SLOAN FOUNDATION administers a private fund for the benefit of the public. It accordingly recognizes the responsibility of making periodic reports to the public on the management of this fund. The Foundation therefore submits this public report for the year 2018. II Alfred P. Sloan Foundation $ 2018 Annual Report Mission Statement The ALFRED P. SLOAN FOUNDATION makes grants primarily to support original research and education related to science, technology, engineering, mathematics, and economics. The Foundation believes that these fields—and the scholars and practitioners who work in them—are chief drivers of the nation’s health and prosperity. If a grant is to support students or postdocs, what is the inves- tigator’s history of training women? If a grant is to support a conference, is there gender balance in the roster of speakers? If a grant is to support software development, is there diversity in the team that will do that work? V Alfred P. Sloan Foundation $ 2018 Annual Report The Year in Discovery SOME THINGS SLOAN GRANTEES LEARNED THIS YEAR As a grantmaking institution, Sloan works to grease the wheels of scientific progress. Our day-to-day is about how to get good ideas funded; how to make sure this or that bright young researcher gets recognized; how to make sure this methodology or that piece of technology is being used most effectively. Rational inquiry is a process, and every day we work to make that process better. But every day we also try to take a step back from the minutiae of scientific process and remind ourselves that research is about finding stuff out. At the end of all the grantmaking we do is some researcher somewhere trying to figure out how one tiny—or in the case of astronomers, not so tiny—piece of the world works. The work we fund is about discovery, and about how discovery can be a powerful tool for making the world a better place. The Foundation has more than 1,600 active grants in its portfolio. Nearly every day a Sloan-funded researcher finds out something new.

Conventional models tend to forget the knowledge of previous tasks while learning a new task, a phenomenon known as catastrophic forgetting. When using Bayesian models in continual learning, knowledge from previous tasks can be retained in two ways: (i) posterior distributions over the parameters, containing the knowledge gained from inference in previous tasks, which then serve as the priors for the following task; (ii) coresets, containing knowledge of data distributions of previous tasks. Here, we show that Bayesian continual learning can be facilitated in terms of these two means through the use of natural gradients and Stein gradients respectively. 1 Background There are several existing approaches for preventing catastrophic forgetting of regular (non- Bayesian) Neural Networks (NNs) by constructing a regularization term from parameters of pre- vious tasks, such as Elastic Weight Consolidation (EWC) [1] and Synaptic Intelligence (SI) [2]. In the Bayesian setting, Variational Continual Learning (VCL) [3] proposes a framework that makes use of Variational Inference (VI).     Econ 244: Market Failures and Public Policy Liran Einav and Heidi Williams Winter 2021 Mondays and Wednesdays, 11:30 AM{1:20 PM Course overview. This course will cover selected topics in applied microeconomics, namely insurance and credit markets (aka \selection markets"), markets for innovation, and healthcare markets. The common theme (as the course name suggests) is that in all three contexts there are good a priori reasons to be concerned about potential market failures, suggesting that some type of government intervention or regulation may be critical for achieving efficient market outcomes. These three markets are also particularly useful in illustrating the connection and interplay between economic research and public policy. The focus of the course will be on topics, not methods, and will therefore cater to a broad set of students { especially those with interests in applied microeconomics, broadly defined. While, formally, this class is not attached to any of the second-year sequences, it should be particularly complementary to the second-year sequences in IO and public economics. In addition to discussing existing work and bringing students closer to the research frontier, the course will emphasize areas of inquiry where additional research is feasible and warranted, thus hopefully generating possible leads for second-year research papers. Course logistics. The class meets regularly on Mondays and Wednesdays, 11:30am{1:20pm. There is no class on January 18 (MLK Jr. Day) nor February 15 (Presidents' Day). We will be using Canvas to post material and send announcements. A tentative list of lectures is below. Starred papers on the reading list are those we expect to discuss in detail in class.

However, even when MFVB provides accurate posterior means for certain parameters, it often mis-estimates variances and covariances. Further- more, prior robustness measures have remained undeveloped for MFVB. By deriving a simple formula for the effect of infinitesimal model perturbations on MFVB posterior means, we provide both improved covariance estimates and local robustness measures for MFVB, thus greatly expanding the practical usefulness of MFVB posterior approximations. The estimates for MFVB posterior covariances rely on a result from the classical Bayesian robustness literature that relates derivatives of posterior expectations to posterior covariances and includes the Laplace approximation as a special case. Our key condition is that the MFVB approximation provides good estimates of a select subset of posterior means—an assumption that has been shown to hold in many practical settings. In our experiments, we demonstrate that our methods are simple, general, and fast, providing accurate posterior uncertainty estimates and robustness measures with runtimes that can be an order of magnitude faster than MCMC.

    What are the most important statistical ideas of the past 50 years?∗ Andrew Gelmany and Aki Vehtariz 3 June 2021 Abstract We review the most important statistical ideas of the past half century, which we categorize as: counterfactual causal inference, bootstrapping and simulation-based inference, overparameterized models and regularization, Bayesian multilevel models, generic computation algorithms, adaptive decision analysis, robust inference, and exploratory data analysis. We discuss key contributions in these subfields, how they relate to modern computing and big data, and how they might be developed and extended in future decades. The goal of this article is to provoke thought and discussion regarding the larger themes of research in statistics and data science. 1. The most important statistical ideas of the past 50 years A lot has happened in the past half century! The eight ideas reviewed below represent a categorization based on our experiences and reading of the literature and are not listed in chronological order or in order of importance. They are separate concepts capturing different useful and general developments in statistics. The present review is intended to cover the territory and is influenced not just by our own experiences but also by discussions with others; nonetheless we recognize that any short overview will be incomplete, and we welcome further discussions from other perspectives. Each of these ideas has pre-1970 antecedents, both in the theoretical statistics literature and in the practice of various applied fields. But each has developed enough in the past fifty years to have become something new. 1.1. Counterfactual causal inference We begin with a cluster of different ideas that have appeared in statistics, econometrics, psychometrics, epidemiology, and computer science, all revolving around the challenges of causal inference, and all in some way bridging the gap between, on one hand, naive causal interpretation of observational inferences and, on the other, the recognition that correlation does not imply causation.

    Measuring the Impact of Digital Repositories February 28-March 1, 2017 Participant Introductions Bruce Ambacher’s career spans four decades at NARA, George Mason University, and the University of Maryland. His responsibilities included service as acting chief of NARA’s digital preservation unit and as court-appointed preservation officer for the PROFS, Iran-Contra, and Clinton email collections. He represented NARA on the Federal Geographic Data Committee and helped develop federal and international geospatial standards. He was NARA’s representative for the OAIS Reference Model. He co-chaired the development of TRAC. He helped develop the trustworthy digital repositories standards ISO 16363 and ISO 16919. He began teaching courses in archives and digital preservation at George Mason University in 1984, became an adjunct professor at the University of Maryland in 2000 and a Visiting Professor between 2007 and 2013. He has consulted on digital preservation for industry and cultural humanities institutions. He is a Research Affiliate of the Digital Curation Innovation Center at the University of Maryland Mary Barlow is head of the Strategic Project Management Office at the European Bioinformatics Institute (EMBL-EBI), and has oversight of impact reporting and the development of infrastructure business cases. Prior to taking on this role, Mary served as a Programme Manager for the multi-million pound investment in EMBL-EBI by the UK government's Large Facilities Capital Fund. This programme included the construction of new office space and the on-going public procurement of ICT infrastructure to support EMBL-EBI's growing public databases. Mary's work prior to EMBL-EBI focused on ICT integration and intelligent buildings.

This increase is primarily the result of consuming more calories. The increase in food consumption is itself the result of technological innovations which made it possible for food to be mass prepared far from the point of consumption, and consumed with lower time costs of preparation and cleaning. Price changes are normally beneficial, but may not be if people have self-control problems. This applies to some, but not most, of the population.

CULLEN We provide a graphical illustration of how standard consumer and producer theory can be used to quantify the welfare loss associated with inefficient pricing in insurance markets with selection. We then show how this welfare loss can be estimated empirically using identifying variation in the price of insurance. Such variation, together with quantity data, allows us to estimate the demand for insurance. The same variation, together with cost data, allows us to estimate how insurers’ costs vary as market participants endogenously respond to price. The slope of this estimated cost curve provides a direct test for both the existence and the nature of selection, and the combination of demand and cost curves can be used to estimate welfare. We illustrate our approach by applying it to data on employer- provided health insurance from one specific company.     E-Research and E-Scholarship The Institutional Challenges Cyberinfrastructureof and E-Research cholarly practices across an astoundingly wide range of dis- ciplines have become profoundly and irrevocably changed By Clifford Lynch by the application of advanced information technology. This collection of new and emergent scholarly practices was first widely recognized in the science and engineering disciplines. In the late 1990s, the term e-science (or occasionally, particularly in Asia, cyber-science) began to be used as a shorthand for these new methods and approaches. The United Kingdom launched Sits formal e-science program in 2001.1 In the United States, a multi-year inquiry, having its roots in supercomputing support for the portfolio of science and engineering disciplines funded by the National Science Foundation, culminated in the production of the “Atkins Report” in 2003, though there was considerable delay before NSF began to act program- matically on the report.2 The quantitative social sciences—which are largely part of NSF’s funding purview and which have long traditions of data curation and sharing, as well as the use of high-end statistical com- putation—received more detailed examination in a 2005 NSF report.3 Key leaders in the humanities and qualitative social sciences recognized that IT-driven innovation in those disciplines was also well advanced, though less uniformly adopted (and indeed sometimes controversial). In fact, the humanities continue to showcase some of the most creative and transformative examples of the use of information technology to create new scholarship.4 Based on this recognition of the immense disciplinary scope of the impact of information technology, the more inclusive term e-research (occasionally, e-scholarship) has come into common use, at least in North America and Europe.
