MHA is over 30 years old and has established roots within the BME community in . Always punching above our weight, we have been one of the largest developing landlords in Bradford. We are seen as the “go to” organisation for the vibrant and diverse communities in Bradford for housing and are proud to deliver high quality and culturally sensitive services recognising the needs of our customers.

It is an interesting time to join the organisation as we embark on new growth which will see us providing new homes for the local community. We have also developed our new Community Investment Strategy aimed at improving the life opportunities of the people who live in and around our homes. About Manningham Housing Association

Manningham Housing Association (MHA) is over 30 years old and has a proud track record of delivering homes and services to the communities in Bradford and Keighley. MHA came into existence in 1986 following a piece of research undertaken into the housing needs of Black and Asian Communities in Bradford by the Bangladeshi Youth Organisation based in Bradford. This research proved that the needs of the South Asian Community were not being addressed and the government and the council supported MHA growing from an organisation with two properties to one that now has nearly 1400 homes and houses over 6000 residents.

With an annual turnover of £8.5 million and a staff base of 32 colleagues we are a small organisation. However, MHA has always “punched above its weight” in terms of achievements and we want our new Finance Director to help us to regain our financial capacity to provide more much needed homes as well as ensuring we continue to provide safe and good quality homes for our customers .. The housing needs and poverty of the South Asian community in Bradford are as great as ever but with the lack of grant and the multiple layers of welfare reform impacts new development of large family homes all but ceased in 2016. However, our new Growth Strategy aims to address this by increasing our stock numbers to address the demand and help meet the housing needs of the community.

Provision of Homes for Affordable Renting and Affordable Owning

We aim to provide good quality affordable homes and services for those in the greatest need in the Bradford district. Over 70% of our residents are of Bangladeshi or Pakistani origin but we cater for all those in need. Our customer satisfaction levels are extremely high and are consistently in the 90% plus bracket – we sum up our ambition in this area as providing a “hassle free” housing service to our customers. We have a high proportion of large family homes and as well as homes for single people and couples. We currently manage a number of properties for another housing provider and lease properties from another.

Development and Firebird Homes Ltd

MHA has had a fantastic 30 years growing from humble beginnings and growth and development has been an integral part of our journey. In 2004 a wholly owned subsidiary was formed (Firebird Homes). From its inception to 2017 it delivered over 750 new homes and at one point MHA had the largest development in Bradford. Unfortunately, with the lack of grant now available and the impact of the 1% rent reduction imposed on the sector, in early 2017 MHA made the decision to temporarily cease development and made Firebird Homes dormant. In 2019 we are in the process of agreeing our Growth Strategy and are creating additional financial capacity to provide additional homes for the community.

Strategy and Objectives

Our Corporate Strategy for 2018 – 2021 was approved in March 2018 and sets out the next stage of our journey to deliver our vision and mission. The Corporate Strategy defines four strategic priority themes for the next three years:

Executive Team Members

Lee Bloomfield – Chief Executive

Lee is Chief Executive and started with us in January 2018. He has over 20 years’ experience working in housing and has worked across a range of organisations including local authority, ALMO’s and housing associations. Lee was previously Chief Executive of a BME housing association in Leeds and brings a wealth of experience including corporate governance, business development, organisational change and strong strategic leadership. Lee is Vice Chair of the Housing Diversity Network and is passionate about instigating change and improving and developing services for BME communities.

Ulfat Hussain, Director of Operations

Ulfat is the Director of Operations. He has specific responsibility for the delivery of housing management, maintenance and asset management services ensuring the highest level of customer satisfaction. Ulfat has over 15 years of senior management experience of driving operations for both small and large housing associations. He is highly committed to customer service excellence shaping high quality services coupled with strong organisational performance. He has been a board member at Pennine Housing 2000; is a Fellow of the Chartered Institute of Housing, has a Degree in Housing Studies, a Post-graduate Certificate in Leadership and is qualified as a PRINCE2 Practitioner.

Board Members

Barrington Billings – Chair Barrington’s appointment as Chair is a key appointment for MHA. Following the regulatory downgrade, we needed someone who brought strength in governance best practice and experience of working in both a housing and non-executive capacity. We believe Barrington brings a wealth of knowledge and experience that will be of great benefit to MHA.

Abdul Ravat - Vice Chair Abdul joined the MHA Board in October 2016 having previously had a professional relationship for the best part of 15 years or so. He was made Deputy Chair in May 2017. Abdul’s current role is at The Abbeyfield Society as its Head of Development & Relationships, responsible for driving the strategic investment and asset management objectives within the UK business plan.

Cath Bacon – Tenant Board Member Cath is a MHA tenant and is an active member of her local community. Cath is also Chair of MHA’s Customer Panel which scrutinises the services the organisation provides to its residents. The Panel also reviews policy and procedures and makes recommendations for service improvements.

Julia Histon – Board Member Julia is a highly experienced housing professional with many years’ experience at a senior level in the sector. Julia is currently Managing Director of York Housing Association and has been in post since 2011.

Vicky Szulist Vicky is a chartered accountant and audit partner at Crowe Clark Whitehill LLP where she specialises in the audit of not for profit entities. Vicky has a number of housing clients and has been involved in the social housing sector throughout her career. Manningham Housing Association is a past audit client from her time as a senior manager at KPMG.

Haroon Rashid Haroon is a chartered accountant with extensive financial management, treasury and reporting experience gained at KPMG and FGH. Whilst at KPMG, Haroon managed many Housing Association audits and due diligence exercises. Haroon currently heads the Central Finance department at Freemans Grattan Holdings and his responsibilities include Financial Accounting and systems, pensions, treasury and accounts payable.

Mushtaq Khan Mushtaq is Director at Think Inclusive, a consultancy specialising in equality, strategy and inclusive leadership. He has worked for a number of housing and regeneration organisations throughout his career, and was most recently Director of Commercial Partnerships at the Jigsaw Group; this involved overseeing and growing the Group’s non-landlord business activity, with 280 staff and an annual budget of about £15m. He has also worked at a senior level in local authorities for the over fifteen years, including working for large metropolitan councils such as Oldham, Trafford and Lambeth.

Majid Khan Majid is a chartered accountant, having qualified with Ernst & Young in London. He has since worked for KPMG (Real Estate) and a number of large listed businesses in Yorkshire, including Morrisons Plc and IPF Plc. His most recent role is that of Commercial Finance Director at IPF PLC.

Khalida Ashrafi Khalida’s work focuses on raising the profile of and making a positive difference to BME communities and Khalida is currently ‘cultural advisor’ to the script writing team of the channel 4 drama series . She is also about to launch a piece of research on ‘Hijab and Hate crime’ in Bradford for the Muslim Women’s Council.

Role profile

Responsible to: Chief Executive

The post holder will assume overall responsibility for all finance matters and ensure that across Budget responsibility: Manningham HA budgets are maintained in a responsible and efficient manner with all budget holders.

Job Purpose

To lead a finance function that is modern and effective that enables the Association to achieve its vision and business objectives. To work corporately as a member of the Executive Management team to deliver the Association’s vision, values and business plan.

Key Deliverable and Outcomes

• To provide leadership to all staff ensuring that the finance function is modern making the best use of technology and delivers excellence through a performance driven and customer focussed culture. • To lead the development of financial / business planning, reporting to the Chief Executive Officer and Board, ensuring that Manningham HA is financially viable and can meet its strategic objectives. • As a member of the executive team, adopt a collaborative and supportive approach and contribute to the strategic direction of Manningham HA. • To develop, recommend and implement financial strategies, plans and policies that enable the management of costs to achieve economies, value for money, efficiencies and effectiveness across the whole of the business. • To prepare and keep under review the organisations financial business plans, and to provide clear and regular management information on key indicators of Manningham's financial, cash flow and operational performance. • To secure finance on best terms for the Association’s operations including its capital projects. • Ensure that the organisation’s financial systems comply with statutory / regulatory compliance and governance requirements, and that external audit requirements are met and kept up to date and to coordinate and manage the internal audit process including the effective relationship with the internal auditors. • To be responsible for the production of statutory accounts and manage the effective relationship with the external auditors. • Develop a strategic approach to risk management, develop procedures and appraisal systems for all significant areas of business and financial risk, and lead and deliver the strategy across Manningham HA. This includes the monitoring and mapping of risk assurance.

• Provide company secretary services and lead on all governance and regulatory compliance activity, to ensure that governance and regulatory compliance is embedded within Manningham HA. • Provide company secretary services and lead on all regulatory compliance activity with regard to development and regeneration. • Lead and deliver the Value for Money strategy, ensuring that it is embedded across the organisation, developing a strategic approach to procurement of goods, services and contracts to ensure that Manningham HA operates within a consistent framework and secures value for money to deliver a quality and cost effective service to tenants. • To direct the treasury management function, ensuring effective and prudent policies and procedures are in place, and including negotiations and relationships with funders. • To monitor and evaluate performance / business effectiveness throughout the organisation, identifying and ensuring implementation of improvements where required. • Proactively engage in the diversification and growth strategy of the business, identifying and maximise opportunities for additional funding and income generation. • Lead and deliver the IT functions for the association to maximise IT and digital technology efficiency and develop modern and costs effective services for staff and customers. • Ensure trading relationships and trading accounts are effectively and robustly monitored and managed, in order to maximise value for money and Manningham’s commercial influence. • Lead on procurement activity for the organisation ensuring that they comply with Financial Regulations. • To assist the CEO in preparing and presenting regular reports for the Board and its committees, keeping them appraised of departmental performance and procedures, new legislation and policy reviews, ensuring that the Board Members have sufficient information to enable them to discharge their responsibilities effectively and as required by the Regulator of Social Housing. • In the absence of the CEO to take on responsibility for the day to operation of the Association (shared on a rotational basis with other Directors). • To carry out such other duties as the Chief Executive Officer may reasonably request. • The post-holder’s duties must at all times be carried out in compliance with legislative requirements such as health and safety and all of the Associations policies and procedures in particular the Equality, Diversity and Inclusion Policy and any other policies designed to protect employees or service users. • It is the duty of the post-holder to promote equality, diversity and inclusion across the organisation and not to act in a prejudicial or discriminatory manner towards any customers or employees, including discrimination towards anyone under the protected characteristics under the Equality Act 2010.
