1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above- mentioned Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:

(a) introduce a “Restricted Zone” in Exhibition Road between Cromwell Road/ and the boundary with the City of Westminster ( and Prince’s Gate Mews) in which waiting by vehicles would be prohibited at any time (waiting for the purpose of delivering or collecting goods or loading or unloading goods from vehicles would be permitted whilst “bona fide” loading or unloading is being carried out);

(b) introduce three Kensington and Chelsea residents’ only parking places for 19 vehicles overall in the centre of Exhibition Road in the restricted zone;

(c) introduce two “blue badge” disabled persons’ parking places for 12 vehicles overall in the centre of Exhibition Road in the restricted zone;

(d) introduce on-street bicycle parking areas in two areas in the centre of Exhibition Road in the restricted zone;

(e) impose a maximum speed limit on motor vehicles of 20 miles per hour in Exhibition Road (between Cromwell Road/Cromwell Gardens and the boundary with the City of Westminster) and Prince’s Gate Mews (so much as lies within the Royal Borough of Kensington and Chelsea);

Page 1 of 2 (f) revoke all existing parking places and the solo motor cycle parking area located in the afore-mentioned restricted zone.

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the proposed Orders can be inspected at the Town Hall, Hornton Street, W8 7NX during normal office hours on Mondays to Fridays inclusive.

5. Persons desiring to object to any of these proposals or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council’s agents in this matter: Project Centre, Saffron Court, 14b St. Cross Street, London EC1N 8XA, quoting reference PCL/TMO/Exhib/RPZ by 7th October 2011.

6. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

STATEMENT OF REASONS

Exhibition Road, which runs from in the south to Hyde Park in the north, is home to some of the most important visitor attractions in the country including the Victoria and Albert Museum, the Natural History Museum, the Science Museum, the Royal Albert Hall and . It draws over 11 million visitors each year.

In a joint collaboration with the City of Westminster it is intended that the crowded, narrow pavements and heavy traffic will be replaced with an elegant kerb-free surface across the length and width of the road. Pedestrians will have more space and vehicles would be limited to 20mph.

Permanent traffic orders are therefore proposed to introduce the required measures to control parking and waiting by vehicles on Exhibition Road. These measures include a “Restricted Zone” between the boundary with the City of Westminster (Imperial College Road/Princes Gate Mews) and Cromwell Road/Cromwell Gardens. Within the Restricted Zone waiting by vehicles would be prohibited at all times, except in the new parking places stated below, whilst “bona fide” loading and unloading of goods from vehicles would be permitted: (a) Kensington and Chelsea residents’ only parking spaces for 19 vehicles; (b) “blue badge” disabled parking spaces for 12 vehicles; and (c) bicycle parking areas. All existing parking places and solo motor cycle parking areas would be removed.

Similar controls and parking provisions are also being proposed by the City of Westminster Council for the length of Exhibition Road that lies north of Imperial College Road/Princes Gate Mews.

The Restricted Zone designation and its complementary road markings, all authorised by the Department for Transport, remove the necessity for double yellow lines and other lines which would not complement the new granite surfacing which forms part of the revitalised streetscape.

In addition, permanent traffic orders are also proposed to introduce a 20 mph speed limit in the section of Exhibition Road north of its junction with Cromwell Road and in Prince’s Gate Mews on the approach to Exhibition Road to promote safety in the shared space for vehicles and pedestrians.
