A total of 27 5 specimen of Channa punctatus were obsert ed for infestation of parasite. The study was done on monthly basis for seasonal occurrence of digenean trematodes from June 2014 to May 2015. The prevalence percentage of Diplostomulum cerebralis in Channa punctatus was obsemed to be 1i%. The occurrence of this parasite was found highest during winter season i.e. in month of November and Decemben Findings show that beginning of the breeding period and feeding habitat are influencing the seas onal ity of paras itic infection. As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by moh'allas/wards and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the National Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre pared mohalla/ward-wise for urban areas and village-wise for rural areas. Th e required information has, therefore. been extracted from. this record, 2. In the above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register. This difference has been accen mated by an order passed by me during the later coum from the National Register of Citizens as follows:- (i) Count Ahirwars of Farrukhabad District, Raidas and Bhagar as ·Chamars'. -

ASARC Working Paper 2009/06 India: The Weakening of the Congress Stranglehold and the Productivity Shift in India Desh Gupta, University of Canberra Abstract This paper explains the complex of factors in the weakening of the Congress Party from the height of its power at the centre in 1984. They are connected with the rise of state and regional-based parties, the greater acceptability of BJP as an alternative in some of the states and at the Centre, and as a partner to some of the state-based parties, which are in competition with Congress. In addition, it demonstrates that even as the dominance of Congress has diminished, there have been substantial improvements in the economic performance and primary education enrolment. It is argued that V.P. Singh played an important role both in the diminishing of the Congress Party and in India’s improved economic performance. Competition between BJP and Congress has led to increased focus on improved governance. Congress improved its position in the 2009 Parliamentary elections and the reasons for this are briefly covered. But this does not guarantee an improved performance in the future. Whatever the outcomes of the future elections, India’s reforms are likely to continue and India’s economic future remains bright. Increased political contestability has increased focus on governance by Congress, BJP and even state-based and regional parties. This should ensure improved economic and outcomes and implementation of policies. In addition to its crucial role in maintaining macroeconomic stability, the state continues to play a vital, if more subtle, role in creating incentives that shape economic activity. States create these incentives in a variety of ways including their authorization of property rights and market microstructures, their creation of regulatory agencies, and the manner in which they structure fiscal federalism. While the incentives established by the state have pervasive economic consequences, they are created and re-created through political processes, and politics is a key factor in explaining the extent to which state institutions promote efficient and equitable behavior in markets. India has experienced two important changes that fundamentally have shaped the course of its economic reform. India’s party system has been transformed from a single party dominant system into a distinctive form of coalitional politics where single-state parties play a pivotal role in making and breaking governments. At the same time economic liberalization has progressively curtailed central government dirigisme and increased the autonomy of market institutions, private sector actors, and state governments. In this essay I will analyze how these changes have shaped the politics of fiscal and financial sector reform. -

Further information on UA: 248/17 Index: ASA 20/8191/2018 India Date: 10 April 2018 URGENT ACTION DALIT RIGHTS ACTIVIST STILL DETAINED WITHOUT CHARGE Chandrashekhar Azad ‘Ravan’, a prominent Dalit rights activist, has been held in administrative detention since 3 November 2017. His current term of detention expires in May 2018. However, under the National Security Act, he is at risk of being detained for up to 12 months without charge or trial. Chandrashekhar Azad has been held in administrative detention, without charge or trial, for the past six months. His current term of administrative detention was ordered by a non-judicial Advisory Board that submitted a report to the Uttar Pradesh authorities stating that Chandrashekhar Azad should be detained for six months, with effect from 2 November 2017. On 3 November 2017, Chandrashekhar Azad, the founder of the Dalit rights organisation “Bhim Army”, was arrested and placed under administrative detention under the National Security Act (NSA) on the order of the District Magistrate of Saharanpur. The National Security Act (NSA) permits administrative detention for up to 12 months on loosely defined grounds of national security and maintenance of public order. It is a repressive law that has been used to target human rights defenders in India. Hearings pertaining to Chandrashekhar Azad’s administrative detention are currently underway before the relevant non-judicial Advisory Board. According to his lawyer, the state government remains adamant that Chandrashekhar Azad must be detained for up to six more months after his current term expires in May 2018. The day before he was arrested under the NSA, Chandrashekhar Azad had been granted bail by the Allahabad High Court in relation to his arrest on 8 June 2017. -

DISSOLUTION OF THE LOK SABHA Tanusri Prasanna* Introduction The dissolution of the twelfth Lok Sabha on the twenty sixth day of April, 1999, by the President Mr. K.R. Narayanan, and the role of the latter in the intense political decision making preceding the same, have thrown open afresh the debate as to the exact role of the President as envisaged in the Constitution in the matter of dissolution. This paper attempts to analyse this issue in light of various controversial views on the subject. Pre-independence constitutional debates in India were influenced by two models of democratic government: the British Parliamentary system, and the Presidential system of the United States. In the final analysis the British model being closer home, "every instalment of constitutional reform was regarded as a step towards the establishment of a democratic and responsible government as it functioned in Britain."' Thus, it is widely accepted by various scholars that the founding fathers of the Constitution had opted for the parliamentary system of government. Working on this premise, the concepts such as executive decision making as well as delineating limits and laying a system of checks and balances on the different wings of the government as provided by the inherent federal structure, have been debated over and over again. However, when the Constitution actually came into force, a reading of its provisions sparked off a new line of thought as to the very nature of government, and the Presidential model of the United States which had been earlier rejected was now compared and contrasted.2 These discussions and debates were mainly concerned with the respective powers of the President and the Prime minister in the Constitution and in cases where both entities were strong the clash of opinions was soon recognised. -

The study in general tries to comprehend regional awareness and consciousness in its content and form in the Indian sub-continent, with a special study of coalition politics in UP., which of late has presented a picture of chaos, conflict and crise-cross, syndrome of democracy. Regionalism is a manifestation of socio-economic and cultural forces in a large setup. It is a psychic phenomenon where a particular part faces a psyche of relative deprivation. In the economic context, it is a search for an intermediate control system between the centre and the peripheries for gains in the national arena. The study begins with the analysis of conceptual aspect of regionalism in India. It also traces its historical roots and examine the role played by Indian National Congress. The phenomenon of regionalism is a pre-independence problem which has got many manifestation after independence. It is also asserted that regionalism is a complex amalgam of geo-cultural, economic, historical and psychic factors. -
