A city-county consolidated form of government under which a county and one or more cities within the county unite to form a single unit of local government shall create a unified government which includes a municipal corporation and a county. The consolidated unit shall have the separate status of a county and a city for all purposes and shall constitute two political subdivisions, a consolidated city and a county, under combined governance. The consolidated unit shall retain one separate constitutional debt limitation with respect to its status as a city and a separate constitutional debt limitation with respect to its status as a county. b. The governing body of a city-county consolidated form of government under which a county and one or more cities within the county create a unified government empowered to govern a city and a county shall have, with respect to the county, the power and authority of the board of supervisors of a county, and, with respect to each city, the power and authority of the city council of a city. Each consolidated city and the county constitute separate political subdivisions. Each consolidated city and the county shall each retain a separate constitutional debt limitation and shall each have the authority to issue bonds and incur financial obligations in accordance with the provisions of state law applicable to a city or a county, respectively. 2. a.     Overview of the Caerphilly County Borough Area Demographic and Health Data The Caerphilly county borough covers an area stretching from the Brecon Beacons National Park in the north, to Cardiff and Newport in the south. It is bordered to the west by Merthyr Tydfil and Rhondda Cynon Taff, and to the east by Blaenau Gwent and Torfaen local authorities. The area lies at the heart of both the South Wales Valleys and the Cardiff Capital Region. The Caerphilly county borough occupies some 28,000 hectares of the Valleys area of South East Wales. It is a little over 30km long and 17.5km wide and is formed by the valleys of three rivers: the Rhymney, Sirhowy and Ebbw. The county borough is a mixture of urban and rural communities. Three quarters of the county borough is used for agriculture and forestry. The topographical constraints associated with the three valleys presents significant challenges in terms of the relationships and functions of their towns and villages. Few areas within Caerphilly county borough are capable of being economically self-sufficient. There are five principal centres within Caerphilly county borough: Caerphilly, Blackwood, Risca, Bargoed and Ystrad Mynach – Caerphilly being the largest with a population of 33,2361. These centres’ functions are supported by the four local centres of Newbridge, Rhymney, Nelson and Bedwas. These centres function as major employers, retail centres, and providers of services and centres of population. The remaining settlements in the county borough are mainly residential urban areas, although there are a number of remote rural valleys settlements. Overall the county borough comprises of 50 distinct towns and villages, many of which are typical valley settlements and located on the valley floor.

The Milwaukee County Federated Library System (MCFLS) consists of 15 member libraries, 18 communities, and 27 library buildings serving more than 950,000 people. Except for residents in West Milwaukee, who are served through a separate contract with MCFLS, every person in Milwaukee county has a library in their community, freeing Milwaukee County from covering costs of non-resident borrowing. Instead, MCFLS reimburses net lending libraries from state aid. Milwaukee County has significant demographic and economic differences from other areas in the state. --Milwaukee County has a higher proportion of persons under 18 than the state as a whole, with almost one-quarter (24.5%) under 18, as compared to 22.8% statewide. (All figures from U.S. Census Bureau.) --Conversely, Milwaukee has fewer residents over 65, with 11.9% of the population, compared to the statewide number of 14.8%. --Milwaukee County is much more racially diverse than the rest of the state, with a population that is 27.1% African-American and 14% Hispanic. (Statewide these numbers are 6.5% and 6.3%, respectively).
