II. HUMANITARIAN RESPONSE Highlights A. Food and NFIs 5 DSWD provided PhP49.65 Million worth of relief augmentation support/ assistance consisting of food (rice, canned goods, biscuits) and non food items (mats, blankets and clothing) to DSWD Field Offices 5 Air logistics support for the transport of food and NFIs to Regions II and CAR was provided by the PAF–AFP and UNHAS helicopter sorties of UN-WFP. Unserved families in the inaccessible areas in the Islands of Calayan and Fuga, Aparri, Cagayan and Kibungan and Mankayan, Benguet were served through airlift operations 5 The UN Food Cluster expanded the initial distribution of 4,000 MT of locally purchased rice to Regions I, II, V and CAR in addition to the initial plan to distribute same in Regions III and IV-A affected by TS “Ondoy” 5 WFP’s projection as of October 20 indicates that the emergency food operations will likely be extended to March 2010 and is revising the budget to reflect the increased needs by expanding assistance to include TY “Pepeng” affected individuals 5 WFP and GoRP partners have pre-positioned 50 MT of high energy biscuits (HEBs) in Region I for potential use by families vulnerable to the effects of Typhoon “Ramil”. Shipment of 100 MT of HEBs was on October 24, 2009 B. WASH, Health, Nutrition and Psychosocial Services 2 5 From October 11 to October 22, 2009, DOH-CO sub-alloted funds for emergencies; augmented 200 pcs cadaver bags; 2000 amps ATS - boxes hypo chloride - P152,000 and medicines worth PhP506,776.00 on October 17, 2009; deployed 10 teams with 32 personnel (5 medical and (16 personnel); 1 surveillance team (2 personnel); 1 assessment team (7 personnel) and 2 WASH teams (4 personnel) with a total of 14 sites visited 5 Summary of logistics provided by DOH-CO to CHDs I, II, III, IV-B and CAR amounted to PhP6,938,780.22 and the summary: of logistics provided by CHD’s from their line budget also amounted to PhP 4,034,021.39 5 CHDs I, II and III conducted medical consultations, psychosocial processing, disease surveillance and outbreak investigations 5 CHD III coordinated with all MRTs/DOH Representatives on the continuous conduct of assessment and provision of medical/public health/nutrition and IEC on their respective areas of assignment especially those greatly affected by flood 5 CHD I conducted surveillance of diseases with outbreak potential in the evacuation centers such as diarrhea and influenza; and collection of rectal swab among those with diarrhea and throat swab and suspected with influenza like illnesses WASH 5 From Oct 10 to present, MWSS conducted water treatment to 170 barangays in Pangasinan and ; deployed mobile water treatment plant with 10 cu. m static tank in the following areas in Pangasinan: - Dagupan City (2 equipment with 4,000 liter/hr) - Bayambang (2 equipment with 4,000 liter/hr and 750 liter/hr) - Rosales (1 equipment with 4,000 liter/hr) - Umingan (1 equipment with 4,000 liter/hr) 5 Delivered containers in Dagupan City: 300 (5 gal) water filled containers; 10,000 (220 ml); cupped water and 1,000 (330 l)bottled water Psychosocial 5 CHD CAR conducted training on psychosocial processing with 42 pax trained C. Education 5 UNICEF to procure about 9,500 school packs, 1,500 teacher’s packs, about 57 educational materials for schools affected by Typhoon “Pepeng” D. Shelter and Settlements 5 Following the UN Shelter Cluster’s release on October 15 – 31, 2009 initial strategy that identifies priority target population, a technical working group has recommended three (3) types of shelter support: repair kit; shelter kit; transitional shelter kit and minimum shelter standard 5 Rotary International delivered 150 units of shelter box in La Trinidad, Benguet 5 PMA provided 2 units KM 450 trucks to deliver 25 units of tents to Itogon, Benguet E. Early Recovery 5 Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on the President’s directive 3 5 Housing and Urban Development Coordinating Council (HUDCC) conducted an inventory of relocation sites and noted that there was no much need for relocation of people in Pangasinan and La Union. HUDCC reported that there are 223 houses in Tuba, Benguet that can be used for a housing project. Department of Agriculture (DAR) has available lands for resettlement 5 PAG-IBIG allocated PhP 3 Billion for Calamity loan and housing repair loan 5 DOLE is undertaking project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects 5 A lot of the Department of Agriculture located at Marcos Highway is identified as the relocation site for displaced families in Baguio City 5 DSWD provided PhP2,280,000.00 burial assistance to the 228 bereaved families of the deceases persons in Cordillera Administrative Region (CAR) broken down as follows: LGUs No. of Recipients Amount Baguio City 51 510,000 Benguet Province 139 1,390,000 Mt. Province 38 380,000 F. Logistics 1. SAR and Evacuation 5 As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, DPWH, and US, they were able to rescue/evacuate 168,369 families and 837,061 persons– Tab G-1 and G-2 2. Airlift/Relief Operations 5 For the period 04 to 18 October 2009, one (1) C-130, two (2) F-27, one (1) UN Chopper, one (1) Ml-171 and one (1) UN 20-Footer Transport Truck transported a total of 516,068 lbs of relief goods (185 sorties and 1 hauling) to regions CAR (Abra, Apayao, Benguet, Mt. Province), I (La Union, Ilocos Norte, Pangasinan) and II (Isabela, Cagayan) 5 Lingap Luzon Disaster Response donated 6 tons of relief goods which was transported to affected areas by a UN helicopter 5 One (1) unit US helicopter assisted CRDCC in airlifting relief goods in isolated areas in the municipalities of Mankayan, Bakun, and Kibungan in Benguet Province 5 Three (3) container vans of food and non-food items of DSWD CO arrived at Wallace, La Union (designating staging area) and the goods were transported to BSU staging area through UN Heli, 5 M35 trucks from PMA and 503rd 3. Clearing Operations 5 BFP has been continuously conducting water rationing, flushing of roads/building structures, drainage and siphoning of flooded areas in Regions I, II, III, IV-A, IV-B, V, CAR and NCR. Accomplishment from September 26 to October 28, 2009 were the following: Number of firetrucks sorties - 467 Number of personnel involved - 1,904 Number of persons rescued/served - 524,429 persons Ambulances deployed – 12 with 108 personnel 4 Activities conducted (draining, flushing) - 200 Evacuation Centers flushed/rationed - 125 Areas covered 13 sq m and 8,000 sq meters Volume of Water Used – 670,668 gallons Number of Ambulance - 12 and 108 personnel TS “ONDOY” {KETSANA} (Glide No. TC-2009-000205-PHL) I. SITUATION OVERVIEW A. Affected Population – Tab H 5 A total of 986,456 families / 4,843,819 persons were affected in 1,987 barangays, 172 municipalities, 16 cities of 26 provinces by Tropical Storm “Ondoy” in Regions I, II, III, IV-A, IV-B, V, VI, IX, XII, ARMM, CAR and NCR 5 The total number of evacuees currently staying inside 312 evacuation centers are 22,495 families / 106,658 persons B. Casualties – Tab I 5 Casualty remains at 1,030 broken down as follows: 464 Dead, 529 Injured and 37 Missing C. Damages 5 Estimated cost of damage to infrastructure and agriculture amounted to PhP 11.060 Billion (PhP 4.391 Billion – Infrastructure; PhP 6.669 Billion – Agriculture). The decrease was due to the verification and validation conducted by DOH in damaged health infrastructures and equipment - Tab J 5 A total of 1,295 school buildings were damaged: 1,047 elementary and 242 high school including instructional materials and school equipment amounting to PhP750 Million. A total of 239 day care centers were damaged in Metro Manila 5 A total of 203,477 hectares incurred losses of about 329.230 MT of crops (rice, corn, high value commercial crops), fishery products, livestock/poultry and facilities for irrigation, fishery and livestock/poultry production were damaged 5 The total number of damaged houses remains at 155,659 houses (27,731 totally / 127,928 partially) – Tab K D.
