American Fisheries Society Symposium 35:27-48, 2003 © 2003 by the American Fisheries Society African Shads, with Emphasis on the West African Shad Ethmalosa fimbriata EMMANUEL CHARLES-DOMINIQUE1 AND JEAN-JACQUES ALBARET Institut de Recherche pour le Deoeioppement, 213 rue Lafayette, 75480, Paris Cedex 10, France Abstract.-Four shad species are found in Africa: twaite shad Alosa fallax and allis shad A. alosa (also known as allice shad), whose populations in North Africa can be regarded as relics; West African shad Ethmalosa [imbriata (also known as bonga), an abundant tropical West African species; and kelee shad Hi/sa kelee, a very widely distributed species present from East Africa to the Western Pacific. Ethmalosa fimbriata has been the most studied species in this area. The concentrations of E. fimbriata are found only in estuarine waters of three types: inland, coastal, and lagoon estuaries. The species is rare in other habitats. Distribution thus appears fragmented, with possible exchanges between adjacent areas. In all populations, juveniles, subadults, and mature adults have different habitat preferences. These groups are distinguished by local people and can be considered as ecophases. The older group has a preference for the marine environment, and the intermediate one is more adapted to estuaries, with a large plasticity within its reproductive features. Information regarding population dynamics is poorly documented, but the populations appear generally resilient except when the estuarine environment deteriorates. West African shad has been exploited for many years and carries great cultural value for the coastal people of West Africa. The catches are marketed cured in the coastal zone, sometimes far from the fishing areas. -

4 ENVIRONMENTAL AND SOCIO-ECONOMIC BASELINE 4.1 INTRODUCTION This chapter provides a description of the current environmental and socio- economic situation against which the potential impacts of the Jubilee Field Phase 1 development can be assessed and future changes monitored. The chapter presents an overview of the aspects of the environment relating to the surrounding area in which the Jubilee Field Phase 1 development will take place and which may be directly or indirectly affected by the proposed project. This includes the Jubilee Unit Area, the Ghana marine environment at a wider scale and the six districts of the Western Region bordering the marine environment. The Jubilee Unit Area and its regional setting are shown in Figure 4.1. The project area is approximately 132 km west-southwest of the city of Takoradi, 60 km from the nearest shoreline of Ghana, and 75 km from the nearest shoreline of Côte d’Ivoire. Figure 4.1 Project Location and Regional Setting ENVIRONMENTAL RESOURCES MANAGEMENT TULLOW GHANA LIMITED 4-1 The baseline description draws on a number of primary and secondary data sources. Primary data sources include recent hydrographic studies undertaken as part of the exploration well drilling programme in the Jubilee field area, as well as an Environmental Baseline Survey (EBS) which was commissioned by Tullow and undertaken by TDI Brooks (2008). An electronic copy of the EBS is attached to this EIS. It is noted that information on the offshore distribution and ecology of marine mammals, turtles and offshore pelagic fish is more limited due to limited historic research in offshore areas. -

The size of the population and its spatial distribution, growth and change over time, in addition to its socio-economic characteristics are all important in development planning. A population census is the most important source of data on the size, composition, growth and distribution of a country’s population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of national resources and government services, including the allocation of government funds among various regions, districts and other sub-national populations to education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users, especially the Metropolitan, Municipal and District Assemblies, with district-level analytical reports based on the 2010 PHC data to facilitate their planning and decision-making. The District Analytical Report for the Tema Metropolitan is one of the 216 district census reports aimed at making data available to planners and decision makers at the district level. In addition to presenting the district profile, the report discusses the social and economic dimensions of demographic variables and their implications for policy formulation, planning and interventions. The conclusions and recommendations drawn from the district report are expected to serve as a basis for improving the quality of life of Ghanaians through evidence- based decision-making, monitoring and evaluation of developmental goals and intervention programmes. -

Coalition of Domestic Election Observers (CODEO) CONTACT Secretariat: +233 (0) 244 350 266/ 0277 744 777 Email: [email protected]: Website: www.codeoghana.org SECOND PRE-ELECTION ENVIRONMENT OBSERVATION STATEMENT STATEMENT ON THE VOTER REGISTER Introduction The Coalition of Domestic Election Observers (CODEO) is pleased to release its second pre- election observation report, which captures key observations of the pre-election environment during the month of October 2020, ahead of the December 7, 2020 presidential and parliamentary elections of Ghana. The report is based on weekly reports filed by 65 Long-Term Observers (LTOs) deployed across 65 selected constituencies throughout the country. The observers have been monitoring the general electoral and political environment including the activities of key election stakeholders such as the Electoral Commission (EC), the National Commission for Civic Education (NCCE), political parties, the security agencies, Civil Society Organizations (CSOs), and religious and traditional leaders. Below are key findings from CODEO’s observation during the period. Summary of Findings: • Similar to CODEO’s observations in the month of September 2020, civic and voter education activities were generally low across the various constituencies. • There continues to be generally low visibility of election support activities by CSOs, particularly those aimed at peace promotion. • COVID-19 health and safety protocols were not adhered to during some political party activities. • The National Democratic Congress (NDC) and the New Patriotic Party (NPP) remain the most visible political parties in the constituencies observed as far as political and campaign- related activities are concerned. Main Findings Preparatory Activities by the Electoral Commission Observer reports showed intensified preparatory activities by the EC towards the December 7, 2020 elections. -

The purpose was to ascertain the quality of water from these sources. Samples were - - 2- taken from fifteen sampling points and analyzed for the following parameters Fe, Cu, Mn, Zn, Al, NO3 , NO2 , SO4 2- - , PO4 , and F using the procedure outline in the Palintest Photometer Method. The data showed the variation of the investigated parameters in samples as follows: pH 5.57-7.54, conductivity (EC) 35-1216 µs/cm, turbidity 3.25-72.50 2- - - - 2- NTU, PO4 1 0.32-9.30 mg/L, F 0.32-1.05 mg/L, NO3 0.09-0.99 mg/L, NO2 0.006-0.114 mg/L, SO4 3.33-8.02 mg/L, Cu 1.19-2.75 mg/L Fe 0.05-0.85mg/L, Zn 0.04-0.15 mg/L, Mn 0.003-0.011 mg/L and Al 0.05-0.15 mg/L. -

The Kilimanjaro Programme of Action on Population adopted by African countries in 1984 stressed the need for population to be considered as a key factor in the formulation of development strategies and plans. A population census is the most important source of data on the population in a country. It provides information on the size, composition, growth and distribution of the population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of resources, government services and the allocation of government funds among various regions and districts for education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users with an analytical report on the 2010 PHC at the regional level to facilitate planning and decision-making. This follows the publication of the National Analytical Report in May, 2013 which contained information on the 2010 PHC at the national level with regional comparisons. The Pra Estuary Community-Based Fisheries Management Plan
