on behalf of the national CaGBC. 6 LEED Green Associate workshops were held at the Evergreen Brickworks with a total attendance of 130people.  Educational Outreach: We continued to expand our Chapter partnerships within the GTA and across Southern Ontario. We partnered with organizations to deliver a number of educational programs. Examples of partner organizations were the City of Toronto (Biomass event and Urban Wood Forum), the Sustainable Housing Foundation, the Passive House Institute, the Green Building Festival etc.  The Chapter continued to deliver green building training to the trades in an effort to bridge the gap between those that design and those that build green buildings. This unique program (GPRO) has been licensed from Urban Green in New York and adapted to the Canadian marketplace. The GPRO program is comprised of the following six modules – Fundamentals of

173 Green Building, Construction Management, Operations & Maintenance Essentials, Plumbing, Electrical Systems, and Mechanical & HVACR, into the GTA marketplace since December 2014.  Municipal Leaders Forums: The Municipal Leaders Committee continued to deliver events geared to planners and policy staff at the municipal level throughout the GTA. The winter Forum was held in Peel Region and was focussed on Health and Wellness in the planning of communities. The summer forum was held at Vaughan City Hall and focussed on community energy initiatives.

Green Building Map The Green Building Map is continually updated with newly certified LEED projects in Ontario and is accessible to the public through our web site http://www.cagbctoronto.org/initiatives/green-building- map. Currently 778 projects can be viewed on the map and now includes Toronto Green Standard Tier 2 projects as well.

Thank You Campaign  A total of over 170 projects were recognized in 2014 through announcements in our newsletter  9 of these were selected as presentations at Spring Open  All were invited to submit their projects for the Innovation in LEED Awards

Innovation in LEED Awards & Innovation in Sustainability Award  Four Innovation in LEED Awards were presented at the Gala (see Gala section), plus one Innovation in Sustainability Award  A working committee set the criteria for the award and an independent panel of judges made up of industry experts selected the finalists and the winners.  Winners were announced and presented at the Gala on October 16th.

Toronto Focus  The Toronto Focus supplement is produced twice a year. 5,000 copies are printed 3,000 are placed in SAB Magazine and circulated around the GTA 2,000 are used by the Chapter and partnering organizations (including TRCA) and handed out at events and trade shows.  The themes for the spring and fall editions were Sustainable Building Technologies and WELLness and the Built Environment respectively

Authorization to increase the approved value of Contract #10001224 for supply of labour, equipment and materials necessary to extend cable conduit within the Albion Hills Conservation Area, in the Town of Caledon, Region of Peel.

THAT Contract #10001224 awarded to Trinity Communication Services Ltd., for a cost of $66,510.00, plus a 20% contingency, be increased to include installation of 1250 linear metres of conduit at an additional cost of $89,250.00, for a revised total cost of $169,062.00, plus HST, to be expended as authorized by Toronto and Region Conservation Authority (TRCA) staff. CARRIED BACKGROUND Albion Hills Conservation Area (AHCA) is a 495 hectare park that offers a wide range of nature based recreational activities. The property has several buildings that help facilitate the daily park operations including the newly constructed Administration Building located at the front entrance of the park. The new Administration Building, which now serves as the communication hub for AHCA, recently underwent an upgrade to its data network and communication services as previous aging infrastructure led to repeated connectivity issues and frequent communication disruptions. The upgraded infrastructure has provided the new Administration Building with advanced communication capabilities and services that will support the enhancement and growth of AHCA over the next 25 years and furthermore has prompted the next phase of work to replace aging infrastructure at several other priority locations within the park.

The additional scope of work for the next phase includes, but is not limited to:  supply and installation of 1250 linear metres of conduit and grade level pull boxes;  excavation, trenching, and/or directional drilling/boring; and  backfilling and restoration of disturbed areas.

RATIONALE Contract #10001224 was awarded to Trinity Communication Services Ltd. on December 17, 2015 as they were the lowest bidder in a competitive procurement process. The original scope of work included the installation of 950 linear metres of conduit from the new Administration Building to the Chalet.

TRCA is now proposing to upgrade the existing communication infrastructure by installing 1250 metres of additional conduit to extend copper and fiber optics services from the Administration Building to the Chalet, Park Office and Beach Centre. This will provide increased speed and connectivity for security, telephone service, internet service, and most importantly provide compatibility amongst TRCA’s network as it aligns with the industry standard for communication infrastructure.

The fibre optic connection will allow for both modern data and voice capabilities that can service the park and improve the level of customer service for park users. The new copper line will allow for more standard and stand-alone voice capabilities and can be used as a backup to VOIP services through the fibre connection. The copper line is also essential to 911 emergency services.

175 In order to proceed with the service connections to the other facilities, Polyvinyl Chloride (PVC) conduit is required to protect the underground copper and fibre optics to carry the voice and data services to these locations. The increased costs to the contract are consistent with the prices submitted by Trinity Communications Services Ltd. for the original contract and has been determined to be financially beneficial as opposed to retaining another contractor through a separate procurement process. Trinity Communication Services Ltd. has provided an exceptional level of service and workmanship with a high regard for health and safety.

FINANCIAL DETAILS The costs associated with the additional work are based on the unit rates provided within Contract #10001224. Trinity Communications Services Ltd. has agreed to in writing to honour their original rates. Retaining Trinity Communications Services Ltd. eliminates administration fees and staff time associated with procuring a new contract. The work will fall under the same terms and conditions as prescribed in Contract #10001224.

Upon Executive Committee approval a Change Order will be issued to Trinity Communications Services Ltd. for supply of all labour, equipment and materials necessary for the installation of an additional 1250 linear metres of conduit at AHCA.

Funds to complete the original scope of work and the additional work are provided from Region of Peel Capital funding in CA Communication Infrastructure account #422-30.
