The safety of all our participants is our utmost concern, and, like the vast majority of youth organizations, Little League requires our batters to wear helmets that meet National Operating Committee on Standards for Athletic Equipment (NOCSAE) specifications and bear the NOCSAE stamp. As face protectors, like the “c-flap,” are additions to a helmet, which require for holes to be drilled in most helmets to affix protector, Little League International contacted NOCSAE for guidance. On May 8, 2018, NOCSAE issued a release, which includes the following information: Products designed to be added to previously certified helmets for baseball, softball, football, lacrosse and other sports are being marketed and sold to consumers. Whether intended to be general improvements or expansions of the helmet’s protective coverage or ability, or to collect impact data, the addition of such products to a helmet previously certified as meeting the appropriate NOCSAE standard will make the certification voidable by the helmet manufacturer. Such additions to the helmet create a new and untested model, as defined in the NOCSAE standards. For many years NOCSAE standards have defined a helmet model as a helmet “intended to be identical in every way, except for size.” Any changes, additions or alterations of the model, except for size or color or graphics, even if made by the original manufacturer, requires that a new model name be created, and a separate certification testing data for that new model.

    2012-13 IHSAA Softball Equipment The following information pertains to the National Federation rules regarding softball equipment for the 2012- 13 season. Ball Compression (NFHS Rule 1-3-3) The ball compression for fast pitch softballs cannot exceed 375 lbs. All balls shall be marked with the COR (.47) and Compression (375lbs) by the manufacturer. Bats (NFHS Rule 1-5-1d and1-5-2a) The bat shall meet the Amateur Softball Association (ASA) 2004 Bat Performance Standard, bear either the 2000 or 2004 certification mark, and not be listed on the ASA non-approved bat list as found on www.asasoftball.com. A bat with the new 2013 certification mark is an illegal bat. The new mark is for slow pitch bats only, and are not approved for fast pitch bats. Bat barrels made entirely of wood are permitted and need not bear an ASA mark, but shall not exceed 2¼ inches in diameter. Umpires are expected to carry updated lists to each contest, and are responsible for checking all bats. The bat knob may be molded, lathed, welded or permanently fastened. Cone and axe shape handle are legal. Devices, attachments or wrappings are permitted that allow the knob to become flush with the handle. However, choke up devices are illegal. A one-piece rubber knob and bat grip combination is illegal.     Dear Members of Congress: The U.S. Consumer Product Safety Commission (CPSC) is pleased to submit its report for fiscal year 1997. As an independent federal agency, CPSC helps to keep families—especially children—safe in their homes, schools, in recreation and other places by overseeing the safety of 15,000 types of consumer products. To reduce injuries and deaths associated with these products, CPSC identifies and analyzes product hazards, helps industry to develop voluntary standards for products, monitors compliance with voluntary standards, issues and enforces mandatory standards, obtains recalls of dangerous products from the marketplace, and informs the public of potential product risks. This year, CPSC worked with industry to obtain several large recalls of hazardous products that were quickly brought to the public’s attention. These recalls included over 40 million halogen torchiere floor lamps, more than one million playpens, and nearly one million baby monitors. In addition, as part of the process to develop a mandatory standard for bicycle helmets, CPSC completed analysis on the issue of special provisions for bicycle helmets for children under age five. The following pages explain in detail CPSC's work in fiscal year 1997, which helped reduce injuries and save lives.     LITTLE LEAGUE SAFETY PLAYING RULES & REGULATIONS The following are Little League Rules and Regulations that are designed with the safety and well being of the players in mind. Local leagues may add additional safety rules and/or guidelines but are not permitted to alter any of the following. NOTE: Junior, Senior and Big League Rules and Regulations differ in some applications. 1. Regulation VI Pitching Restrictions. • Pitching activity should be monitored on a regular basis by both the Player Agent and Safety Officer. 2. Rule 1.08 (NOTE) The On-deck Position Is Not Permitted. • Players are not allowed to hold a bat in their hands until the umpire calls them to bat. At that point, they are permitted to pick up their bat (from a controlled area, bat rack, and proceed to home plate to take their position in the batters box. They may take a couple of practice swings on their way to home plate. • Players are not permitted to take practice swings in between innings and/or while the pitcher is warming up. 3. Rule 1.10 & NOTE Bat Restrictions and Guidelines. • The traditional batting donut is not permissible. • Watch for metal bats without proper grip material. • Watch for metal bats that have flat spots or cracks. • Non-wood bats may develop dents from time to time. Bats that cannot pass through the approved Little League BatRing must be removed from play.. 4.     1996 1996 ANNUAL REPORT TO CONGRESS United States Consumer Product Safety Commission Dear Members of Congress: The U.S. Consumer Product Safety Commission (CPSC) is pleased to submit its report for fiscal year 1996. As an independent federal agency, CPSC helps to keep families—especially children—safe in their homes by overseeing the safety of 15,000 types of consumer products. To reduce injuries and deaths associated with these products, CPSC identifies and analyzes product hazards, helps industry to develop voluntary standards for products, monitors compliance with voluntary standards, issues and enforces mandatory standards, obtains recalls of dangerous products from the marketplace, and informs the public of potential product risks. CPSC encourages industry to voluntarily improve the safety of its products in lieu of mandatory regulations. To promote this aim, CPSC worked this year with the window covering industry to eliminate lead as an ingredient in vinyl miniblinds. CPSC also continued work on the hazard of ignition of flammable vapors by water heaters and the hazard of children falling down stairs in baby walkers. This year, CPSC worked with industry to obtain several large recalls of hazardous products that were quickly brought to the public’s attention. These recalls included cigarette lighters that were not child-resistant, bunk beds and mini-hammocks that posed strangulation hazards, cedar chests that posed suffocation hazards, and dishwashers that posed fire hazards. The following pages explain in detail CPSC's work in fiscal year 1996, which helped reduce injuries and save lives. As Chairman and with my esteemed colleagues Commissioner Mary Sheila Gall and Commissioner Thomas Hill Moore, we will see that CPSC continues to share the responsibility of product safety with our product-safety partners, industry and the American public.
