Mayor of Milwaukee, Henry Maier, turned to the State of Wisconsin to modify the state shared revenues formula as a method to increase funding for central cities. Maier created the Wisconsin Alliance of Cities, which was comprised of mayors throughout the state, in order to gain the support needed to pass formula changes through legislation. -

Walzer The University of Wisconsin-Milwaukee, 2017 Under the Supervision of Professor Rachel Buff This dissertation examines the importance of white ethnicity, and especially Germanness, in the “civic branding” and urban restructuring efforts of city officials, civic boosters, and business leaders in Milwaukee, Wisconsin in the mid-to-late twentieth century. Scholars have increasingly identified the significant roles the “revival” of European ethnic identities played in maintaining white racial privilege in response to the Civil Rights Movement since the 1960s. -

Title: Emmer, Dan Collection Call Number: Mss-0700 Inclusion Dates: 1819 – 2001 Bulk: 2.4 cu. ft. Location: BV, Sh. 108 Abstract: Daniel Emmer was born February 1, 1939, in Medford, WI. He joined the Navy in 1957 and severed as a clerk aboard the aircraft carrier, USS WASP. After his military service, Dan moved to Milwaukee, where he attended the Layton Art School. Following his time at the Layton Art School, Dan worked as a clerk for the Milwaukee County Sheriff's Department and Milwaukee County Court House. After he retired, he immersed himself in Milwaukee’s history by volunteering at the Milwaukee Historical Society and also serving on its Board of Directors. He also volunteered at the Pabst Mansion. Dan passed away at the age 77 on July 28, 2016. Scope and Content: The collection consists of newspaper clippings and other research material Dan compiled on various historical figures as well as records documenting his time at the Pabst Mansion and Milwaukee County Historical Society. In a series of slow dissolves, the horizon east of South Shore Park comes alive with the colors of sunrise. As sun clears the horizon, camera slows to real time and pulls back to show the urban lakefront. Host starts talking and walks into the frame. It starts here, of course, where the lake meets the land. Our story dawns beside one of the largest bodies of fresh water on earth. Today Lake Michigan is weather and drinking water, a place to fish and a place to sail, but it’s much more than that. Lake Michigan is why Milwaukee’s here. It was on this shore of an inland sea, where a deep river enters a broad bay, that a city was born. Pan north across bay to downtown and hold. Wave sounds continue. It would be a city known for beer and bubblers, for smokestacks and steeples, for Socialist mayors and major industries. But that’s not how Milwaukee began. Wave sounds up. Indian drumbeats begin. As each wave breaks, a layer of urban features is washed away, and the scene morphs to an early-morning view of a broad beach bordered by forest in deep winter. -

The exploding African American population, combined with the growing strength of the Civil Rights movement, challenged the socially democratic principles on which the city was founded. While the growing black population provided surplus labor for the robust manufacturing sector, the racially restricted housing market helped foster a discriminatory, yet often times "color-blind" political climate, that challenged and undermined the growing political strength of the African American community well into the late 1990s. This dissertation surveys the last 40 years of local public policy and African American activism in Milwaukee to deepen the growing discourse around Michelle Alexander's concept "the New Jim Crow", challenge the notion that effective black activism ended in the 1960s, and to uncover how black activists in the late twentieth century struggled for power. -

Connell, M.A. Thesis Advisor: Joseph McCartin, Ph.D. ABSTRACT With a tradition of progressivism, a highly unionized workforce and a socialist mayor, Milwaukee in the 1950s seemingly embodied the postwar liberal consensus that subscribed to a continuation of the New Deal order. Yet scholarly and popular interpretations of the 1950s that privilege social conformity or suggest a high level of political–economic consensus reinforce a narrative that excludes serious analysis of the ideological ferment of conservatism beneath this superficial ―consensus.‖ Through an examination of the major challenges facing a midcentury urban mayor, Milwaukee Mayor Frank Zeidler, this study explores how historical trends often documented at the national level—the reemergence of a conservative movement, the evolution from class politics to rights politics, the question of race, the struggle by public-sector employees to attain bargaining rights, the role of corporate-led efforts to influence public opinion— developed at the local level. This study adds to recent findings of other scholars by showing that despite the widespread national acceptance of economic policies advanced in response to the Depression, conservatives staged a grassroots resurgence during the 1950s that went beyond the now well-documented intellectual movement of that time. -

It asks why Milwaukee's expressways were built along their eventual routes and why certain routes were cancelled. The thesis finds that a combination of transportation studies, compromise between units of government, and the availability of funding—especially federal funding—most contributed to route selection, while decisions at the county and state level to cancel specific expressway segments came after citizen opposition and political pressure. -

1 The Making of Milwaukee Curriculum, Grades 1-4 Classroom Materials for Grades 1-4 Dear Teachers Grades 1-4, We are pleased to present this adventurous and rich online curriculum to accompany “The Making of Milwaukee” produced by Milwaukee Public Television. This curriculum is for Grades 1-4 and is especially flexible. You may choose to utilize the curriculum in several ways by accessing: A “PDF” of the entire Grades 1-4 Curriculum with its many activities. Each of Four Historical Themes. Appendices that reference related Children’s Literature selections and various study guides. 0. The Making of Milwaukee (MOM) curriculum for grades 1-4 is organized into four historical themed sections that align with particular “Making of Milwaukee” Video Chapters. Lessons are organized within these four themes to assure maximum flexibility in your teaching. Each historical theme includes numerous learning activities that can be used as single lessons or as part of an ongoing investigation of Milwaukee history. The historical themes are: Early Milwaukee, Coming to Milwaukee, Working in Milwaukee, and Modern Milwaukee. They feature: Essential Questions: Overarching questions that connect the learning activities to “BIG Ideas,” or larger questions of history and the human experience. Key Concepts and Vocabulary: Investigate key ideas in the historical curriculum and help students place new vocabulary in an historical context. Honer The University of Wisconsin-Eau Claire, 2015 Under the Supervision of Dr. David Soll The 1954 revisions to the Federal Housing Act intended to address the short comings apparent in earlier urban renewal attempts. Under the "Workable Program," a series of provisions included in the revision, cities were required to address fundamental factors that created slums and continuously show progress towards the elimination of slums while receiving federal urban renewal funds. Requirements included addressing building codes, creating a comprehensive plan, ensuring meaningful citizen participation, and having relocation resources adequate for displaced residents. Fundamental factors contributing to the creation of slums in American cities not addressed in the Workable Program included racism, segregation, and containment policies. This paper presents evidence that the City of Milwaukee was able to effectively disregard Federal urban renewal reguiations that required adequate relocation and necessary citizen participation in urban renewal planning and implementation, in order to continue racist policies of neighborhood segregation and containment. Although the Department of Housing and Urban Development had cut off urban renewal funds numerous times, the city was able to continue their policies by subverting the requirement iii of citizen paiiicipation and complying with HUD only as far as it opened up funding. -

After all, she spent years of her life exploring the Town of Milwaukee Union Cemetery, tucked away north of Bayshore Mall in Whitefish Bay. She remembered running through the cemetery as a girl "to scare ourselves on Halloween". Years later, as a neighbor and a historian, she began tending the little cemetery and quite literally, uncovering its history. Bird died of emphysema Thursday at the Glendale condominium she called home the last four years. She was 69. "She really died from cigarette smoking" said husband John D. Bird. "That's what did it." She was born Miriam Young in Milwaukee. When she was 4, her parents moved to Whitefish Bay. That was where she grew up and spent her adult life. It was also where she became the undisputed expert on local history, both in the village and the greater North Shore area. 1 In her earlier years Bird had worked as a secretary. She met her husband when their mothers—concerned about their two twenty-something children remaining unmarried—managed to fix them up for a date. -
