I have just found out, Mr Speaker, that I am competing with the third game of the State of Origin—the decider. I had friends texting me, saying, “Do you mind if we don’t watch your speech? We’ve got to watch the State of Origin. Can we watch it later?” I said, “Go for your life.” Queensland has scored the first try, if no-one knows. The SPEAKER: And New South Wales the second. Mr J.E. McGRATH: Thank you. If anyone had suggested to me 20 years ago that one day I would be standing here after nearly 16 years in this place giving a valedictory speech, I would have laughed at them. My life was completely different back then. I was a journo at The West Australian, working long hours, with night shifts during the week, covering sports events on weekends, drinking a few beers after the sports events, and travelling regularly interstate and overseas to cover big sporting events. I had no time for politics. I really was not interested in politics. I had been a member of the Liberal Party back in the 1980s when we lived in Ascot.

    Western Australia Parliamentary Chronicle July 2007 to August 2008 Liz Kerr and Harry Phillips * The last fourteen months of the 37 th Parliament in Western Australia was marked by a level of controversy and the announcement of an early election to be held on 6 September 2008. Highlights included the findings of a number of parliamentary committees, the reports of the Corruption and Crime Commission (CCC) with some of its recommendations being questioned by the Parliamentary Inspector of the CCC. Once again the lobbying activities of former Labor Premier Brian Burke and Minister Julian Grill, together with former Liberal Party Senator Noel Crichton- Browne featured in the controversy, and in the 12 months to August 2008 there were three changes of leadership in the Opposition Liberal Party, as the party suffered from internal divisions and indiscretions. Meanwhile the State’s booming economy, which provided excellent indices in terms of growth, employment and investment, led observers to believe that the incumbent Labor Government would be returned to office. The major ‘one vote one value’ redistribution in 2007 contributed to this view as it gave more seats to metropolitan Perth in the Legislative Assembly which appeared to make it difficult for the Liberal and Nationals, historically the stronger parties in the country regions. The redistribution, however, gave rise to further tensions within the parties over pre-selections, leading to a spate of resignations and an increase in independent members, whose numbers had swelled from two to seven since the February 2005 election. A serious gas explosion on the North West shelf in early June 2008, high international oil prices and a bear stock market combined to further change the economic and political climate.

HAMES (Dawesville) [5.22 pm]: I move - That the Minister for Health be required to present before the appropriate parliamentary committee to investigate his lack of response and deception of the people of Western Australia, in relation to letters received by his office, outlining allegations of sexual and alcohol abuse in Fitzroy Crossing. I am very pleased to have the opportunity to discuss this matter, particularly in response to the comments made by the Minister for Health in answer to a question I asked yesterday. The minister said - . there is no record of that correspondence ever being received. It was not addressed to me. It was not addressed to my office. I never received it. It does not show up anywhere on the correspondence register. When the letters were faxed to my office about two weeks ago - I forget exactly when - . They were copies of the letters that had been sent to his office in 2004 and that were sent there again for his reference. The minister then said - . - I went to the person to whom they were addressed . Members, I have here a copy of the two hand-written faxes that were sent to the minister’s office. They were marked for the attention of Rosalie Cabai. The minister then said that person - . is no longer employed in my office; she is a junior person.

WILLIAMS Politics and Public Policy, Griffith University The first half of 2004 saw newly installed Labor leader, Mark Latham, carve out a distinctive — if quasi-populist — leadership style while also exerting upon John Howard a heightened level of public questioning as to the honesty of his Government. Indeed, the Prime Minister had never appeared more “rattled”. The politics of personal abuse then plumbed new depths as each leader defended his integrity. The major parties’ public opinion standing fluctuated accordingly. A generous Government Budget was matched by Labor’s flight of numerous populist policy kites that saw election speculation become a journalistic sport. National Economy The Australian economy was at no time a liability for the Government. In March, national growth topped an annual rate of 4 per cent. After falling to a 23 year low of 5.5 per cent, the unemployment rate closed the period at 5.7 per cent, while inflation, too, remained low at an annual rate, by June, of 2.5 per cent. Housing costs largely dominated economic discussion, with a general agreement the housing “bubble” had at last burst. January alone saw a 10 per cent decline in home loan approvals (Weekend Australian, 13-14 March 2004). When, in April, the Productivity Commission released its report into housing affordability, few were surprised when it found that “negative gearing” was largely responsible. The Commission’s recommendation to review generous investor tax breaks was ignored by the Treasurer.
